The term "waste residue" as mentioned in these Provisions includes domestic garbage, construction waste and construction waste soil generated from the demolition of buildings or the renovation of houses. Third municipal, district and county municipal administrative departments are responsible for the management of garbage and muck collection, removal and treatment. Fourth development and construction units should build closed garbage collection stations in accordance with the planning requirements when building or rebuilding residential areas.
Closed garbage collection stations in residential areas shall be set up by district and county municipal administrative departments in conjunction with street offices or township and town people's governments.
Units and individual industrial and commercial households shall be equipped with closed garbage containers to collect garbage.
Units that produce less garbage can dump garbage at the garbage collection station that the garbage removal unit is responsible for as agreed with the garbage removal unit, and pay the service fee to the garbage removal unit according to the prescribed standards.
Urban and rural closed garbage collection stations are planned and constructed by sub-district offices or township people's governments in conjunction with local municipal administrative departments. Article 5 The owners or maintenance management units of closed garbage collection stations and garbage containers shall establish the responsibility system of cleaning management, and keep the garbage collection stations clean and the garbage containers intact. If it is worn, defiled or lost, the owner or maintenance management unit shall repair, replace, clean or supplement it in time. Sixth closed garbage collection stations and garbage containers should be convenient to use and move, and should not hinder traffic or affect the city appearance. Conditional can use advanced equipment and technology to build garbage collection stations for classified collection. Article 7 Municipal solid waste shall be collected, transported and treated step by step, and a closed garbage collection station shall be built, equipped with garbage collection containers and garbage treatment equipment with unified signs. Eighth dumping garbage must comply with the following provisions:
(1) Garbage shall be collected and dumped at the time, place and manner specified by the municipal administrative department, and no littering shall be allowed.
(two) it is forbidden to dump sewage, feces, urine and muck in garbage collection stations and garbage containers; Long and large wastes whose volume exceeds the capacity of garbage containers, such as straws, boxes and baskets, should be broken before dumping.
(3) Take good care of and reasonably use facilities such as garbage containers, and do not move, damage or burn the wastes in the garbage containers. Article 9 Where units and individuals need to temporarily pile up muck in streets and lanes and on both sides of roads, they must obtain the consent of the local municipal administrative department, report it to the local public security traffic management organ for approval, and pile it in strict accordance with the approved location, area and time limit. There are many muck dumps with a large area, and the muck stacking unit should be clearly marked and managed by a special person. Article 10 Domestic garbage shall be removed daily, transported in a sealed manner, and removed to designated garbage disposal sites, and shall not be piled up or dumped.
Units that remove domestic garbage by themselves shall use transport vehicles that meet professional and technical standards and pay management fees to the garbage disposal site in accordance with the prescribed standards.
The collection, removal and centralized treatment of swill shall be carried out in accordance with the provisions of Article 62 of the Regulations of Beijing Municipality on Urban Appearance and Environmental Sanitation. Eleventh units or individuals due to construction, demolition of buildings and housing repair, decoration and other wastes such as construction waste, muck should be piled up separately or comprehensive disposal, and shall not be dumped into the garbage collection station.
The construction unit that produces construction waste and muck shall go to the district or county municipal administrative department to handle the muck disposal permit; Units that produce muck in cross-regional and cross-county projects or municipal key projects shall apply to the municipal administrative department for a permit for the disposal of muck; Individuals who produce construction waste and muck due to the renovation of houses shall apply to the sub-district office or the Township People's Government for a permit for the disposal of muck.
The construction unit that produces construction waste and muck shall apply to the examination and approval department with the construction permit, engineering drawings and other relevant materials, and fill in the registration form for muck disposal. Twelfth examination and approval departments shall, within 3 days from the date of receiving the application, issue the license for the disposal of muck.
Units or individuals that remove muck shall pay the management fee for the muck disposal site according to the prescribed standards. Thirteenth units or individuals generated waste residue, should be in accordance with the provisions of the time, route and requirements of their own removal, can also be entrusted to environmental sanitation professional operation enterprises to remove. Article 14 The municipal administrative department shall, in accordance with the relevant provisions of the Regulations of Beijing Municipality on Urban Appearance and Environmental Sanitation, supervise and manage the muck disposal site and make arrangements according to the actual situation. Fifteenth vehicles transporting garbage and muck shall be transported in a sealed manner, and shall not run with mud on their wheels, and shall not leak or scatter along the way. Sixteenth flammable, explosive, toxic and radioactive industrial waste, medical waste and other toxic harmful waste shall be properly disposed of in accordance with the relevant provisions of the state, and shall not be mixed with domestic waste collection stations and garbage and muck disposal sites.
