Notice of the Company on Summer Heatstroke Prevention and Cooling Part 1

Trade unions of all branches:

We have now entered the midsummer season, with high sunshine intensity and persistent high temperature weather. In order to effectively carry out heatstroke prevention and cooling work at the construction site in summer To protect the health of construction workers, continuously improve working conditions, and prevent workers from heatstroke and other various production safety accidents and emergencies caused by high temperature weather, each branch union must formulate corresponding emergency measures. We will organize inspections and condolences in a timely manner, so all branches of labor unions are asked to do the following:

1. Conscientiously implement the responsibility system for heatstroke prevention and cooling. All branches of trade unions must conscientiously implement a series of requirements on heatstroke prevention and cooling at construction sites. They must take a highly responsible attitude towards the lives and health of front-line construction workers, effectively strengthen the organization and leadership of heatstroke prevention and cooling work, improve and implement the responsibility system, Formulate emergency plans and pay close attention to the implementation of preventive measures to prevent workers from heatstroke and various production safety accidents caused by hot weather.

2. Arrange work and rest time reasonably. We should pay close attention to weather forecasts related to high-temperature weather. Meteorology defines a "high-temperature day" with a daily maximum temperature greater than or equal to 35 degrees Celsius, and a "high-temperature day" for more than five consecutive days is called a "sustained high temperature." Strictly implement the "grasp the two ends and rest in the middle" measures to avoid high temperatures, appropriately adjust the labor and rest system for high-temperature operations in summer, reduce labor intensity, strictly control outdoor operating time, avoid operating during high-temperature periods, and ensure the health and life safety of workers. In principle, if the temperature exceeds 37°C, outdoor work is strictly prohibited from 11:00 to 15:00.

3. Strengthen rotation and rest at work. In summer, according to the construction process, especially for projects with tight time and heavy tasks, labor organization should be adjusted as much as possible, and frequent shifts should be adopted to shorten one continuous operation time and strengthen rotation and rest during work. Strengthen on-site inspections, increase the publicity of heat stroke prevention and cooling knowledge and heat stroke first aid knowledge, and improve the safety awareness of all employees.

4. Ensure adequate supply of drinking water on site. Sufficient drinking water, beverages, tea and various soups that meet hygienic requirements should be provided on site to effectively prevent heat stroke and reduce heat stroke.

5. Implement heatstroke prevention and cooling items. We should pay close attention to the vast number of front-line construction workers who insist on construction in hot weather, strengthen the publicity of heatstroke prevention and cooling knowledge, and require construction workers to carry heatstroke prevention medicines, such as: rendan, cooling oil, Fengyoujing, etc., and implement the heatstroke prevention measures for every worker. Cooling items. Cooling fees will be paid in a timely manner according to the prescribed standards and within the prescribed time.

6. Actively improve the production and living environment at construction sites. It is necessary to conscientiously implement construction site management regulations, actively take measures to strengthen ventilation and cooling, ensure that construction workers' dormitories, canteens, toilets, showers and other temporary facilities meet the needs for heatstroke prevention and cooling, and provide construction workers with refreshing drinks and commonly used heatstroke prevention medicines. Fans must be installed in dormitories and canteens at construction sites. Units that have conditions should install air conditioners in dormitories.

7. Effectively carry out health and epidemic prevention work. It is necessary to effectively carry out health and epidemic prevention work at the construction site and living areas, strengthen the hygienic management of drinking water and food, strictly implement the food hygiene system, strengthen the management and supervision of canteen personnel, and avoid poisoning incidents caused by food spoilage; Monitor the occurrence of diseases. When on-site workers develop notifiable infectious diseases or food poisoning, they should report to the relevant competent authorities in a timely manner.

8. Do a good job in preventing fire and waterlogging in summer. In view of the actual situation of hot and dry weather in summer, which makes fire accidents easy to occur, we further strengthen fire prevention measures, conduct regular inspections of flammable places such as power distribution rooms and oil (paint) warehouses, deal with problems immediately if any problems are found, and equip fire-extinguishing equipment in accordance with regulations. . Attention should also be paid to preventing the impact of typhoons and floods during the rainy season to ensure the safety of personnel, housing, equipment and property.

This is the peak period for frequent construction accidents. In order to reduce and reduce the impact of high temperature weather on construction safety production and protect the health of construction workers,. Construction workers who work at high temperatures for a long time must especially strengthen safety education and self-protection awareness. To this end, the project department requires the work area personnel, construction teams, and team leaders to carry out special inspections on safety construction in summer to truly address the accident-prone characteristics and combine the construction Conduct on-site inspections of potential safety hazards to nip them in the bud. It is necessary to popularize common sense about heatstroke prevention and cooling among front-line workers and enhance their awareness of self-prevention. Once someone suffers from heatstroke, timely and effective treatment is required to avoid casualties to the greatest extent possible. Because there are many dangers at the construction site, construction workers with children are prohibited from bringing children into the construction site to avoid accidental injury to the children.

1. Strengthen safety education for construction workers and enhance their awareness of self-protection. Heatstroke prevention medicines and heatstroke prevention facilities are provided on site.

2. Arrange construction work and rest time reasonably and adjust construction shifts appropriately. Try to avoid working during hot periods; ensure that personnel get a good rest at night.

3. It is strictly forbidden for construction workers to work shirtless, wear slippers, or be drunk at the construction site, and strengthen inspections on the use of safety protective equipment.

4. In order to prevent falling accidents from heights, personnel with poor physical fitness and unsuitable for high-temperature operations should be promptly transferred or removed from their posts.

5. Construction operations should be suspended when encountering storms, lightning and level 6 winds.

6. Strengthen the control of welding sparks. During welding operations, you must be equipped with a fire extinguisher and assign a dedicated person to take care of it to prevent fire accidents.

7. Check whether electrical facilities, wires, electrical and mechanical equipment are leaking, aging and other safety hazards.

8. Effectively carry out high-temperature heatstroke prevention work, timely sprinkle water at the construction site, especially ventilation work in tunnels and manually dug piles, and investigate potential safety hazards at the construction site to nip them in the bud.

9. Necessary ventilation and cooling measures must be taken in all offices of the project department, work area dormitories and worker dormitories, and environmental management and sanitation and epidemic prevention work in the living areas of the construction site should be done well. Domestic garbage must be promptly removed and sewage discharged smoothly to prevent mosquitoes and flies from breeding. Strengthen canteen and food hygiene management, and canteens must comply with hygienic standards to prevent infectious diseases and food poisoning incidents.

All work areas and construction teams must strictly follow the notice requirements, regard heatstroke prevention and cooling as an important content, strengthen, refine and implement it in place to ensure the safety and stability of our construction sites during high temperatures.
