1. Project implementation scope
All engineering construction projects implemented in the Xinghai Economic Zone in 2010 (west of the Baotou-Lanzhou Railway, east of the Ernang Canal, north of the Yao-Ru Highway, Shanshui South of the main road), the land acquisition and demolition of the Baolan Double Line will be carried out in accordance with the standards set by the People's Government of the Autonomous Region.
2. Basic Principles

3. Work procedures
The land use plan with specific project implementation units shall be submitted to the municipal land and resources department for review. After approval by the municipal people's government, the municipal land and resources bureau will issue an announcement to recover the land use rights. and land acquisition notice. 4. Compensation funds for land acquisition and demolition
Compensation funds for land acquisition and demolition shall be raised by the project implementation unit. Compensation for land acquisition includes land compensation, resettlement subsidies and subsidies for ground attachments and young crops. Demolition compensation includes compensation for above-ground buildings, structures and other facilities; transitional resettlement fees, moving fees, rental fees, and scheduled relocation incentive fees for demolished households; infrastructure supporting fees for resettlement sites for demolished farmers (land acquisition and demolition compensation, construction design fees , construction cost subsidy, geological survey fee, supervision fee); demolition assessment fee, demolition fee; cable TV line relocation fee, telephone relocation fee; tomb relocation fee; water conservancy facility maintenance supporting fee; working expenses and other unforeseen expenses cost. The above expenses are included in the project budget and will be paid by the Longhu Poverty Alleviation and Economic Development Zone Management Committee to the households affected by land acquisition and demolition. 5. Compensation standards for land acquisition
(1) Land compensation standards
According to calculations by the agricultural adjustment team, the average land output value of the Longhu Economic Development Zone in the first three years is 700 yuan.
According to the relevant provisions of the "Ningxia Hui Autonomous Region Land Management Regulations", the land acquisition compensation fee is calculated at 10 times the average output value of the land in the three years preceding the acquisition, and the resettlement subsidy is calculated at 6 times the average output value in the three years preceding the acquisition of the land, that is, land compensation The resettlement subsidy is calculated at 16 times the average output value of the land acquired in the three years before the acquisition. The registered contracted land (responsible land) is compensated at the standard of 11,200 yuan/mu, and the registered collective farmland (mobile land) is compensated at the standard of 7,000 yuan/mu.
(2) Compensation standards for ground attachments
1. Timber forest: The compensation standard is based on the purpose of the trees (firewood, rafter wood, sandalwood), and 15 yuan/tree for diameters less than 10CM ; 10-20CM 60 yuan / tree; 20CM and above 90 yuan / tree.
2. Fruit trees: 30 yuan/tree for diameter below 5CM; 100 yuan/tree for 5-10CM; 200 yuan/tree for 10-20CM; 500 yuan/tree for above 20CM.

6. Facility vegetables
(1). Fruits and vegetables (tomatoes, cucumbers, etc.) grown in greenhouses are priced at 9,000-10,000 kilograms per building, and leafy vegetables are priced at 2,500-3,000 kilograms per building. The compensation fee is calculated based on the wholesale price of fruits, vegetables and leafy vegetables at the time of land acquisition.
(2). Fruit trees grown in greenhouses will be compensated 5,000 yuan for each tree planted for one year, 7,500-8,000 yuan for each tree planted for 2 years, and 7,500-8,000 yuan for each tree planted for more than three years (inclusive). The building compensation is 10,000 yuan.
(3). Management houses and greenhouses and other facilities will be compensated according to the assessed price.
(3) Compensation standards for house demolition
1. House demolition shall be carried out in accordance with relevant national policies and the "Implementation Measures for Urban House Demolition in Shizuishan City". 3. 4. Other above-ground buildings and structures are calculated based on the assessed price.
5. The entrance fee for relocating graves is 1,000 yuan per grave, and the relocation fee is 300 yuan per grave. Those who move graves on schedule will receive an additional reward of 300 yuan per grave. 6. Resettlement method
(1) Resettlement of landless farmers
1. Participate in Shizuishan City’s basic pension insurance for urban and rural residents. For farmers whose per capita cultivated land is less than 0.5 acres after land acquisition, in accordance with the requirements of the "Shizuishan City Social Pension Insurance Measures for Urban and Rural Residents (Trial)", landless farmers over 18 years old will participate in basic pension insurance on a household basis, and the required funds will be raised by the municipal finance.
2. Enjoy the minimum security treatment for urban residents. Farmers with less than 0.5 acres of cultivated land per capita after land acquisition, and landless farmers under the age of 18 (excluding school students over 18 years old) will be included in the urban minimum living security, with a transition period of 5 years.
3. Medical insurance for landless farmers. Landless farmers can voluntarily choose New Rural Cooperative Medical Care or Urban Resident Basic Medical Insurance.
4. Increase employment training for landless farmers. Provide organized skills training to landless farmers aged 18 to 35 to improve their employability, and coordinate job recommendations or guide them to start their own businesses.
(2) Resettlement of relocated households
1. Monetary resettlement. After the full resettlement compensation is paid in one time according to the compensation funds determined in the demolition and resettlement agreement, resettlement will no longer be carried out in centralized resettlement sites.
2. Centralized resettlement in resettlement sites. First, the demolished households with Longhu household registration will be resettled in the Dazhuang Point of Station 1, Kangju No. 1 in Station 6, and the Village of Erzhan. The extremely poor households to be demolished can be resettled in the central village that is planned to be retained. Second, in principle, the demolished households without Longhu household registration will not be resettled after cash compensation.
