Can the second-class retail model of medical device companies invoice hospitals?

Public hospitals above the second level in Anhui Province implement the "two-vote system" for purchasing medical consumables. That is, medical device manufacturers issue invoices to operating enterprises, and operating enterprises issue invoices to hospitals. The domestic general agent of imported medical consumables (each category is limited to the whole country 1) can be regarded as a production enterprise. The allocation of medical consumables between wholly-owned (holding) subsidiaries or between wholly-owned (holding) subsidiaries within the circulation group enterprise is not regarded as one vote, and at most one invoice is allowed. Medical device manufacturers can directly distribute medical consumables to public medical institutions above the second level, or they can entrust medical device management enterprises to distribute them. Encourage the "one-vote system" and support medical device manufacturers and public medical institutions to directly settle the payment for medical consumables. Only the distribution expenses are settled between medical device manufacturing enterprises and medical device operating enterprises, and invoices are issued according to regulations.
