According to the Decision of the State Council on the Cancellation of the Second Batch of Administrative Approval Items and Changing the Way of Managing a Batch of Administrative Approval Items (Guofa [2003] No. 5) and the General Office of the State Council's Transmittal of the Administrative Approval System Reform Leading Group Office of the State Council "on further promoting the reform of the administrative approval system of provincial governments," the spirit of the notice "(State Council [2003] No. 84), the provincial people's government decided: to cancel the administrative approval of the project 147; decentralized municipalities and states to implement the administrative approval of the project 12 (catalog attached). Where the cancellation of the administrative approval program, the relevant departments and units of the provincial government to stop approving, cancel the corresponding fees, while doing a good job of follow-up supervision; where the decentralization of the administrative approval program, the original implementation of the main body should do a good job of the decentralization of the convergence of work. This decision from February 1, 2004 shall come into force.
