Rail transit enterprises shall do a good job in the daily management of rail transit operation safety within its scope of operation, and establish a rail transit operation safety control system, formulate operation safety rules and regulations, and implement the safety responsibility to ensure the safety of rail transit operations. Chapter II Safety Facilities and Protected Areas Management Article 5 (construction unit of the operational safety requirements)

Rail transit enterprises in the construction of engineering projects, should be synchronized construction of rail transit safety monitoring and rescue protection system, and ensure that the system functions in line with the needs of operational safety.
Rail transit vehicles, signals, communications, power supply, automatic ticket sales and other key facilities and equipment should be in line with the provisions of the operating technical conditions.
Rail transit project completion and acceptance, rail transit enterprises should be the completion of the general layout of the rail transit line reported to the municipal transportation administration for the record. Article VI (safety facilities)
Rail transit enterprises shall, in accordance with national and municipal norms and standards for rail transit safety facilities and equipment, set up the following safety facilities and equipment in the stations and carriages:
(a) alarm, fire extinguishing, escape, flood control, explosion-proof, emergency evacuation lighting, emergency communications, emergency guidance systems and other emergency facilities and equipment;
(b) Safety, fire, evacuation guidance signs;
(C) video security monitoring system.
Rail transportation companies should be set up in accordance with the provisions of temperature measurement and other epidemic prevention facilities, equipment and necessary medical emergency equipment.

Rail transit enterprises shall carry out routine maintenance and testing of safety facilities and equipment, and in accordance with the requirements of the relevant rail transit facilities, equipment operation and maintenance management regulations for assessment, to ensure that the facilities, equipment, normal integrity.
Safety facilities, equipment specification standards change, rail transportation enterprises should be timely adjustment of safety facilities, equipment.
Safety facilities, equipment can not meet the actual needs of operational safety, rail transit enterprises should be timely on the existing safety facilities, equipment for rectification. Article VIII (key facilities and equipment dynamic monitoring)
Rail transit enterprises should be key facilities and equipment for dynamic monitoring, and according to operational safety needs to set up online monitoring equipment. Article IX (elevator management)
Rail transit enterprises shall, in accordance with the provisions of the daily safety management of rail transit station elevator operation, select the elevator manufacturing unit or obtain the relevant licenses according to law for the maintenance of the unit, and in accordance with the actual conditions of elevator operation, to increase the frequency of maintenance and maintenance projects.
The market supervision department shall implement key safety supervision and inspection of rail transit station elevators. Article 10 (Safety Protection Zone)

Article 11 (Management of operations within the safety protection zone)
After obtaining the construction permit for a rail transit engineering construction project, the rail transit enterprise shall implement safety management for the rail transit safety protection zone designated for the rail transit project.
The operation unit shall carry out the construction in accordance with the operation plan approved and agreed by the municipal transportation administrative department, and take corresponding safety protection measures. Operating units are not in accordance with the operating program to determine the duration of the construction work or major adjustments to the content of the operation, should be re-approved to the municipal transportation administration for the approval of the operating program.
The rail transit enterprises shall develop safety supervision programs for the construction of operating units in the rail transit safety protection zone, and daily supervision of the safety of construction.
