Residential (village) committees shall incorporate the classification of household garbage into village rules and regulations, and assist street offices and township people's governments to do a good job of managing the classification of household garbage within their own jurisdiction. Departments of development and reform, finance, natural resources and planning, public security, education, agriculture and rural areas, market supervision and management, comprehensive administrative law enforcement and other departments shall, in accordance with their respective responsibilities, do a good job in the management of the classification of household garbage. Article 7 The municipal and district people's governments and relevant departments shall strengthen the publicity and education on the classification of household waste, enhance public awareness of the classification of household waste, and advocate a green lifestyle.
Schools of all levels and types, pre-school educational institutions shall incorporate the classification of household garbage into the teaching content, and cultivate the habit of classification of household garbage among students and pre-school children.
Radio stations, television stations, newspapers, networks and other media shall carry out public welfare propaganda on the knowledge of classification of household garbage, and supervise public opinion on the violation of the management of classification of household garbage. Article 8 trade unions, *** youth league, women's federation, science and technology associations and other groups should play their respective advantages, organize and carry out publicity and mobilization of domestic waste classification, promote the whole society *** with the participation of domestic waste classification activities.
Property management, hotels, catering, renewable resources and other related industry associations should carry out the industry's living garbage classification of publicity, training, guidance and supervision of member units to participate in the classification of living garbage activities. Article 9 encourages organizations and individuals inside and outside the country (territory) to participate in the management of domestic waste classification through public welfare propaganda, volunteer services, donations, investment and other forms.

Article 10 units and individuals shall fulfill the obligations of classification management of household garbage according to law, and have the right to discourage, complain and report the violation of household garbage classification management.
The people's governments of cities and districts shall commend and reward units and individuals with outstanding achievements in the management of domestic garbage classification. Article XI of the units and individuals producing domestic garbage shall pay the domestic garbage disposal fee in accordance with the provisions.
The municipal people's government shall, according to the needs of domestic garbage classification and management, in accordance with the principle of who produces who pays, more produces more pays, and gradually establish and improve the domestic garbage disposal fee system. Chapter II Planning and Construction Article 12 The municipal environmental sanitation administrative department shall, in conjunction with the development and reform, natural resources and planning, housing and urban-rural construction, ecological environment, commerce and other departments, according to the needs of economic and social development and environmental protection, the preparation of domestic garbage classification and management planning or implementation program, and will be included in the special planning of environmental sanitation.
