(3) It is necessary to highlight key links: under the premise of implementing prevention and control measures, open public places in an orderly manner, strengthen community prevention and control, continue to do a good job in epidemic prevention and control of key institutions such as medical institutions, schools, pension institutions and welfare homes, and guide key groups such as children and the elderly to do personal protection.
(4) Strengthen support and guarantee: speed up the research and development of detection reagents and equipment, improve the ability of nucleic acid detection, expand the scope of detection, and "do it all" for key people and "do it all" for other people. It is necessary to play the role of big data and promote the implementation of mutual recognition of "health codes".
All relevant departments in the State Council should fulfill their responsibilities and strengthen the guidance and support for the normalization prevention and control work in various places. All enterprises and institutions should implement the main responsibility and strictly implement the epidemic prevention and control regulations. All localities should adjust the risk level and emergency response level accurately and dynamically according to the zoning and grading, constantly improve the emergency plan and various supporting work plans for epidemic prevention and control, and take emergency measures in time to implement accurate prevention and control once an epidemic occurs.
