Article 4 Bus passenger transport shall follow the principles of government leading, social participation, overall planning, priority development, safety and convenience, energy conservation and environmental protection. Fifth * * * bus passenger transport has social public welfare attributes. The municipal, district and county people's governments shall be responsible for the development of bus passenger transport, and shall incorporate bus passenger transport into the national economic and social development plan at the corresponding level to ensure the financial input for the development of bus passenger transport. The financial subsidy funds for public passenger transport are included in the annual budget.
The municipal, district and county people's governments and the Development Zone Administrative Committee shall take corresponding measures to give priority to the development of bus passenger transport in terms of fiscal policy, urban planning, land use for stations, facilities construction and right-of-way distribution, and guide the public to give priority to the development of bus passenger transport. Article 6 The municipal transportation department is responsible for the management of bus passenger transport in this Municipality, and its subordinate bus passenger transport management institutions are responsible for specific management.
The transportation departments of yanliang district, Lintong, Gaoling, Hu Yi, zhouzhi county and Lantian counties are responsible for the management of bus passenger transport within their respective jurisdictions.
Development and reform, planning, construction, finance, price, municipal utilities, human society, land and resources, public security, urban rail transit and other departments shall, according to their respective responsibilities, do a good job in bus passenger transport. Article 7 The municipal, district and county people's governments shall, according to the needs of economic and social development, promote the integrated development of urban and rural public transport and passenger transport, and support the extension of bus lines to densely populated areas such as towns, schools, tourist attractions and industrial parks. Chapter II Planning and Construction Article 9 The development planning of bus passenger transport is the basis for the construction, management and development of bus passenger transport.
The municipal planning department shall, jointly with the municipal transportation department, organize the preparation of the city's bus passenger transport development plan according to the overall urban planning, the overall land use planning and the comprehensive urban transportation system planning, solicit opinions from social departments such as construction, land resources, traffic management of public security organs, and submit them to the Municipal People's Government for approval, and the municipal transportation department shall organize the implementation.
The planning departments of yanliang district, Lintong District, Gaoling District, Huyi District, zhouzhi county and Lantian County shall, jointly with the transportation departments at the same level, organize the preparation of the bus passenger transport development plan in their respective jurisdictions according to the city's bus passenger transport development plan, and report it to the people's government at the same level for approval, which shall be organized and implemented by the local district and county transportation departments and reported to the municipal transportation departments for the record.
The approved bus passenger transport development plan shall not be changed by any unit or individual without authorization. If it is really necessary to change, it shall be re-submitted for approval in accordance with the planning procedures. Article 10 The bus passenger transport development plan shall be linked with the urban development layout, functional zoning, land allocation and road construction, scientifically plan the site layout, optimize the passenger transport network structure, and realize the convenient transfer between bus passenger transport and railway, highway, civil aviation and rail transit. Article 11 The planning department shall, when preparing the regulatory detailed plan, link up with the bus passenger transport development plan, give priority to ensuring the land for bus passenger transport service facilities, and define the scope, functional layout and control requirements of bus passenger transport service facilities according to factors such as land development intensity and population index. No unit or individual may occupy or change the use of the land for bus passenger service facilities.
If the land for public passenger transport service facilities determined in the public passenger transport development plan conforms to the catalogue of allocated land, it shall be allocated. Twelfth in the premise of ensuring the use function and scale of bus passenger service facilities, the above-ground and underground space within the scope of its land can be comprehensively developed and utilized in accordance with the principle of marketization. Involving the change of land use, the relevant formalities shall be handled according to law.
