Title assessment

Scope and object

Professional and technical personnel who meet the current qualification conditions of each series (specialty) may declare and submit materials to their units (or talent service organizations) in accordance with the regulations.

Title declaration

Procedure and acceptance

5. Personnel who have not been reassessed shall not declare higher-level titles across series (specialties); personnel who have been reassessed shall not declare higher-level titles in the same year. The calculation of the time of service of professional and technical personnel may be based on the cumulative number of years of actual employment as professional and technical workers in the corresponding positions before and after the reassessment. Due to the change of unit name and post attributes in the whole system, when professional and technical personnel declare the corresponding series (specialty) of higher-level titles according to their current posts, they will no longer undergo the same level of reassessment, and they can declare their original titles directly. 6. 9. Other. (3) Ensure the quality of evaluation

Each series (specialty) intermediate evaluation committee should establish professional knowledge defense question bank and scoring standards, and strive to improve the quality of professional defense. 2. The papers and technical reports submitted by the declarant will be appraised and evaluated. 3. The standard conditions for professional and technical qualifications are carefully implemented. Professional and technical

Personnel continuing education

Declaring the requirements for continuing education hours for senior and intermediate professional and technical qualifications: continuing education in the past five years must reach 432 hours (72 hours in 2015, 90 hours per year in 2016-2019), and the actual working life of less than five years is calculated according to the actual working life. If for any reason the continuing education hours cannot be completed as required in the current year, the study can be deferred to the next year. Non-public economic organizations, social organizations, freelance professional and technical personnel to declare the title below the intermediate level, must complete the continuing education hours in the current year. Precautions

(a) Schedule
