Kunming city living garbage classification management measures

Chapter I General Provisions Article 1 In order to strengthen the management of urban living garbage classification, enhance the level of urban living garbage reduction, resource utilization and harmlessness, and improve the living environment, according to the "Chinese People's *** and the State Law on the Prevention and Control of Environmental Pollution by Solid Wastes," "Regulations on the Management of Urban Amenities and Environmental Sanitation," "Regulations on the Management of Urban Amenities and Environmental Sanitation in Kunming," and other laws and regulations, and in conjunction with the actuality of the city, to formulate this Measures. Article 2 These Measures shall be applicable to the sorting, collection, transportation, disposal and related activities of domestic garbage in the urban planning area of the city and other areas determined by the municipal government to be under urbanized management. Article 3 The classification and management of urban household garbage shall follow the principles of government promotion, participation of all people, reduction at source and adaptation to local conditions. Article IV domestic waste is divided into hazardous waste, perishable waste, recyclables, other waste, specifically classified in accordance with the following standards:

(a) Hazardous waste, refers to waste batteries (cadmium-nickel batteries, mercuric oxide batteries, lead storage batteries, etc.), fluorescent tubes (fluorescent tubes, energy-saving lamps, etc.), sphygmomanometers, thermometers, medicines and their packaging, waste paints, solvents, and their packaging, waste pesticides, disinfectants and their packaging, waste film and waste photo paper, etc.;

(2) perishable garbage refers to kitchen waste and food waste generated by relevant units of canteens, hotels, restaurants, etc., and food waste generated by families, vegetables and fruits garbage generated by farmers' markets and wholesale markets of agricultural products, rotting meat, meat and bones, eggshells, and offal of livestock and poultry products, etc.;

(3) recyclable materials mainly include waste paper, waste plastic (c) Recyclables mainly include waste paper, waste plastics, waste metals, waste packaging, waste textiles, waste electrical and electronic products, waste glass, waste paper-plastic-aluminum composite packaging and other materials that can be utilized in a resourceful manner;

(d) Other garbage refers to the municipal household garbage other than recyclables, perishable garbage and hazardous garbage. Article 5 the city, county (city, district) people's government, development (vacation) park management committee shall strengthen the leadership of urban living garbage classification management work, develop urban living garbage classification management policies and measures, the establishment of institutions, personnel and financial investment guarantee mechanism, coordination to deal with the management of management work in the major issues, to achieve the goal of urban living garbage classification management.

The administrative department of education is responsible for incorporating the knowledge related to the classification of household garbage into the content of environmental education in schools in the city, popularizing the knowledge of the classification of household garbage, and cultivating the habit of classifying household garbage.

Medical and health administrative departments are responsible for guiding the classification of household garbage in the medical and health system.

The administrative departments of transportation, tourism, press, publication, radio and television are responsible for supervising relevant units to do a good job of publicizing and implementing the classification of household garbage within the scope of their services and management.

Other departments, in accordance with their respective responsibilities and the provisions of these Measures, to do a good job in the management of domestic garbage classification related work. Article 8 The residents' committee shall cooperate with the street office and the county (city, district), development (vacation) park urban management comprehensive administrative law enforcement departments to do a good job in the publicity and implementation of the classification of domestic garbage.

Owners' committees, property service enterprises should mobilize, urge residents to separate the community to put the living garbage, and do a good job of classification and collection of living garbage. Article IX units and individuals should be in accordance with the provisions of the classification of domestic garbage, shall not be abandoned, dumping, piling up of domestic garbage. Chapter II classification facilities set up Article 10 municipal urban management and comprehensive administrative law enforcement departments shall, in conjunction with the relevant municipal administrative departments to prepare the city's urban living garbage classification management implementation planning and facilities set up specifications, reported to the municipal government for approval and then organized and implemented. Organs, organizations, schools, enterprises and public institutions, airports, railway stations, passenger terminals, markets, parks, residential areas, etc. should be in accordance with the provisions of this approach to set up and manage the classification of domestic waste collection containers and other facilities and equipment. Article 12 The facilities and equipments for classification of domestic garbage shall be maintained and cleaned regularly, and keep their appearance and function intact, neatly arranged, clean and hygienic, with no scattered garbage and sewage around them. Chapter III classification of Article 13 of the domestic garbage shall be classified in accordance with the following provisions:

(1) hazardous waste into the hazardous waste collection containers or to qualified hazardous waste disposal enterprises;

(2) perishable garbage into the perishable garbage collection containers;

(3) recyclables into the recyclables collection containers;

(4) other garbage into other garbage collection containers;
