1. According to the law, the government can requisition schools in an epidemic emergency.

Article 52 of the Emergency Response Law stipulates that people's governments that perform unified leadership duties or organize the handling of emergencies may, when necessary, requisition equipment, facilities, venues, vehicles and other materials needed for emergency rescue from units and individuals, request other local people's governments to provide human, material, financial or technical support, require enterprises that produce and supply daily necessities and emergency relief materials to organize production and ensure supply, and require public services such as medical care and transportation.
3. In addition, some local normative documents have further explained this. For example, as stipulated in the fourth paragraph of Article 2 of the Measures for the Implementation of Compensation for Emergency Expropriation in Shanghai, the materials mentioned in these Measures refer to the necessities of life, energy and fuel, medical supplies, engineering materials, equipment, communication facilities, hotels, cultural venues, stadiums, workshop warehouses, production sites, squares, schools, civil defense projects, vehicles and other equipment, facilities, venues and means of transportation that are urgently needed to deal with emergencies. Therefore, according to the above provisions, the government can requisition schools in response to the epidemic emergencies.
