Measures for the Administration of Urban Tap Water Supply in Jinan (revised in 24)

chapter I general provisions article 1 these measures are formulated in accordance with the relevant provisions of the water law of the people's Republic of China, the regulations on urban water supply and the regulations on the management of water resources in Shandong province, and in combination with the actual situation of this municipality, in order to strengthen the management of urban tap water supply and ensure the use of water for urban life, production, fire fighting and various construction. Article 2 These Measures shall apply to the management of urban water supply within the urban planning area of this Municipality.

the term "urban water supply" as mentioned in these measures refers to the water supply of public facilities and self-built facilities within the coverage of urban public water supply network. Article 3 Jinan Public Utilities Administration Bureau is the administrative department of urban water supply in this Municipality, and is responsible for the unified management of urban water supply in this Municipality. Article 4 The planned water supply shall be implemented in urban water supply, water conservation shall be strictly enforced, the domestic water of residents shall be given priority, and industrial water and other water shall be arranged as a whole. Article 5 The development of urban water supply should be incorporated into the national economic and social development plan to ensure that urban water supply is compatible with economic construction and social development. Chapter II Planning and Engineering Construction Article 6 The municipal administrative department of urban water supply shall, jointly with the municipal administrative department of urban planning, work out the professional construction plan of urban water supply according to the overall urban planning and the national economic and social development plan of this Municipality, and report it to the Municipal People's Government for approval, and be responsible for organizing its implementation. Seventh new construction, renovation and expansion of urban water supply projects must conform to the professional construction plan of urban water supply. The municipal competent department of city planning administration shall notify the municipal competent department of city water supply administration to participate in the review of the scope and mode of water supply in the design scheme when approving the construction project of city water supply project. Article 8 The design or construction of urban water supply projects must be undertaken by design and construction units with corresponding qualification certificates.

Chapter III Management of Water Supply Quality Article 1 The water quality of urban water supply sources shall conform to the relevant provisions of the state, and the quality of drinking water supplied by urban public water supply facilities and self-built water supply facilities of units shall conform to the relevant provisions of the National Hygienic Standard for Drinking Water. Eleventh urban water supply source environmental protection zones, delineated in accordance with the relevant provisions of the state, approved by the Municipal People's government for examination, and submitted to the provincial people's government for approval and promulgation. Twelfth in the urban water supply source environmental protection zone, all acts endangering the quality of water supply are prohibited. Thirteenth urban water supply business units and water supply units with self-built facilities shall establish and improve the water quality testing system to ensure that the water quality meets the standards prescribed by the state. Fourteenth city water supply administrative departments should set up water quality monitoring institutions, in accordance with the relevant provisions of the state to test and monitor the water quality of urban water supply, and accept the supervision and inspection of health and epidemic prevention departments according to law. Fifteenth new installation or maintenance of water supply pipelines and equipment, should be washed and disinfected, after the inspection of water quality, water supply. Article 16 Units that build their own drinking water storage facilities shall clean and disinfect the water storage facilities at least once every six months, and test the water quality at least once a month to keep the facilities intact and prevent water pollution. Seventeenth urban water supply business units and water supply units with self-built facilities must establish physical examination files for those directly engaged in water production and conduct physical examination once a year. Patients with infectious diseases may not directly engage in water production. Eighteenth units that produce toxic and harmful substances in the production, use and production process must adopt indirect water intake, and it is forbidden to directly connect internal water pipelines with public water supply pipelines. Chapter IV Management of Water Supply and Water Use Article 19 Urban water supply business units and external water supply units with self-built facilities must be registered with the administrative department for industry and commerce before they can engage in business activities. Twentieth urban water supply business units shall supply water in accordance with the water supply pressure standards stipulated by the state. If the water pressure needs to exceed the service pressure at the end of the pipe network stipulated by the state, self-built water storage and pressurization equipment shall be built.

When the water supply pipeline is broken or suddenly stopped due to other accidents, after receiving the report, it must immediately organize emergency repair to restore water supply as soon as possible.

After the demolition of buildings (structures), the owners and users shall be informed in a timely manner and repaired or compensated, except for illegal buildings (structures). Twenty-first because of urban construction or maintenance of water supply facilities, it is necessary to stop water or reduce water pressure, urban water supply business units shall notify users 24 hours in advance. Users who can't supply water without interruption should build their own water storage facilities. Twenty-second users who open an account to use public water supply, increase water consumption, change the nature of water use, stop using water, restore water use and change their names and transfer ownership must apply in writing to the urban water supply business unit for formalities.

urban water supply business units and users should sign water supply and use contracts and strictly implement them. If losses are caused to users due to the responsibility of urban water supply business units, compensation shall be made.

for those who change the nature of water use without authorization, the urban water supply business unit shall order them to go through the formalities within a time limit, and charge the water fee during the period of changing the nature of water use at twice the price after changing the nature of water use.
