4. Attention should be paid when applying: the production year must be filled in after the specifications and models of the old equipment; Fill in the enterprise application report in the column of "enterprise information description". If there are too many contents, the following contents must be stated: the basic situation of the enterprise and the production situation, especially the purpose, manufacturing date, service life and appearance of the imported equipment. If the production date is earlier. Special explanations must be made.
5. According to the product code of mechanical and electrical products declared by the Municipal Electromechanical Office and the Catalogue of Automatic Import License, the Municipal Electromechanical Office handles automatic import license or online declaration, and the State Electromechanical Office handles automatic import license.
6. After the "Approved" is displayed on the Internet, please bring the stamped application form, the original application report and all the written materials required above to the Municipal Electromechanical Office or the State Electromechanical Office to receive the certificate.
Second, the second-hand machinery for the record of the specific materials are as follows:
1. The application materials include:
(1) Application for filing of imported used mechanical and electrical products;
(2) Business licenses (photocopies) of the applicant, consignee and consignor;
(3) Application for pre-inspection before shipment;
(4) List of used mechanical and electrical products imported (in duplicate according to the standard format, printed by computer).
(5) Description of imported used mechanical and electrical products (filled in according to online standard format);
(6) Other materials (in principle, second-hand mechanical and electrical products manufactured eight years ago must provide color photos/photos of the products; If the equipment with long manufacturing life has been repaired before shipment, the applicant can provide relevant records and certificates; Imported second-hand large-scale complete sets of equipment need to provide equipment configuration diagram, process flow chart and other information).
(7) If the used mechanical and electrical products are imported for sale, lease or maintenance, and the state implements the requirements of compulsory product certification system and import quality licensing management, the filing applicant must provide the corresponding supporting documents (photocopies) when applying for filing;
(8) Enterprises with foreign investment shall provide:
A. approval certificate of foreign-invested enterprise;
B, imported equipment audit list (issued by the foreign investment management department);
C, the approval of the relevant departments or feasibility study report;
(9) The printing industry needs to provide:
A copy of the license for printing industry and special industry.
B. Feedback letter from the Press and Publication Administration. (Handling procedures: the importing user shall send the application form, application report and the above written materials to the State Administration of Mechanical and Electrical Affairs for comments, and to the Press and Publication Administration for comments. After the feedback, the State Electromechanical Office will start processing according to the feedback. When collecting evidence, users must provide the record contact list of used mechanical and electrical products issued by AQSIQ.

(4) The equipment status bar shall be filled in as follows:
(a) mechanical and electrical products that have been used and still have basic functions and certain use value;
B mechanical and electrical products that have not been used but have been stored for a long time and have exceeded the quality guarantee period;
C, mechanical and electrical products that have not been used but have been stored for a long time, resulting in obvious tangible loss of parts;
D, mechanical and electrical products with mixed old and new components;
E, second-hand complete sets of equipment. Choose one of the above five items.
Go to the provincial industrial and commercial bureau when declaring, and go to the local customs when declaring.
