China's inland water transportation is rich in resources, and since the reform and opening up, especially over the past 10 years, China's inland water transportation has made remarkable achievements in construction and development, and has formed an inland water transportation pattern with the Yangtze River, Pearl River, Beijing-Hangzhou Canal, Huaihe River, Heilongjiang and Songliao water system as the main inland water transport pattern, the Yangtze River trunk line has become the world's largest capacity, transportation, the busiest navigable rivers, to promote the coordinated development of the basin economy plays an important role. But China's inland water transport development level and the national economy and the development of a comprehensive transportation system, there is still a large gap, in order to further give play to the advantages and potential of water transport, is to speed up the Yangtze River and other inland water transport development, the following views.
First, fully understand the importance of accelerating the development of inland water transport on the Yangtze River and other important significance
(a) Accelerate the development of inland water transport on the Yangtze River is conducive to the construction of a modern integrated transportation system. (VII) Development Goals. Major ports on the Yangtze River and other inland rivers and important ports in some regions have been built into large-scale, specialized and modernized port areas. Third, the main tasks

Accelerate the implementation of the construction projects of Minjiang River, Jialing River, Wujiang River, Hanjiang River, Jianghan Canal, Xiangjiang River, Yuanshui River, Ganjiang River, Xinjiang River, Heyu Line, Liujiang-Qianjiang River, Huaihe River, Songhua River and Minjiang River. The construction of other waterways and boundary river waterways will be carried out accordingly to further extend the access and coverage of waterways. For new water conservancy and hydropower hubs and bridges and other infrastructures, the development requirements of inland water transportation should be fully considered. (IX) build efficient inland water transportation system. Optimize the organization of ship transportation, promote the direct transportation of dry and branch and river and sea, develop specialized transportation, guide water transport enterprises to take the road of large-scale development, and establish and improve the modern enterprise system. Strengthen the training of talents in the water transport industry, continuously improve the quality of employees, enhance the level of water transport technology and management, waterway improvement, ship standardization, energy saving and emission reduction and other key technology research and development, promote information technology in water transport, the construction of water transport public **** information service system. Accelerate the construction of "electronic port", promote shipping elements and customs information resources integration, improve the efficiency of the port comprehensive services.
(J) to protect the safe operation of inland water transportation. Accelerate the construction of all-round coverage of the Yangtze River trunk line, all-weather operation, with a rapid response capability of modern water safety supervision and emergency rescue system, strengthen the Three Gorges Dam area and other integrated base construction, improve the Yangtze River trunk line base, site layout and function. Implement the main responsibility of enterprises for safety production and the government's responsibility for safety supervision. Strengthen the safety supervision of key waters, obey flood control scheduling, actively deal with geological disasters and extreme weather, establish a system of major hidden danger investigation, monitoring of major sources of danger and a system of early warning, forecasting and prevention, improve the capacity of waterways for emergency emergency rescue, and effectively reduce the losses caused by major emergencies. Improve the safety performance of ships, strengthen ship management and dynamic monitoring, strengthen the inland transportation of dangerous goods, ro-ro transportation, waterborne passenger transport and ferry safety supervision, emergency response and security prevention and control capacity building.
(xi) realize the green development of inland water transportation. In the waterway, port project construction and operation, in accordance with the requirements of the ecological function zoning and water function zoning, pay more attention to the protection of the water ecological environment, according to law to protect drinking water sources and aquatic biological reserves, key habitats, strict environmental impact assessment, the implementation of environmental protection and ecological compensation measures. Promote advanced and applicable port loading and unloading techniques and equipment, and effectively reduce energy consumption and pollution emissions in the port production chain. Strengthen the control of pollution from mobile sources of ships, promote the configuration of anti-pollution equipment for ships, install oil and sewage treatment (or storage and storage) and domestic sewage and garbage collection facilities for newly built inland waterway transportation ships, and build a ship pollution surveillance and monitoring system, so as to prevent the occurrence of major pollution accidents. Establish an emergency response mechanism for inland water transportation pollution accidents, equip pollution emergency treatment equipment, and improve rapid response and disposal capability. Construct on-shore reception and treatment facilities for ships' domestic garbage and oily sewage. Strictly implement and gradually improve the emission standards for ships. Starting from January 1, 2013, passenger ships (including ro-ro cargo carriers), as well as single-hulled oil tankers and single-hulled chemical ships whose domestic sewage discharge fails to meet the specifications, are prohibited from entering the Three Gorges Reservoir area. Accelerate the elimination of high energy consumption, heavy pollution, technologically backward old ships.
(XII) improve the modern comprehensive transportation system. (xiii) Drive the economic and social development of the basin. Focusing on the Yangtze River, the West River, the Beijing-Hangzhou Canal and other inland waterway transportation trunk lines across the region, access to the river and the sea, the advantages of low logistics costs, and actively develop the characteristics of the port industrial development parks, promote the advantages of industry to the parks to cluster, drive the steady growth of inland waterway transportation demand. With smooth waterways as the basis, efficient service support, safe, green water transport system as a guarantee, to promote the layout of new industrialization along the rivers and rivers and industrial structure adjustment and optimization, services in the central and western regions to undertake industrial transfer, and promote the coordinated development of regional economic and social development.
Fourth, safeguard measures
(xiv) strengthen planning and guidance. (xv) increase funding. People's governments at all levels to further increase the construction and maintenance of inland water transport investment, the state will continue to increase investment to strengthen the waterway, support and guarantee systems and inland ports in the central and western regions, such as infrastructure construction, and to arrange for a certain amount of funds to guide the standardization of the type of ship and the early elimination of the old transport ships. Local people's governments at all levels will actively arrange financial funds for the construction of inland water transportation and gradually expand the scale of funds according to construction needs. Encourage and support port and navigation enterprises to issue stocks and corporate bonds, and build port terminals and logistics parks. Deepen the financial policy research to support the development of inland water transport, and actively guide foreign capital and private capital investment in inland water transport infrastructure construction and maintenance.
(p) Improve laws and regulations. Establish and improve the system of laws and regulations related to the development of inland water transport, accelerate the introduction of the Waterway Law, improve the water transport management related regulations, accelerate the formulation of local laws and regulations to promote the development of water transport and governmental regulations, to protect inland water transport resources in accordance with the law, to safeguard the legitimate rights and interests of inland water transport, and to regulate the behavior of the departments, localities and enterprises.
(xvii) Protection of shoreline resources. Strengthen the inland waterway port layout planning, master planning, scientific development of port shoreline utilization planning program to ensure the sustainable development of inland waterway ports. Strengthen the supervision of planning and implementation, strict approval of the use of port shoreline, encourage the development of specialized, large-scale public port, to ensure the orderly development and rational use of port shoreline resources. Effective protection of port shoreline resources, without obtaining permission for the use of the shoreline in accordance with the law, shall not start construction of terminal facilities.
The relevant departments of the State Council should, according to their respective division of labor, strengthen coordination and cooperation, conscientiously implement the tasks proposed in this opinion, and effectively do a good job in the preparation of planning, financial support, project approval, institutional innovation, personnel training, the development of supporting policies and measures.
