Article 18 of the reserve warehouse shall organize full-time guard force to carry out guard work. (d) to fulfill the other safety and security tasks of the reserve warehouse.

Article 21 The reserve warehouse shall strengthen the organization, supervision and guidance of the guarding work, make clear the special requirements for the guards and the disposal of possible situations, and put forward timely revisions of the guarding program according to the situation.
