Procedure for returning to China from Singapore
Since October 30, 2021 (Saturday), on top of the dual nucleic acid and serum testing within 2 days prior to departure, additional nucleic acid testing will be added on the 3rd day prior to departure for travelers taking the same or later flights from Singapore to China. The first pre-travel nucleic acid test must be done on day 3 prior to travel and the pre-travel dual test must be done on day 2 prior to travel. Other time points are invalid tests. If the healthcare provider fails to test on time, the information should be issued. The health code is valid for 3 days from the date of the first nucleic acid test.
For flights on the 4th, the first nucleic acid test is required on the 1st and a double test on the 2nd, otherwise the test is invalid. The health code system check date is the 2nd, and the health code is valid until 23:59 on the 4th.
The above two tests must follow the principle of "cross-testing". "Cross-testing" means that different organizations should be selected for sampling and testing, one of which must be a partner clinic of Raffles Medical Group or Parkway Group. Sampling at the same clinic and distributing to different testing organizations for testing or testing twice at the same testing organization is not valid.
The Embassy reminds that once the nucleic acid test is positive, a diagnosis will be made. Passengers should immediately isolate themselves and report to the embassy via /s2/5896473/3a7f/. Report to the embassy that they are not allowed to board a plane to China through multiple tests and conceal their testing history. Otherwise, they will be suspected of violating China's relevant epidemic prevention laws and will be held legally responsible.
I. Requirements for Pre-trip Inspection
(1 Travelers who have not been vaccinated, or travelers who have been vaccinated with inactivated vaccines such as Koxing and Guoyao, as well as travelers who have been vaccinated with a mixture of inactivated and non-inactivated vaccines (one of the vaccines must be fully vaccinated), undergo a test for nucleic acid (PCR and serum IgM antibodies. The Embassy will consider the Shenfa Health Code based on the test results and vaccination status.
Those who have not completed the number of vaccinations, or who have received two doses of inactivated vaccine on the same day, or who have not followed the locally established procedures, are considered to have not been vaccinated.
(2Travelers who have been vaccinated with inactivated vaccines such as Pfizer/Forbital, Madonna, Conchino, and Zhifirongkoma will undergo a nucleic acid (PCR) and serum antibody N protein test (hereinafter referred to as the "Nucleic Acid and N Protein Antibody Dual Detection"), and do not need to undergo a serum IgM test. Nucleic Acid N Protein Antibody and Nucleic Acid N Protein Antibody Dual Test results are negative, you can apply for a health code.
If only one dose of vaccine is needed for vaccination with Concerno, the nucleic acid (PCR and N protein antibody tests should be performed 14 days after vaccination. For example, if the vaccine was given on August 1, a retest should be done on August 15th.

II. Requirements for vaccination certificate
(1Travelers who have been vaccinated should, in principle, travel to China 14 days after vaccination. For example, if the last vaccination was given on September 1, you can choose a flight departing on September 15 to go to China at the earliest.

According to an announcement by Singapore's Ministry of Health and Ministry of Manpower, companies or individuals (including incoming tourists) can book appointments with government-approved medical and testing organizations for nucleic acid testing as needed, without prior government approval. (1) Please read this notice carefully and comply with it. If you are unable to provide compliant materials and do not have a valid Green Health Code prior to traveling by air, it means that you are temporarily ineligible to travel by air and need to rearrange or reasonably adjust your itinerary. (3) Passengers coming to China by temporary flights or chartered flights should complete two nucleic acid and serum antibody sampling tests within three days before boarding the plane, of which the second nucleic acid and serum antibody sampling test must be completed within 36 hours before boarding the plane, and the two tests should be selected from different testing organizations.
(4 Regarding the process of traveling to China for people recovering from New Crown Pneumonia.
History of infection with C. neoformans pneumonia is defined as persons who have been diagnosed with C. neoformans pneumonia (including persons who have been vaccinated after recovery, persons who have tested positive for nucleic acid polymerase chain reaction, and persons who have tested positive for ART. A history of nonvaccination-positive testing refers to persons who have not been vaccinated and who are serum (including those who are IgM or IgG positive; or those who have been vaccinated with a noninactivated vaccine (e.g., Pfizer/Forbitel, Madonna vaccine, etc. and are seropositive for full antibody N protein. All of the above were processed to go to China as told by the New Crown Pneumonia Recovery staff.
The person recovering from neocoronavirus pneumonia should have traveled to China after three months of recovery. Those who plan to travel to China after the diagnosis of New Crown Pneumonia must contact the Embassy as soon as possible through the WeChat WeChat official account (message in the text box and the insurance phone number (text message 81296456 to report the individual's name, passport number, and contact phone number (if not reported in advance, the approval of the health code may be delayed. You may have two nucleic acid tests and a chest x-ray every other day after your recovery. After the initial approval by the embassy, you can complete 14 days of health supervision. After 3 months of recovery, you can take the pre-boarding test and apply for the China Health Code.
Please note that the date of recovery of the diagnosed person is based on the government rehabilitation certificate. If there is no certificate of rehabilitation, a certificate of positive nucleic acid test or government confirmation notice or other materials that can prove the diagnosis should be submitted as the basis for the embassy to calculate the date of return.
(5 Health regulation measures to deal with flight delays. As a rule, the flight departure time should be within the validity period of the health code. If a flight is delayed or canceled, passengers can continue to take the flight if the new flight time is within the health code validity period; if the new flight time exceeds the health code validity period, but passengers have completed the check-in procedures and entered the terminal, they can continue to take the flight. for flights on or after October 30th, if the new flight date exceeds the health code validity period and is within 3 days of the original flight date (e.g., if the original flight date is the 1st and the new flight date is within 4 days, passengers can apply for a new health code by taking a double test for nucleic acid and serum antibody 2 days before boarding as required (no nucleic acid test is required before 3 days; if the new flight date is more than 3 days after the original flight date, passengers are required to take a nucleic acid test 3 days before departure, take a double test 2 days before departure, and apply for a new health code.
