The Law of the People's Republic of China on Blood Donation stipulates:

The blood station is an institution that collects and provides blood for clinical use, and it is a public welfare organization that does not operate for profit.

In order to facilitate citizens to donate blood, blood stations will set up mobile blood donation vehicles on the streets, the parking and setting of mobile blood donation vehicles are reported to the health administrative departments of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government for the record.

Therefore, mobile blood donation vehicles belong to blood stations, not to any hospital.

According to the Blood Donation Law, hospitals can temporarily collect blood only in case of emergency, but they should ensure the safety of blood collection and supply in accordance with the provisions of the People's Republic of China Blood Donation Law.

So, hospitals in general do not collect blood from unpaid donors, you can go to your local blood station as well as the street set up on the mobile blood donation truck to donate blood.
