Hubei Province Expressway Management Regulations Chapter IV Service Area Management

The setting of expressway service area should follow the principles of overall planning, rational layout, perfect function and moderate advance.

The expressway service area shall be designed, constructed and operated simultaneously with the expressway. The maximum distance between service areas in the provincial expressway network shall not exceed 60 kilometers.

If it is really necessary to close the service area due to maintenance and other reasons, it shall be reported to the provincial expressway management agency for approval. Provincial highway management agencies should formulate unified service area management norms in the province and strengthen supervision and management. Expressway operators are responsible for the construction, operation and management of their expressway service areas.

Expressway service areas can be operated independently by expressway managers or outsourced to foreign countries. In the case of foreign contracting, the operator shall be determined through service quality bidding, and the operator shall provide services in accordance with the promised service content and standards. The expressway service area shall provide the following service facilities:

Rest time, parking lot, drinking water supply, public toilets and other free public infrastructure;

(two) operating gas, shopping, catering, automobile maintenance and other infrastructure;

(three) greening, soil and water conservation, night lighting and water supply and drainage, sewage treatment, standby electrical equipment and other functional infrastructure.

Service area operators shall ensure that the service area facilities are in good condition and keep the service area safe, clean and hygienic. Operators of expressway service areas shall disclose the service contents, standards and prices, operate according to law, be honest and trustworthy, and provide civilized services. The following acts are prohibited:

(a) to expand the scope of charges and raise the standard of service charges without authorization;

(two) forcing others to accept paid services;

(three) making things difficult for passengers, extortion;

(4) Failing to issue a legal and effective bill of charges;

(5) Other illegal acts.

The provincial expressway management institution shall supervise and inspect whether the contractor's contracting operation behavior in the expressway service area meets the service standards.

The public security, health, environmental protection, industry and commerce, price and other departments where the expressway service area is located shall strengthen the supervision and management of public security, food hygiene, operation and service in the service area according to their respective responsibilities.
