Second rural veterinarians engaged in animal diagnosis and treatment services in rural areas shall abide by these measures.
Article 3 The term "village veterinarian" as mentioned in these Measures refers to those who have not obtained the qualification of practicing veterinary medicine and are registered to engage in animal diagnosis and treatment services in rural areas.
Article 4 The Ministry of Agriculture shall be in charge of the management of rural veterinarians throughout the country.
The veterinary administrative departments of the local people's governments at or above the county level shall be in charge of the management of rural veterinarians within their respective administrative areas.
Animal health supervision institutions established by local people's governments at or above the county level shall be responsible for the supervision and law enforcement of rural veterinarians within their respective administrative areas.
Article 5 The State encourages qualified rural veterinarians to take the qualification examination for practicing veterinarians, and encourages those who have obtained the qualification for practicing veterinarians to engage in animal diagnosis and treatment services in rural areas.
Article 6 The State practices a registration system for rural veterinarians. Meet one of the following conditions, you can apply to the veterinary administrative department of the people's government at the county level for rural veterinary registration:
(a) with a professional degree in veterinary medicine, animal husbandry (animal husbandry and veterinary medicine), Chinese veterinary medicine (national veterinary medicine) or aquaculture;
(two) to obtain the professional skill appraisal certificate of animal disease prevention and control personnel and aquatic animal disease prevention and control personnel at or above the intermediate level;
(three) engaged in animal diagnosis and treatment services in rural areas for more than 5 consecutive years;
(four) qualified by the veterinary administrative department of the people's government at the county level.
Article 7 To apply for rural veterinary registration, the following materials shall be submitted:
(1) An application form for registration of rural veterinarians;
(two) education certificate, professional skill appraisal certificate, training certificate or work experience certificate issued by the township animal husbandry and veterinary station;
(3) the identity certificate and photocopy of the applicant.
Article 8 The veterinary administrative department of the people's government at the county level shall complete the examination within 20 working days from the date of receiving the application materials. Those who pass the examination shall be registered and issued a certificate of registration for rural veterinarians; Unqualified, notify the applicant in writing and explain the reasons.
The rural veterinarian registration certificate shall specify the name, working area, validity period and other matters of the rural veterinarian.
The validity period of the rural veterinary registration certificate is five years. If it is necessary to continue to engage in animal diagnosis and treatment services at the expiration of the validity period, it shall apply for extension three months before the expiration of the validity period.
Article 9 The format of rural veterinary registration certificate shall be stipulated by the Ministry of Agriculture and uniformly printed by the veterinary departments of the people's governments of all provinces, autonomous regions and municipalities directly under the Central Government.
The veterinary administrative department of the people's government at the county level shall not charge any fees for rural veterinary registration.
Article 10 The veterinary administrative department of the people's government at the county level shall summarize the list of registered rural veterinarians step by step and report it to the veterinary administrative department of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government for the record.
Eleventh rural veterinarians can only engage in animal diagnosis and treatment services in their own towns, and shall not be employed in cities and towns.
Twelfth rural veterinarians engaged in animal diagnosis and treatment services in rural areas, should have a fixed workplace and necessary veterinary equipment.
Thirteenth rural veterinarians should use veterinary drugs in accordance with the Regulations on the Administration of Veterinary Drugs and the provisions of the Ministry of Agriculture, and truthfully record the drug use.
Fourteenth rural veterinarians should dispose of waste veterinary instruments and medical wastes in accordance with the provisions when carrying out animal diagnosis and treatment services.
Fifteenth rural veterinarians in animal diagnosis and treatment services found infected or suspected infected animals, should be reported immediately in accordance with state regulations, and take quarantine and other control measures to prevent the spread of animal epidemic.
When rural veterinarians find that animals have or are suspected to have diseases that should be culled according to state regulations in animal diagnosis and treatment services, they shall not make diagnosis and treatment without authorization.
Article 16 In case of sudden animal epidemic, rural veterinarians shall participate in the work of preventing, controlling and extinguishing liquid leakage organized by the local people's government or relevant departments, and shall not refuse or hinder it.
Article 17 The veterinary administrative departments of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government shall formulate training plans for rural veterinarians to ensure that rural veterinarians receive training at least once every two years. The veterinary administrative department of the people's government at the county level shall formulate the local rural veterinary training plan according to the training plan.
Eighteenth veterinary departments of the people's governments at the county level and township (town) people's governments shall, in accordance with the provisions of the Law of People's Republic of China (PRC) on Animal Epidemic Prevention, give priority to hiring rural veterinarians as village-level animal epidemic prevention officers.
Nineteenth rural veterinarians have one of the following acts, given a warning by the supervising agency for animal health, and ordered to suspend animal diagnosis and treatment services for more than six months and less than one year; If the circumstances are serious, the original registration authority shall recover and cancel the rural veterinary registration certificate:
(a) not driving in accordance with the provisions of the area;
(2) Failing to participate in the activities of prevention, control and extermination of animal diseases as required by the local people's government or relevant departments.
Twentieth rural veterinarians in any of the following circumstances, the original registration authority shall withdraw and cancel the rural veterinary registration certificate:
(a) Dead or declared missing;
(two) the suspension of veterinary service activities for two years.
Twenty-first rural veterinarians who illegally use veterinary drugs in animal diagnosis and treatment services shall be punished in accordance with the provisions of relevant laws and administrative regulations.
Twenty-second rural veterinarians engaged in the prevention and control of aquatic animal diseases shall be registered and supervised by the fishery administrative department of the civil affairs department of the people's government at the county level in accordance with the provisions of these measures.
The fishery administrative department of the people's government at the county level shall summarize the information of registered rural veterinarians engaged in the prevention and control of aquatic animal diseases and notify the veterinary administrative department at the same level.
