How to punish Beijing for not applying for verification of water meters within the scope of compulsory verification?

According to Article 26 of the Metrology Law of People's Republic of China (PRC), if the measuring instruments within the scope of compulsory verification fail to apply for verification or continue to be used after verification, they shall be ordered to stop using and may be fined. Beijing has ordered to stop using water meters that are subject to compulsory verification, and imposed a fine on 300 yuan.
