I. Transportation Projects
To face the international, service the Northeast, coordination of the region, to meet the goal of smooth flow of logistics, to build a comprehensive transportation system of highways, railroads, ports integrated. Planning and construction of major transportation projects see Figure 7-1, Annex: "Eleventh Five-Year Plan" major project planning table.
Highway project. Planning and construction of Zhuanghe to Gaizhou Expressway, south and Danda Expressway connection, north and Shenda Expressway intersection, respectively, to build Zhuanghe and Shenyang, Dalian, 3 hours, 1 hour economic circle. Port project. Accelerate the first phase of Zhuanghe Port construction, start the second phase of the Zhuanghe Port project, open up the sea channel, and strive to improve the function, enhance the status of the port, the port of Zhuanghe Dalian Northeast Asia International Shipping Center into an important hub port, become an important junction of the Northeast region along the northern coast of the Yellow Sea logistics distribution. Planning and construction of 3 container terminals in Zhuanghe Port. Among them, there are two 10,000-ton berth terminals and one 30,000-ton berth terminal. Strengthen the construction of land island transportation terminal. It is planned to build a new 300-ton ro-ro terminal in Beizitun of Shicheng Township and a new 1,000-ton ro-ro terminal in Xiagou; one new 300-ton and 1,000-ton ro-ro terminal in Houtan of Wangjia Township, and a new 500-ton passenger/cargo terminal in Shoulong Island and Changtuo Island respectively. Strengthen the Zhuanghe Port to Shicheng Island Cross-sea Bridge and Shicheng Island around the port group construction planning of the preliminary study.
Two, energy projects
To reduce pollution, protect the environment, reduce energy consumption, the development of clean energy, to meet the needs of economic development and people's lives as the goal, the establishment of energy security system. During the "Eleventh Five-Year" period, the expansion of pipeline liquefied petroleum gas project in the urban areas of Zhuanghe population centers, by 2010, the urban pipeline liquefied petroleum gas penetration rate to reach more than 80%. Visionary planning period, from the perspective of integrated development of the southern economic zone along the road, the study of the construction of Zhuanghe gas project, as well as access to pipelines from Dalian to bring natural gas into the city. Further improve the heating facilities, optimize the construction layout of the heating station, moderately ahead of the construction of heating projects. Planning for the construction of heat and power plants in Zhuanghe city and Huayuankou district to meet the heat supply needs of key areas along the southern economic zone (see Figure 7-2).
By 2010, the urban centralized heating penetration rate reached more than 75%. Strengthen rural energy construction, actively promote solar energy, and vigorously develop biomass gasification projects. Accelerate the construction of Zhuanghe Power Plant, promote Zhuanghe Jianshan, Nanjian wind power project started as soon as possible, and strive to build the city into an important energy and power base in the northeast. Strengthen the construction of the main transmission and distribution network, improve transmission and transformation facilities, and enhance the power supply capacity. Considering the development time stage and the spatial difference for the power demand, the plan is to transform 220kV Dongzhuang line, Zhuangxin line in 2007, the new 66kV substation in Xiaosi, and at the same time, the existing substation to increase the capacity of the transformation to ensure that the city's power supply safety and reliability; in 2006, the capacity of the transformation of the 66kV Mingyang substation to meet the starting stage of the construction of Huayuankou new city power needs in 2010. Around 2010, a new 220kV Huayuankou substation will be built, and five 66kV substations will be constructed to meet the future power needs of Huayuankou New Town; and a new 220kV substation will be built in the northern part of Qingdui Town in 2010, to meet the growing demand for power from the development of the eastern region.

Three, water supply and drainage projects
Water supply facilities around the construction of industrial development zones, towns and cities and people's living needs for the construction of water supply facilities, make full use of surface water, and planned exploitation of groundwater. Focus on the implementation of the second phase of the expansion of Zhuanghe water purification plant and water purification plant diversion project, improve the water supply network in the new city, the transformation of the old city water supply network (see Figure 7-2). Accelerate the construction of water supply projects in key areas such as Huayuankou New Town, Heidao Power Plant Industrial Zone, Qingdui Town and Xianrendong Town. Further improve drainage facilities and strengthen comprehensive management of pollution sources. Construction of Zhuanghe sewage treatment plant and garbage treatment plant; renovation of the main drainage diversion pipeline in the city's urban areas. In huayuankou new city, black island power plant industrial zone, Qingdui industrial zone synchronized with the establishment of a perfect drainage system and sewage and garbage treatment plant, strict control of industrial and domestic sewage discharge in Ronghuashan, Xianrendong, Taipingling, Wu furnace, Dazheng, etc., and the construction of appropriate sewage treatment facilities.
Four, information engineering
Grab the basic telecommunications network construction. Vigorously develop the telephone network, data communication network, intelligent business network, build a reliable network operation, complete business varieties, excellent user services, modern telecommunications communication network, to achieve optical fiber to the villages and towns. Improve the telephone penetration rate. The telephone penetration rate of township government locations is close to the urban level, and in the long run, it should reach the urban level. Further expand postal services, rationalize the layout of post offices and improve the comprehensive capacity of postal services. Actively promote the "digital Zhuanghe" project. Strengthen the construction of information network infrastructure and the application of information technology in the government system, drive and promote the informatization process of the whole society, realize the social resources***sharing, and develop the information industry. Construction of new areas in the south of the city, Huayuankou New Town and Qingdui Town fiber-optic communication network.
V. Disaster Prevention and Mitigation Project
Fire Protection Project. According to the area of responsibility of the protected target, geomorphological features, population density, building conditions, transportation and water conditions and other factors such as the arrangement of fire stations to determine the level of fire. Near urban fire stations to reach three, far urban areas to reach five, so that the area of responsibility of the fire station reached an average of 6.5 square kilometers, the basic establishment of a comprehensive coverage, clear responsibility of the fire network. One new fire station was built in each key town. Strengthen the construction of forest fire prevention facilities in the northern nature reserves.
Flood control project. High-standard, high-quality improvement of Zhuanghe and Xiaosi River. Planning Xiaosi River control width of about 150-200 meters, Zhuang River control width of about 200-250 meters. Zhuanghe urban flood control standards to reach 50 years return period, small Temple River, Zhuanghe for 50 years return period, open, culvert catchment area greater than 5 square kilometers return period of 20 years, less than 5 square kilometers for 10 years, interceptor ditch design return period of 10 years. In order to prevent flash floods from harming the city, flood interceptor ditches are built along the peripheral hills of urban construction sites. It is planned to build flood interceptor ditches on the south side of Xishan Park, the east side along the 40-meter contour line, the north side of Nine-top Plum Blossom Hill and the south side along the side of the urban planning road, and so on. Strictly control the reclamation of land to ensure that the river outlet open to the sea.
Earthquake mitigation project. Urban planning, housing construction in strict accordance with the requirements of the technical regulations for earthquake prevention and disaster mitigation.
Personal Defense Project. Adhere to the long-term preparation, focus on construction, integration of peace and war, the principle of sustainable development, human defense projects to the construction of new urban areas and important economic objectives as the focus of comprehensive protection and key protection.
Other disasters and sudden events. Faced with the threat of earthquakes, tsunamis, typhoons, floods and other disasters, strengthen the construction of technical support system, develop emergency plans, improve the early warning mechanism, and do a good job of material reserves.
Six, public **** service facilities
In accordance with the direction of industrial development and population agglomeration, adjust and optimize the layout of education. Planning to build a new high school, junior high school and elementary school in Mingyang Town, relocated Dazheng Town Center Primary School, the new Qingdui Town Primary School. Expand the scale of primary and secondary schools in the Zhuanghe urban area, relocation of the second high school and the thirty-first middle school, the addition of primary and secondary schools in the western part of the city. Vigorously develop vocational education, expand vocational education center, construction of higher vocational and technical colleges and Huayuankou, Qingdui, Xianrendong technical branch. Actively develop higher education, and take various forms to open institutions of higher learning. Strengthen pre-school education, new urban center kindergarten. Accelerate the construction of public **** health service system, expanding the urban center hospital, Chinese hospital and the third people's hospital, and expanding the community medical service center. Further improve cultural and sports facilities, new museums, cultural centers, archives, swimming pools and stadiums, expansion of township cultural stations, the construction of the Black Island Sino-Japanese War Memorial Museum. Strengthen women's work, prepare for the construction of women's activity centers. Developing social welfare undertakings, expanding Zhuanghe Pension Service Center, building 17 township centers for the elderly. Strengthen the infrastructure of various tourist attractions, enhance the function of tourism services.
Seven, urban public **** service facilities planning
Article 1 sound and perfect urban public **** service system and social welfare undertakings, the formation of a pattern matching the modern center of the city, the construction of public **** service facilities should be consistent with the combination of social and economic development, the principle of combining the construction of spiritual civilization and the construction of material civilization, to meet the people's growing material and cultural life needs, and comprehensively improve the quality of life.
Article 2 The planning of public **** facilities shall be set up at the municipal and district levels, with part of the content allocated to the residential district level. Municipal public **** facilities planning and construction of administrative centers, commercial, financial and trade centers, cultural and entertainment centers mainly in the city center, to strengthen the cohesion of the city center, play the role of the functions of the city center, reflecting a unique seaside city with the characteristics of the times. Residential district-level public **** facilities planning and construction should be hierarchical, moderate service radius, reasonable layout, and convenient for people's lives. Old areas should be combined with neighborhood transformation, idle land adjustment to improve the facilities, new areas should be unified planning and construction of supporting facilities. Encourage social investment in the construction of various types of social welfare services.
Eight, public **** facilities center layout
⒈ Municipal Administration Center: arranged across the Convention and Exhibition Center, Pingwan Road, west of the site. It can form a better image of the landscape and central area with the Convention and Exhibition Center, Sports Center and Marina Green.
Peake municipal commercial, financial and trade information center: located in the area of the junction of Renmin Road and Leshan Road, including supermarkets, large shopping centers, finance, trade, hotel industry, etc..
3 Municipal Culture and Entertainment Center: planned to be set on the east side of the Bay Bridge, with the administrative center area, commercial finance and trade information center across the sea, the arrangement of theaters, cultural and art centers, etc., to form a high-standard unique center.
Sunglasses Municipal Sports Center: located in Renmin Beilu, expanded on the basis of the status quo.
Be careful to layout district-level centers in Chikan, Xiashan, Mazhang, Potou, Donghai Island. Chikan public construction center, the existing facilities to adjust and renovate the development of commercial and service industries with local characteristics. Kangshun Road and People's Avenue North lot for the Chikan public construction center; Xiashan public construction center, planning to Jiefang Road and People's Avenue South junction lot for the Xiashan public construction center, the construction of a complete range of facilities, commercial and trade prosperity of the public construction center; Potou public construction center set up in the Potou Belt Park near the center, according to the city's sub-centers level requirements, high standards and a high starting point, set up large-scale commercial, financial and trading, administrative offices, medical care, entertainment, sports and other facilities. The public building center of MaZhang is planned to be combined with the green space in the center to set up commercial, financial and trade, medical, recreational and sports facilities, constituting a complete and comprehensive public building center.

District-level commercial service centers are set up in each major urban area. Nine, cultural facilities

Construction of specialized hospitals: Stomatology Hospital, Cancer Hospital, Maternity Hospital, Children's Hospital, Infectious Diseases Hospital, Mental Hospital, Rehabilitation Hospital, Xiaoshan District Orthopaedic Traumatology Hospital; relocation of the Zhanjiang City Central Hospital to the north of the Municipal Sports Center of the cultural and security district; set up an emergency command center, the city center blood station; set up three tertiary general hospitals: Zhanjiang City Central People's Hospital, the Guangdong Medical College Affiliated Hospital, Guangdong Provincial Agricultural Reclamation Center Hospital; set up two secondary Chinese medicine hospitals: Zhanjiang City, the first Chinese medicine hospital, Zhanjiang City, the second Chinese medicine hospital; set up three second-level general hospitals: Zhanjiang City, the second People's Hospital, Nanyu Employees Hospital, the East China Sea Island People's Hospital; the city's epidemic prevention and control station based on the formation of Zhanjiang City, Disease Control and Prevention Center (Health Inspection Center) and Zhanjiang City, Health Surveillance Institute.
Community health service centers are set up according to the service population of 3 to 50,000 units.

Twelve, education, research and science facilities
