Chapter 1: Registration of Hukou

Registration of Hukou and its transfer shall be carried out by the person himself or herself (or by his or her guardian in the case of a minor) or by the head of the household.

If a person other than the person himself or the head of the household handles the registration and relocation of the household, he shall produce a certificate of entrustment authorized by the person who registers and relocates the household.

Article 1: Birth Registration

(1) If both parents or one of the mothers is a permanent resident of Beijing, within one month of birth, the guardian shall declare the birth registration at the police station where the father or mother's household registration is located. Article 2: Registration of Death

After the death of a resident with permanent residence in the city, the head of the household or a relative or guardian will report the death to the police station where the household is located to register the cancellation of the household registration with the following documents and certificates before the cremation.

Article 3: Registration for Moving Out

To register for moving out of the city, the following documents must be presented to the police station where the household registration is located:

Article 4: Registration for Moving into the City

Article 11: People from foreign provinces and cities who come to Beijing to invest in private enterprises shall apply for permanent residence in the city
