Urban construction in the new three years must closely focus on the overall requirements of "beautiful mountains, close to water, famous and city-building", and carefully organize and implement nine major projects in the central city:

Urban planning and management: In 2004, the preparation and management of urban planning were comprehensively strengthened. Major urban construction projects: In 2005, the construction of urban roads and external transportation infrastructure in Wuxi reached a new level. Environmental protection and governance: Urban environmental quality is further improved. With the consent of the Urban Construction Department of the Ministry of Construction, the Provincial Department of Construction organized and held a review meeting of the "Wuxi Urban Rapid Rail Transit Construction Plan" in our city in mid-March. The land use control plan not only takes into account the current land use status along the line and at each station, but also adjusts the nature of the land along the line and at the stations from the perspective of urban overall planning, reflecting the harmonious development goal of mutual promotion and support of rail transit and urban development. It is recommended that land use be strictly controlled based on these planning results to facilitate project implementation. Fourth, the rail transit development strategy proposed in the plan reflects the concept of integration. An implementation plan for rail transit guided development (i.e. TOD) was proposed to promote the overall development of land use and rail transit; a transfer hub plan (P+R) was proposed to attract private cars and buses that are closely integrated with rail transit to enhance the attraction of rail transit.
