To electric power, metallurgy, building materials, petrochemicals, non-ferrous metals and other industries as the focus, continue to promote the reduction of sulfur dioxide emissions, and vigorously implement the reduction of nitrogen oxides. Improve the desulfurization facilities of coal-fired power plants, actively promote low-nitrogen combustion technology of thermal power units, comprehensive construction of flue gas denitrification facilities, improve the efficiency of dust removal, and realize the synergistic control of multi-pollutants, such as mercury; full implementation of flue gas desulfurization of sintering machines, actively promote the construction of desulfurization facilities of coal-fired kilns, and actively carry out the demonstration of denitrification in the cement industry.

Section II Strengthening the Protection of Drinking Water Sources

Section III Promoting Comprehensive Prevention and Control of Water Pollution in Watersheds

The development of water energy resources in an orderly manner, strict ecological and environmental access conditions for water energy development projects, and improved standards for ecological protection and restoration construction. It establishes watershed management organizations, implements watershed ecological scheduling, improves monitoring facilities, and implements a system of post-impact assessment of the environmental impact of hydropower projects. Strengthen the environmental regulation of industrial transfer, with the overall improvement of regional air quality as the goal, the establishment of regional air pollution joint prevention and control mechanism. Improving the environmental noise management system, carrying out the functional zoning of the acoustic environment, strengthening the supervision of social life, construction and road traffic noise, building "quiet cities" and "quiet communities", and improving the quality of the urban acoustic environment.

Section V: Promotion of rural environmental improvement

Continuing to carry out comprehensive urban and rural environmental management, increasing the efforts to promote governance by awards, and strengthening the construction and protection of drinking water sources in rural areas by taking the improvement of villages in a row as a handful of measures. Strengthen the construction of rural environmental infrastructure, focusing on townships along the rivers in key watersheds and towns with populations of more than 30,000 people, and promoting the construction of sewage treatment facilities in villages and townships in accordance with local conditions; improve the collection and transportation system of household garbage, and coordinate the layout to improve the level of harmless treatment of household garbage in villages and townships. Section VI Strengthening the Prevention and Control of Hazardous Waste Pollution

Promote the construction of hazardous waste disposal facilities across the province, properly dispose of heavy metal-containing, arsenic-containing waste residues and toxic and hazardous wastes, and further strengthen the prevention and control of hazardous waste pollution. In-depth promotion of solid waste pollution prevention and control information disclosure work, the full implementation of the whole process of hazardous waste management system, and promote the standardized management of hazardous waste generating units and operating units . Further strengthen the management of non-industrial sources of hazardous waste such as laboratory hazardous waste. Strengthen the whole process of medical waste management, strengthen the disposal process of pollution control, the establishment of a perfect two-port malignant pollution prevention and control system and long-term regulatory mechanism.

Taking the comprehensive utilization of resources as the focus, grasp the gangue, fly ash, associated mines, mine tailings and other bulk solid waste comprehensive utilization, and actively expand the metallurgy, electric power, light industry, chemical industry waste recycling ways, and promote the construction of eco-industrial parks.

Taking counties (cities, districts) and key townships as the focus, continue to promote the construction of domestic waste disposal facilities, gradually improve the classification of domestic waste collection and transportation system, strengthen the transformation of existing waste disposal facilities, and strengthen the sewage treatment plant sludge disposal. Construction of incineration fly ash, kitchen waste treatment, leachate pollution control demonstration projects. By 2015, the new waste transfer capacity will be 4,805 tons/day, the new domestic waste treatment capacity will be 12,207 tons/day, kitchen waste treatment capacity will be 1,155 tons/day, and the rate of harmless treatment of municipal domestic waste will reach more than 90%.

Section VII strengthens the prevention and control of heavy metal pollution

Highlighting the prevention and control of key areas, key industries, key enterprises and key pollutants. Heavy non-ferrous metal ore (including associated minerals) mining industry, heavy non-ferrous metal smelting, lead storage battery manufacturing, chemical raw materials and chemical products manufacturing, leather and its products, electroplating and other industries as the focus, strict environmental access, increase heavy metal pollution industry elimination efforts and governance, strengthen supervision, the establishment of the province's heavy metal enterprise environmental dynamic management system. Vigorously promote clean production, encourage relevant heavy enterprises to implement similar integration or park-based concentration, and promote the reduction and recycling of heavy waste. With 7 national and 13 provincial-level key areas as the core, it has formulated annual implementation plans and effectiveness assessments for key areas, and pushed forward the comprehensive remediation of heavy-metal contaminated areas where polluting industries are intensive, historical legacy problems are prominent, and risks and dangers are large. By 2015, emissions of heavy metal pollutants in national and provincial key areas will be reduced by 15% and 5% respectively compared with 2007, emissions in non-key prevention and control areas will realize zero growth, and sudden heavy metal pollution incidents will be basically curbed.

Section VIII: Strengthening Prevention and Control of Environmental Risks of Chemicals

Strengthening access to chemical production and industry, and phasing out toxic and harmful chemicals. Optimize and adjust the layout of industries (enterprises) related to high-risk chemicals, improve the regional environmental risk prevention capacity, strictly limit new projects involving high-risk chemicals in environmentally sensitive areas, and gradually relocate, renovate, and "shut down and turn around" existing enterprises located in environmentally sensitive areas. A system of environmental risk classification and management for hazardous chemical enterprises has been implemented, and management organizations for the prevention and control of environmental risks of chemicals in key areas have been established.
