1. Assume that a tunnel collapse accident occurs

After receiving the report, Lu Hong immediately launched the anti-collapse emergency plan, verified the total number of people on site before the incident, and determined the trapped people based on the personnel count to stabilize the emotions of those who were not trapped. The on-site command headquarters should study and deploy on-site rescue and disposal plans based on the nature, category, and severity of the accident, and instruct relevant departments and personnel to immediately enter their posts and carry out work in a timely manner in accordance with the principle of simultaneous on-site investigation and rescue to ensure that the organization is in place and emergency rescue is completed. The team is in place and emergency rescue supplies are in place.

3. Disposal measures
(1) Excavate the buried wounded out of the danger zone in a timely manner, and carry out simple Bandaging, hemostasis or simple fracture fixation.
(2) Provide cardiac resuscitation to the wounded who have stopped breathing or heartbeat.
(3) The emergency rescue headquarters should be reported immediately after the accident occurs.
(4) Remove mud, blood clots, vomitus, etc. from the mouth and nose of the casualty, and pull out the tongue of the unconscious casualty to prevent suffocation.
(5) Organize personnel to remove the oppression of heavy objects as soon as possible to reduce the occurrence of crush syndrome and transfer the wounded to a safe place.
(6) Contact the 120 emergency center as soon as possible, explain the location and severity of the accident in detail, and send someone to the intersection to respond.
(7) If no one is injured, the person in charge of the site should study remedial measures based on the actual situation, and organize the restoration of normal construction order on the premise of ensuring the safety of personnel.
(8) If there is a fracture, it should be fixed with a simple splint and sent to the hospital immediately.
4. Emergency supplies and equipment support
Commonly used supplies and equipment for safety accidents include:
(1) Standing drugs: anti-inflammatory drugs, first aid supplies, Small splints, stretchers, oxygen bags, etc. are commonly used.
(2) Rescue tools: shovels, crowbars, gas cutting tools, fire-fighting equipment, small metal cutting machines, common tools for electricians.
(3) Emergency equipment: safety helmets, seat belts, gas masks, emergency lights, walkie-talkies, welders, water pumps, fire extinguishers, etc.
(4) Equipment: 1 excavator and 2 emergency vehicles.
5. Arrangement of landslide emergency rescue drill process:
(1) Accident hypothesis: At 14:30 pm, the right arch at K38 855 of the right tunnel face of Qianqiuguan Tunnel A landslide occurred, with an area of ??1m*2m*0.8m. One excavation and drilling worker was injured, and the right side of the work platform was damaged.
(2) Wang Jianjun, the safety officer on duty, responded immediately. It took him 1 minute to briefly check the situation. At 14:31, he reported to deputy manager Lu Hong on the phone: "Lu Hong, the tunnel face of the right tunnel collapsed, 1 person Injured, part of the platform was smashed and deformed, please report to your superiors immediately and organize rescue!"
(3) After receiving the call, deputy manager Lu Hong immediately called manager Li Xiaoyan at 14:32: " Manager Li, the right tunnel face collapsed, one person was injured, and part of the platform was smashed and deformed. Please organize rescue immediately! Safety officer Wang Jianjun has already started to prepare for rescue at the scene. ”
(4) The project manager immediately. The convening personnel: Kang Mi, Wang Guoxi, Han Chengfeng, etc., and the above-mentioned personnel immediately summoned some employees to gather at the tunnel entrance. About 3 minutes later, people arrived at 14:35 and gathered at the venue on the right side of the tunnel entrance. *** plan 24 personnel.
(5). The project manager gave a brief introduction to the accident situation and arranged for the personnel to split up: "5 minutes ago, the tunnel face of the right hole collapsed, 1 person was injured, and part of the platform was smashed and deformed. Lu Hong is responsible for on-site emergency rescue, Guan Zhengming is responsible for material and tool support, Kou Yongzheng is responsible for external liaison, and Han Chengfeng is responsible for on-site traffic command."

(9), Kou Yongzheng was responsible for notifying the hospital ambulance at 14:50: "Hey, emergency center? This is the Qianqiuguan Tunnel in Qianqiu Village, Yunti Township. A landslide occurred in the tunnel at 15:00, and 1 person Injured, please provide immediate assistance. The address is Qianqiuguan Tunnel, Qianqiu Village, Yunti Township. Enter from the right side of the Laoqianqiuguan Tunnel sign on County Road X054. There are people directing traffic on the roadside to respond. "Immediately assigned employee Li Qiusheng to rush to Laoqianqiuguan with a small colorful flag. The tunnel sign is responsible for guiding the ambulance that arrives later.
(10), at 14:55, Lu Hong reported the accident to the project manager and briefly explained the on-site organization: "Manager Li, the face of the right tunnel of Qianqiuguan Tunnel collapsed, and one person was injured. Some parts were smashed and deformed, and rescue operations have been carried out in groups." Manager Li arrived at the scene at 15:30 with the chief engineer Wang Guoxi and the director of the engineering department Ren Rongchao. Manager Li entered the cave and commanded with Lu Hong on the way to Qianqiuguan Tunnel. Wang Guoxi informed the supervision team leader and safety supervision engineer: "Team Leader Yin, the face of the right tunnel of Qianqiuguan Tunnel collapsed, two people were injured, and the platform was partially smashed and deformed. Group operations have been carried out on site to carry out rescue operations." Team Leader Yin continued. After getting the call, we took the car from the supervision team in Xianxia Town and drove to Qianqiuguan Tunnel, arriving at 15:15.
After arriving at the scene, the chief engineer and the director of the engineering department began to investigate and analyze the landslide situation and formulate a landslide treatment plan.
(11) At 15:08, according to the situation at the cave entrance, Lu Hong evacuated other miscellaneous vehicles that affected the driving route of the emergency vehicles and the distribution of materials, and asked them to park on the roadbed 60m away from the cave entrance.
(12) At 15:09, Lu Hong led the team to the tunnel surface and conducted an orderly evacuation of the frightened people. Starting from 15:10, after 20 minutes of rescue (15:30), After Li Huisheng simply treated and determined that one person had abrasions on his body, (the injured person was played by a worker from the excavation team, Yang Xu and Yang Junlei carried the injured worker out of the cave on a stretcher.
(13), the ambulance arrived on 15 : Arriving at the scene at 35:00, one injured person was placed in the car in about two minutes. After judging the severity of the injury, he was sent to Ningguo People's Hospital for treatment. (1) After the collapse accident, the construction should be stopped immediately and the machinery should be shut down to avoid secondary injuries.
(2) Artificial chest compression and artificial respiration cannot be given up easily and must be persisted.
