Like UL and VDE, only VDE company can authorize the use of VDE's logo. Most people's understanding of VDE stays in the certification of electrical components. In fact, VDE testing can not only authenticate electrical components, wires and cables, plugs, etc., but also issue EMC logo and VDE-GS logo. The VDE-GS mark is applicable to the whole equipment according to the Equipment Safety Regulations (GSG) (it can replace the VDE mark). Actually, TUV didn't say so directly. When you go to Europe for the certification of electrical products and parts, you get the TUV logo, and the whole machine is the GS logo. It's all safety certification.
