Second-hand car "national standard" is expected to be introduced in May, the transaction process will be more standardized
A few days ago, the media broke the news: China's first national standard for the assessment of second-hand cars - "used car appraisal technical specification ( (Draft)" has been approved by the Ministry of Commerce, is expected to be introduced in May this year.
With the explosive growth of China's auto market in recent years, the used car market has become a bigger and bigger "cake". A recent forecast shows that by 2015, China's used car trading volume will exceed 10 million units. And it is embarrassing: such an increasingly prosperous used car market, so far the lack of industry standards. Who is qualified to buy and sell used cars? How to protect the fairness and integrity of used car transactions? These issues need to be resolved.
The introduction of the "national standard" is based on this need. But it is too early to be optimistic about how much it will help standardize the used car business.
Policy interpretation:
In the future, when buying and selling used cars, the "medical report" is indispensable
According to the requirements of the "national standard" for second-hand cars, in the future, when trading in second-hand cars, a detailed report on the state of the art is required as an attachment to the transaction contract. The report will be attached to the transaction contract. This requirement will be an effective form of consumer protection.
So, how is this used car "medical report" generated?
"National standard" introduced, used cars will be qualified by a third-party organization or used car business enterprises for identification and evaluation. Professional appraisers will be through the testing equipment and tools, including the car body appearance, engine compartment, cockpit and other parts of more than 100 inspection content. The technical condition report reflects the results of these 100 inspections.
Through an objective technical condition report, consumers can clearly understand the car's condition.
Which parts of the body are repainted, whether the lights have been replaced, which parts of the engine are repaired, whether the chassis has had oil seepage ...... and even whether the car has been in a major accident, the accident site and the state of the accident are all labeled. In other words, through a report, about the car's "past life" will be at a glance.
In addition, the "national standard" for the qualification of used car appraisal organizations also has detailed requirements. Used car appraisal agencies operating area of not less than 200 square meters, to be equipped with the appropriate equipment, with more than three appraisers, more than one senior appraisal appraiser.
Based on the above requirements, we can see that in the future, the reference standard for the valuation of used cars will no longer be "experience", but a quantitative standard, such as the car body has been a few scratches, the engine after a few repairs. After more than 100 inspections, there will be a corresponding score, according to the final score, the price of used cars will have an objective calculation method.
This means that the implementation of the "national standard" will bring two kinds of changes to the used car trade. On the one hand, for those who buy used cars, they will be able to get more technical information about the vehicles and the transaction will be more transparent. On the one hand, for the sale of old cars, the assessment of the value of used cars has a standard, the transaction will be more fair.
Market status:
The description of the condition of the car is ambiguous and unverifiable
Once the "national standard" for second-hand cars comes into force, we will see a technical condition report on every second-hand car for sale. According to the requirements, this paper report will be placed in the front windshield corner of the used car for display. So, in the current "national standard" has not yet been implemented, used car dealers and how the "product display"? The reporter came to the Hangzhou Automobile City used car market for unannounced visits.
"BMW 520Li, luxury configuration, the first license 2010, excellent condition, the whole 4S store maintenance, private first-hand car"
"Prima, the vehicle registration date of March 2006, automatic gearboxes, 1.8L displacement, the annual inspection date of March 2014, leather seats, the annual inspection date of 2014, the first time I saw the car, the first time I saw the car, the second time I saw the car. March 2014, leather seats, aluminum alloy steel rims, the car condition maintenance is very good"
"Chevrolet Aveo, the year of registration in February 2006, the annual inspection date of February 2014, the original paint, interior brand-new, the whole 4S store maintenance, only ran 60,000 kilometers, to ensure that there is no accident, very fuel-efficient! "
"Logo 508, licensed in August 2012, the new car, top of the line"
"Buick Yinglang, licensed in June 2010, 1.6 automatic sunroof, the real superb, 20,000 kilometers, there is the smell of new cars "
"The car has been waxed, please do not touch, do not disturb, reference price of 738,000"
These are the "reports" we see on used cars here. The format used by each merchant is different, using a variety of descriptions, many of which are handwritten on A4 paper. Some traders use standardized used car information and price tags, but almost none of them will fill them out. What we can see in the lower corner of the front windshield is usually only the make, model, license time, and insurance expiration date. Slightly more detailed, there will be an additional annual inspection time, the rest is the merchants of the description of the sky, such as: excellent condition, original paint, quasi-new car, private first-hand car ......
"Boss, the car throughout the 4S store maintenance, are not all left with the maintenance records ah? " When the reporter asked the used car dealer who is selling BMW 520Li, his answer was: this maintenance record you can go to the 4S store to check.
"Boss, you said this car original paint, is not he drove for so many years, a little scratch or something have not ah?" When the reporter asked another used car dealer who was selling Chevrolet Aveo, his answer was: yes, not a bit of repair.
These two questions are very much reflective of the current chaos in the used-car trade. As an ordinary consumer, how do we go to prove that this car is indeed the whole 4S store maintenance, how to prove that a car has been driving for six or seven years, the paint has not been repaired at all. All we can do is ask the boss again and again, from his tone, to do ambiguous guesses.
Industry reaction:
The valuation process will move towards complexity and need to increase investment
Under this chaos, consumers are looking forward to the transparency of information on used car transactions is obvious. So, in terms of used car valuation, the "national standard" will bring what kind of changes?
"If a car is brought to me for valuation, I will see if it has had an accident before, how the paint is, how the engine is, how the interior is, whether there is any oil leakage in the chassis, how the overall degree of old and new, and then refer to the current market price, basically a few minutes to get it done." With years of experience in operating used cars, Zhu said, if the future really want to check more than 100 content scoring down, this valuation process will change from the current minutes to at least half an hour.
The "national standard" for used-car appraisal puts forward higher requirements, which means more investment in human and financial resources. This is not only for ordinary used car operators like Zhu, but also for some branded used cars.
Zhou Jiasheng is the used car manager of Shenzhe Automobile, where the testing and evaluation of a car has about three processes: static testing, dynamic testing and chassis testing. "To be faster, you move too slowly, the customer will wait impatiently on the side." He admitted that the current use of 5-8 minutes, basically can give the car valuation, if in accordance with the provisions of the "national standard" to, no half an hour certainly not.
"Now the threshold of the used car industry is really low, spend money to become a licensed appraiser. Everyone is based on experience, in accordance with market trends in the car to do the assessment, you out a little higher, I out a little lower, in the end, who gives the price more objective and more professional, no one can make a convincing judgment." Zhou Jiasheng believes that the introduction of the "national standard" may be able to provide a unified reference standard for the identification of used cars.
In fact, in the "national standard" has not surfaced before, the industry is not without standards.
Zhou Jiasheng told reporters that some domestic brands of used cars, in fact, as early as possible to learn from some of the experience of countries such as Japan, the assessment of second-hand car transactions for the "standardization" of the upgrade. For example, he is serving the Shanghai Volkswagen selected used cars. He provided us with a "128-item vehicle technical appraisal table", which is even more detailed than the "national standard".
Whether it is purely emotional experience in assessing the price of second-hand cars, or has long had a rational reference project to calculate the price of second-hand cars, and now there is a "national standard", its significance lies in giving everyone a "ruler", so that the originally uneven The market, there is a tool that can "weigh".
But then again, today's used car market has become more transparent, and if you want to sell your car, there are many channels to reference how much it should really cost. The "national standard" protects the buyer significantly more than the seller in a used car transaction.
