Safety supervision departments and public security fire control, technical supervision, planning, industrial and commercial administration, price and other management departments shall do a good job in gas management according to their respective responsibilities. Chapter II Planning and Construction Article 5 The municipal and county (city) gas administrative departments shall formulate gas development plans according to the overall urban planning, national industrial policies and local economic and social development needs, and implement them after being approved by the people's government at the same level. Article 6 New construction, renovation and expansion of gas projects must conform to the gas development plan, be submitted to the gas administrative department for review, and be approved by the administrative departments of safety supervision, public security and fire protection, environmental protection, etc., before the construction unit can go through the relevant construction project examination and approval procedures in accordance with the basic construction procedures.
The establishment of bottled gas supply outlets shall conform to the gas development planning and safety requirements, and be approved by the gas administrative department and the public security fire department. Seventh gas engineering design, construction and construction supervision, must be borne by the unit holding the corresponding qualification certificate, and shall comply with the relevant national technical standards and norms.
The design and construction of gas engineering shall be subject to tender in accordance with relevant laws and regulations. The equipment, materials and components used in gas engineering construction must meet the quality standards stipulated by the state.
The gas engineering construction shall implement the engineering quality supervision system. Eighth after the completion of the gas project, the gas administrative department in conjunction with the relevant departments in accordance with the relevant provisions of the acceptance. Without acceptance or unqualified acceptance, it shall not be put into use. Article 9 During the construction of new urban areas and the reconstruction of old urban areas, the planning and land management departments shall arrange land for gas engineering construction according to urban planning.
In the pipeline gas supply area, the project budget should include the construction cost of courtyard gas pipe network and indoor gas pipeline. Supporting gas facilities shall be designed, constructed and accepted simultaneously with the main project.
High-rise residential buildings should be equipped with gas pipeline facilities. Article 10 No unit or individual may obstruct the construction and installation of approved gas projects without justifiable reasons. Eleventh gas engineering construction funds in addition to government investment, gas enterprises self-financing, can also be raised by other means in accordance with state regulations. Chapter III Operation of Gas and Gas Appliances Article 12 To apply for operating gas, the following conditions must be met:
(1) Having a fixed business place that meets the safety requirements;
(2) Having gas facilities and fire-fighting facilities that are suitable for the business scale and conform to the relevant national standards;
(3) Having a stable gas source that meets the national standards;
(4) Having its own funds suitable for its business scale;
(five) professional and technical personnel and management personnel with corresponding qualifications;
(6) Having perfect rules and regulations;
(seven) other conditions stipulated by laws and regulations and national qualification standards. Thirteenth to apply for gas business, it shall apply to the administrative department of gas for qualification examination declaration form. After being approved by the safety supervision and public security fire department, the municipal gas administrative department shall conduct qualification examination, and if it meets the requirements, a qualification certificate shall be issued.
The gas administrative department, safety supervision and public security fire department shall make a reply within ten days from the date of receiving the application.
The administrative department for industry and commerce shall issue the business license with the qualification certificate.
Units that have gas production, storage, transmission, distribution and filling facilities and only supply gas to their own units (hereinafter referred to as self-supplied units) shall apply for qualification certificates in accordance with the provisions of the first paragraph of this article. Fourteenth sales of gas appliances in this city, must set up after-sales service agencies.
Gas appliance installation and maintenance units and after-sales service institutions must obtain the qualification certificate issued by the municipal gas administrative department before going to the administrative department for industry and commerce for business license. Fifteenth gas enterprises shall comply with the following provisions:
(a) the gas quality and pressure meet the national standards to ensure normal gas supply;
(two) gas measuring instruments must be qualified by legal verification institutions;
(three) the sale of bottled gas, it should be clearly marked, indicating the weight standard, and according to the provisions of the extraction of residual liquid;
(four) shall not provide gas source to the unit without gas business qualification certificate;
(five) shall not force users to buy gas appliances at designated locations;
(six) expired or unqualified cylinders shall not be used;
(seven) shall not be directly filled with liquefied petroleum gas (LPG) to the cylinder with a tanker;
(eight) the relevant provisions of laws and regulations.
