Guidelines for Safety Evaluation of Non-Coal Mines

1. Subject Content and Scope of Application

The Guidelines are formulated in accordance with the General Principles of Safety Evaluation and stipulate the requirements for the pre-evaluation of the safety of non-coal mines (except for oil and natural gas mining), the evaluation of the safety acceptance of the construction projects, and the comprehensive evaluation of the safety status quo of non-coal mines (hereinafter collectively referred to as "safety evaluation of non-coal mines"). The purpose, basic principles, contents, procedures and methods of safety evaluation of non-coal mines are applicable to the safety evaluation of non-coal mine construction projects and non-coal mine enterprises. Guidelines for safety evaluation of oil and gas mining industry are formulated separately.

2. Purpose and basic principles of safety evaluation

The purpose of safety evaluation of non-coal mines is to implement the "safety first, prevention first" policy, to improve the degree of intrinsic safety of non-coal mines and the level of safety management, to reduce and control non-coal mine construction projects and production of non-coal mines in the hazardous, harmful factors, reduce the risk of production safety in non-coal mines. Reduce the risk of non-coal mine production safety, prevent accidents, and protect the property safety of construction units and non-coal mine enterprises and the health and life safety of personnel.

The basic principle of safety evaluation of non-coal mines is that safety evaluation organizations with the qualifications stipulated by the state should carry out safety evaluation scientifically, fairly, legally and autonomously.

3. Definitions

3.1 Non-coal mines

Mining of metal ores, radioactive ores, and mines used as raw materials for petrochemicals, construction materials, auxiliary raw materials, refractory materials and other non-metallic minerals (except coal).

3.2 Safety pre-evaluation of non-coal mine construction projects

After the approval of the feasibility study report of the non-coal mine construction project, according to the commission of the construction unit and the content of the feasibility study report of the construction project, the qualitative and quantitative analysis and prediction of the construction project may exist in a variety of hazardous, harmful factors of the type and degree of the construction project, and to put forward reasonable and feasible safety countermeasures and recommendations.

3.3 Safety acceptance evaluation of non-coal mine construction projects

After the completion of the non-coal mine construction project and the normal operation of the trial production, through the investigation and analysis of the actual situation of the facilities, equipments and devices of the non-coal mine construction project as well as the management situation, the non-coal mine construction project shall find out the dangers and hazardous factors that existed after the project has been put into operation, determine the degree of dangers, and put forward reasonable and feasible safety countermeasures and suggestions. 3.4 Comprehensive evaluation of the safety status quo of the non-coal mine

In the process of production and operation of the non-coal mine, through the investigation and analysis of the actual situation and management of its facilities, equipment and devices, qualitatively and quantitatively analyze the dangerous and harmful factors existing in the process of production, determine the degree of danger, and give an objective evaluation of the safety management status of the non-coal mine, and put forward reasonable and feasible safety countermeasures and suggestions for the existing problems. 4. Non-coal mine safety evaluation content

5. Non-coal mine safety evaluation procedures

Non-coal mine safety evaluation procedures generally include: preliminary preparation; hazardous, harmful factors identification and analysis; division of evaluation units; selection of evaluation methods, qualitative and quantitative evaluation; put forward safety countermeasures and recommendations; to make a conclusion of the safety evaluation; preparation of the safety evaluation report; safety evaluation report review.

5.1 Preliminary Preparation

Clearly define the object and scope of the evaluated, conduct on-site investigation, and collect relevant domestic and foreign laws and regulations, technical standards, and data and information on non-coal mines related to the object of evaluation.

5.2 Identification and Analysis of Dangerous and Harmful Factors

According to the characteristics of the production, surrounding environment and hydrogeological conditions of the non-coal mine, the identification and analysis of dangerous and harmful factors in the production process.

5.3 Division of evaluation units

Based on the needs of the evaluation work, the units are divided according to the function of the production process, production equipment, the relative spatial location of the equipment, and the category of hazardous and harmful factors and the scope of accidents. Evaluation unit should be relatively independent, with obvious characteristic boundaries, to facilitate the identification and analysis of hazardous and harmful factors and risk evaluation.

5.4 Qualitative and Quantitative Evaluation

5.7 Preparation of the safety evaluation report
