I. General Provisions

(1) Purpose of Preparation

Establishing and improving the system of emergency relief and the operation mechanism for responding to sudden and major natural disasters, standardizing the behavior of emergency relief, improving the ability of emergency relief, implementing emergency relief in a rapid, orderly and efficient manner, minimizing the loss of people's lives and property, and Maintain social stability in the disaster area.

(2) Preparation of the basis

Based on the Constitution of the People's Republic of China, the Law of the People's Republic of China on Donations to Public Welfare Utilities, the Law of the People's Republic of China on Flood Control, the Law of the People's Republic of China on Earthquake and Disaster Prevention and Mitigation, the Law of the People's Republic of China on Meteorological Affairs, the Overall Emergency Preparedness Plan for Public Emergencies, the Planning for Disaster Reduction of the People's Republic of China and the People's Republic of China (the Chinese People's Republic of China), and the State Disaster Prevention and Mitigation Plan (the Chinese People's Republic of China). and the State Disaster Reduction Plan (1998-2010), the State Council departments concerned "three" provisions and the State's relevant disaster relief work guidelines, policies and principles, the formulation of this plan.

(3) Scope of application

Wherever natural disasters such as floods and droughts, meteorological disasters such as typhoons, hailstorms, snow, sandstorms, etc., volcanoes, earthquakes, geologic disasters such as landslides, landslides, mudslides, etc., storm surges, tsunamis and other oceanic hazards, forests and plains fires, and major biological disasters, as well as other public emergencies and ****events in our country reach the conditions of activation, the present plan shall be applicable to. .

(4) Working Principles

Two, start the conditions

Any of the following situations, start this plan.

(a) a province (autonomous regions and municipalities directly under the Central Government) within the administrative area, the occurrence of drought and flood disasters, typhoons, hail, snow, sandstorms and other meteorological disasters, geological disasters such as landslides, landslides, mudslides, storm surges, tsunamis and other marine disasters, forests and prairie fires and major biological hazards and other natural disasters, a disaster process of one of the following situations:

(1) deaths due to the disaster More than 30 people;

(2) emergency relocation of more than 100,000 people due to the disaster;

(3) more than 10,000 houses collapsed due to the disaster.

(2) the occurrence of a destructive earthquake of magnitude 5 or above, resulting in the death of more than 20 people or the emergency relocation of more than 100,000 people or the collapse and serious damage of more than 10,000 houses.

(c) Accidental disasters, public **** health incidents, social security incidents and other sudden public **** events resulting in a large number of casualties, the need for emergency relocation or life assistance, as appropriate, to start this plan.

(d) For special circumstances such as areas with particularly weak relief capacity, the above standards may be reduced as appropriate.

Third, the organization and command system and responsibilities and tasks

National Disaster Reduction Commission (hereinafter referred to as the "Disaster Reduction Commission") for the national natural disaster relief and emergency response integrated coordinating body, is responsible for the study and formulation of national disaster reduction guidelines, policies and planning, coordination of major disaster reduction activities, guidance for the local disaster reduction work, and promote international exchanges and cooperation in disaster reduction.

The Office of the Disaster Reduction Commission and the National Comprehensive Coordination Office for Disaster Relief are located in the Ministry of Civil Affairs. All members of the Committee undertake corresponding tasks in accordance with their respective divisions of labor.

Four, emergency preparedness

(a) financial preparedness

2. Each year, the central government arranges relief subsidies for large natural disasters based on the actual expenditures of the previous year, which are specifically used to help resolve the basic living difficulties of the people in severely affected areas.

3. The central and local governments shall gradually raise the standard of disaster relief subsidies in accordance with such factors as financial growth, price changes, and the actual state of living standards of the population, and establish a mechanism for the natural growth of disaster relief funds.

4. When the budget for disaster relief is insufficient, the reserve funds arranged by the central and local governments should be focused on the livelihood assistance of disaster victims.

(2) material preparations

Integration of the existing disaster relief reserve materials and reserve planning in all sectors, graded, categorized management reserves of disaster relief materials and reserves.

1. (C) communication and information preparedness

Communication operating departments shall guarantee the smooth flow of disaster information in accordance with the law. Natural disaster relief information network should be based on the public communications network, the rational formation of disaster information dedicated communications network, to ensure the smooth flow of information.

Strengthening the construction of the central-level disaster information management system, guiding localities in the construction and management of disaster-relief communication networks covering the provincial, prefectural and county levels, and ensuring that the central government and local governments at all levels have timely and accurate information on major natural disasters.

2. Based on the National Disaster Reduction Center, establish an inter-departmental disaster information ****sharing platform, provide information exchange services, and improve the information ****sharing mechanism.

3. Give full play to the role of the environment and disaster monitoring and forecasting small satellite constellations, meteorological satellites, oceanographic satellites, resource satellites and other earth monitoring systems, and establish disaster monitoring, early warning, assessment, and disaster emergency response decision-making assistance systems based on remote sensing and geographic information system technologies.

(4) Preparation of Disaster Relief Equipment

1. All relevant departments of the central government should be equipped with the necessary equipment and gear for disaster relief management.

2. The Ministry of Civil Affairs, provincial civil affairs departments and civil affairs bureaus of disaster-prone cities and counties should be equipped with the necessary equipment and gear for disaster relief.

(E) Human Resource Preparation

1. Improve the construction of the team of civil affairs disaster management personnel and enhance their ability to respond to natural disasters.

2. Establish a sound team of experts. Organize experts in various fields such as civil affairs, health, water conservancy, meteorology, earthquake, oceanography, and land resources, focusing on disaster consultation, on-site assessment in disaster areas, and operational consultation on disaster management.

3. Establishing and improving the linkage mechanism with the military, public security, armed police, firefighting, health and other professional rescue teams.

4. Cultivate and develop non-governmental organizations and volunteer teams, and give full play to their roles.

(F) social mobilization preparations

1. Establish and improve the mobilization mechanism, operation mechanism, supervision and management mechanism of social donations, and regulate the work of social donations for sudden-onset natural disasters.

2. Improve the emergency program of disaster relief donations, standardize the organization of disaster relief donations, the receipt and distribution of funds and materials, as well as social publicity, recognition and other aspects of the work.

3. On the basis of the 21,000 social donation receiving stations and points already in place, the government will continue to set up social donation receiving stations and points in large and medium-sized cities, as well as in small cities that are in a position to do so, so as to improve the network for receiving regular social donations.

4. Improving the system of recognizing social donations, and creating a favorable social atmosphere for social donation activities.

5. Improving the mechanism of counterpart support from 8 provinces (municipalities directly under the central government), namely Beijing, Tianjin, Shanghai, Jiangsu, Zhejiang, Fujian, Shandong and Guangdong, and 4 cities, namely Shenzhen, Qingdao, Dalian and Ningbo, to 10 provinces (autonomous regions), namely Inner Mongolia, Jiangxi, Guangxi, Sichuan, Yunnan, Guizhou, Shaanxi, Gansu, Ningxia and Xinjiang.

(VII) Publicity, Training and Exercises

1. Carrying out community disaster reduction activities, utilizing all kinds of media to publicize knowledge of disasters, disaster emergency laws and regulations, and common sense of prevention, dodging, disaster avoidance, self-rescue, mutual aid, and insurance, so as to enhance people's awareness of disaster prevention and reduction.

2. Organize at least 2 trainings for provincial disaster management personnel every year. At least 1 centralized training for disaster management personnel at the prefecture level is organized every two years. Provincial or prefectural and municipal civil affairs departments organize at least 1 operational training for county and township civil affairs assistants every year. From time to time, training is conducted for government leaders in charge, various types of professional emergency rescue teams, non-governmental organizations and volunteer organizations.

3. In disaster-prone areas, 1 or 2 drills are organized each year according to the characteristics of disasters, to test and improve emergency preparedness, command and response capabilities.

V. Early warning and forecasting and information management

(A) disaster early warning and forecasting

According to the disaster warning and forecasting information provided by the relevant departments, combined with the natural conditions of the warning area, population and socio-economic background of the database, analyze and assess the potential for natural disasters may be threatened by the relevant areas and the number of population in a timely manner to make a warning of the disaster.

For major disasters that cause more than 10 deaths (including missing) or other serious losses, they should be reported to the provincial civil affairs departments and the Ministry of Civil Affairs at the same time. Upon receiving the report at the county level, the civil affairs department at the prefecture (city) level shall complete the work of reviewing and summarizing the disaster data within 2 hours and report to the civil affairs department at the provincial level. Provincial-level civil affairs departments shall complete the work of reviewing and summarizing the disaster data within 2 hours after receiving the report at the prefecture (city) level, and report to the Ministry of Civil Affairs. The Ministry of Civil Affairs, after receiving the report of serious and major disasters, within 2 hours to report to the State Council.

(2) Continuation of the disaster report. Before the major natural disaster situation is stabilized, the civil affairs departments at the provincial, prefectural (municipal) and county levels are required to implement a 24-hour zero reporting system. County-level civil affairs departments before 9:00 every day as of 24:00 the previous day to the disaster situation to the local (city) level civil affairs departments, local (city) level civil affairs departments before 10:00 a.m. every day to the provincial civil affairs departments, the provincial civil affairs departments before 12:00 a.m. every day to the Ministry of Civil Affairs to report on the situation. Extraordinary disasters are reported at any time as needed.

(3) Disaster verification. County-level civil affairs departments in the disaster stabilized, should be approved within 2 working days of the disaster, to the local (city) level civil affairs departments to report. Local (city) level civil affairs departments in the county report, should be reviewed within 3 working days, summarize the disaster data, the whole local (city) summary data (including sub-county disaster data) to the provincial civil affairs departments report. Provincial civil affairs departments, after receiving the report at the local (city) level, should review and summarize the disaster data within 5 working days, and report the province-wide summary data (including sub-city and sub-county data) to the Ministry of Civil Affairs.

3. Disaster approval

(2) civil affairs, earthquake and other relevant departments to organize expert assessment team, through comprehensive surveys, sample surveys, typical surveys and special surveys and other forms of expert assessment of the disaster situation, to verify the disaster.

Sixth, emergency response

In accordance with the "combination of block, block-oriented" principle, disaster relief work to the local government. After the disaster, township, county, prefecture, provincial people's governments and relevant departments should be based on the disaster, in accordance with the principle of hierarchical management, each in its own way, start the relevant levels and relevant departments of the emergency response plan, do a good job of emergency relocation of the victims and living arrangements, and do a good job of disaster relief work, disaster monitoring, disaster investigation, assessment and reporting, to minimize the loss of people's lives and property. According to the degree of harm of sudden-onset natural disasters and other factors, the state sets four response levels.

(I) Level I Response

2. Start-up procedures

3. Emergency Response

The director of the Disaster Reduction Commission will unify the leadership and organization of disaster relief work. 4. Termination of the response

After the disaster and relief work is stabilized, the director of the Disaster Reduction Commission decides to terminate the first-level response.

(II) Level II Response

1. Disaster Loss Situation

2. Activation Procedures

The Secretary General of the Disaster Reduction Commission (Vice Minister of the Ministry of Civil Affairs), in the first hour after receiving the disaster report, to the Deputy Director of the Disaster Reduction Commission (Minister of the Ministry of Civil Affairs) to put forward a proposal to activate the level II response, the Deputy Director of the Disaster Reduction Commission to decide to enter the level II response.

3. Response measures

The Ministry of Civil Affairs set up the Disaster Relief Emergency Command, the implementation of the joint office, composed of emergency relief (integrated) group, disaster information group, disaster relief and donation group, publicity and reporting group and logistical support group and other disaster relief work group, unified organization and disaster relief work.

Within 24 hours of the disaster, a joint working group on disaster relief was dispatched to the disaster area to console the victims, verify the situation of the disaster, learn about the disaster relief work, understand the relief capacity of the government of the disaster area and the needs of the disaster area, guide the localities to carry out the disaster relief work, and urgently allocate the disaster relief funds and materials.

Timely grasp of the disaster situation and compilation and reporting of dynamic information on the disaster relief work, and publish it on the website of the Ministry of Civil Affairs. Issuing announcements to the community to accept disaster relief donations, and organizing inter-provincial (autonomous regions and municipalities directly under the Central Government) or national disaster relief donation activities.

Approved by the State Council, it issues appeals for disaster relief assistance to the international community.

Announce the acceptance of donations and account number, set up a disaster relief donation hotline, and take the initiative to accept disaster relief donations from all walks of life; announce to the community on a daily basis the situation of the disaster and the needs of the disaster area; timely allocation of donations, the national disaster relief donations to the transfer of funds; and regularly on the acceptance of disaster relief donations and the use of the situation of the announcement to the community.

4. Termination of the response

After the disaster and relief work is stabilized, the deputy director of the Disaster Reduction Commission decides to terminate the Level II response.

(C) Ⅲ response

1. Disaster loss situation

(3) the rescue capacity is particularly weak "old, few, border, poor" areas and other special circumstances, the start of the standard can be reduced as appropriate.

(4) Other matters decided by the State Council.

2. Activation procedures

The Office of the Disaster Reduction Commission in the first hour after receiving the disaster report to the Secretary General of the Commission (Vice Minister of Civil Affairs) to put forward a proposal to start the Ⅲ response, the Secretary General of the Commission decided to enter the Ⅲ response.

3. Response Measures

The Secretary General of the Disaster Reduction Commission organizes and coordinates the disaster relief work. When the disaster loss is large, within 48 hours after the occurrence of the disaster, the Ministry of Civil Affairs will coordinate with the relevant departments to form a national comprehensive coordination working group to go to the disaster area, and allocate disaster relief funds and materials in a timely manner. The Ministry of Civil Affairs has information on the dynamics of the disaster and relief work, and publishes it on the website of the Ministry of Civil Affairs.

4. Termination of Response

After the disaster situation and relief work are stabilized, the Secretary General of the Disaster Reduction Commission decides to terminate the Level Ⅲ Response and report to the Deputy Director of the Disaster Reduction Commission.

(IV) Ⅳ response

1. Disaster loss situation

4. Termination of the response

(V) Information Release

VII, post-disaster relief and reconstruction

(a) post-disaster relief

1. County-level civil affairs departments annually investigate the winter (spring famine) disaster victims living in difficulty, the establishment of the population in need of government relief account.

2. The Ministry of Civil Affairs, in conjunction with provincial civil affairs departments, organizes relevant experts to go to the disaster area to carry out an assessment of the living conditions of the victims of the disaster and verify the situation.

3. The Ministry of Civil Affairs, in conjunction with provincial civil affairs departments, organizes winter (spring famine) relief programs.

4. Based on the requests for funding from the people's governments of provinces, autonomous regions and municipalities directly under the Central Government to the State Council, and in conjunction with the assessment of the disaster situation, the Ministry of Finance, together with the Ministry of Finance, allocates relief subsidies for natural disasters of great magnitude, which are specifically used to help solve the basic difficulties of winter and spring disaster victims in terms of food, clothing and other basic necessities of life.

5. The Disaster Relief Card management system is fully implemented for disaster victims. To confirm the need for government relief disaster victims, the county-level civil affairs departments uniformly issued "disaster relief card", disaster victims with the card to receive relief food and relief funds.

6. To inform the community of the progress of the allocation of disaster relief funds around the world, to ensure that the winter relief funds are distributed to households before the Spring Festival.

7. For those who have the ability to repay but temporarily cannot afford to buy food, the government will open warehouses to borrow food.

8. Solve the problem of winter clothing and quilts for disaster victims by carrying out social donations, counterpart support and emergency procurement.

9. Development and reform, finance, agriculture and other departments to implement the policy of food for work, disaster relief, food departments to ensure the supply of food.

(2) recovery and reconstruction

Post-disaster recovery and reconstruction work adhere to the "rely on the masses, rely on the collective, self-help, mutual aid, supplemented by the state's necessary relief and support" approach to disaster relief work, the victims of the reconstruction of the collapsed houses should be counties (municipalities, districts) is responsible for the implementation of the organization, to take the self-build, assistance and help build The reconstruction should be organized and implemented by counties (cities and districts), and should be carried out in a way that combines self-build, aid and help, with the main focus on self-build by affected households. Small Satellite Constellation for Environment and Disaster Monitoring and Forecasting:In order to meet the needs of China's environment and disaster monitoring, the State Council formally approved the project of "Small Satellite Constellation for Environment and Disaster Monitoring and Forecasting" in February, 2003.
