In addition, all sectors of society and all levels of government have a relatively weak sense of regional ethnic autonomy, and some documents issued by the provincial government and its constituent departments, including provincial news media, such as newspapers, radio, and television, have omitted the word "autonomy" from the term "autonomous county" and directly referred to it as "autonomous county". The word "autonomous" is omitted from the word "county", and a similar situation occurs in national autonomous areas, where the word "autonomous" is also missing from some of the signboards and titles that are hung in front of units in national autonomous areas.
(2) Insufficient support and assistance from higher authorities, and policy-making and decisions that do not fully take into account the realities of the national autonomous areas, and a lack of policy support

For example, there is a provision in the autonomous regulations of each national autonomous area that states: "The land reimbursable use fees for new construction land payable by the people's governments of autonomous counties in accordance with the law shall, in addition to the portion to be paid to the state, be arranged by the autonomous counties on their own. ......" However, in the actual implementation, the higher-level organs do not directly return this portion. However, in the actual implementation process, the higher authorities did not directly return this part of the funds, and the governments of the national autonomous areas did not strive for this right and benefit; the regulations on autonomy also made similar provisions for the compensation fees for mineral resources and water resource fees, which also could not be implemented without the support of the higher authorities. For example, in the county road sandy soil road reconstruction projects implemented by the province in 2012, the provincial authorities all required the national autonomous areas to have financial supporting funds (investment of 2.6 million yuan per kilometer, with the province allocating 1.6 million yuan/kilometer, and the national autonomous areas supporting about 1 million yuan/kilometer). Among them, Ledong Lizu autonomous county has 59.9 kilometers of reconstructed roads, with county financial supporting funds amounting to 59.1859 million yuan; Lingshui Lizu autonomous county has 12.521 kilometers of construction mileage, with county financial supporting funds amounting to 11.95 million yuan. In addition, in water conservancy construction projects, the higher authorities have not adopted preferential investment policies in favor of ethnic autonomous areas, and when ethnic autonomous areas seek to report investment in water conservancy construction projects for approval, they are still required to provide matching funds at a rate of 10% to 20%. The province's national autonomous areas of the economic base is still poor, financial strength is still weak, too much heavy financial matching funds pressure, resulting in a number of construction projects can not be arranged in a timely manner, the quality of project construction is also difficult to meet the requirements.
(C) training and use of minority cadres imminent
Minority cadres are an important bridge and link between the Party and the government to contact the minority masses, and are an important backbone for doing a good job of ethnic work and accelerating the economic development of ethnic areas. There are 535 ethnic minority cadres in Changjiang Lizu autonomous county, accounting for 30.3% of the total number of cadres in the county, of whom 154 are section-level ethnic minority cadres, accounting for 27.2% of the number of cadres at the same level (the proportion of ethnic minority population in the county is about 35%); there are 418 ethnic minority cadres in Ledong Lizu autonomous county, accounting for 24% of the total number of cadres in the county, of whom 178 are section-level ethnic minority cadres, accounting for 24.5% of the number of cadres at the same level (the proportion of ethnic minority population in the county is 24.5%). (4) ecological compensation mechanism has not been fully established

For the majority of farmers, is to guard the green mountains to live in poverty, did not realize the "who protects, who benefits" purpose, which also brings great potential danger to the province's ecological environmental protection work.
(E) some provisions of the autonomy regulations and the requirements of the new situation does not match
In the national autonomous areas autonomy regulations, some provisions have been outdated, no longer adapt to the requirements of the new situation, lagging behind the new policy provisions, and has lost its practical utility. For example, the autonomous regulations provide for the collection of "forestry fees" and "value-added tax on fishery resources", which have now ceased to be collected, and it is no longer appropriate to make further provisions.
