Township (township) people's government, street offices, village (neighborhood) shall assist the county-level people's government departments to do a good job in the protection of electric power facilities and the maintenance of order of electricity supply and use. Article V provincial, municipal (state) people's government administrative departments of economic and information technology and county (city, district) people's government departments (hereinafter collectively referred to as the power management department) is responsible for the administrative area of electric power facilities protection and maintenance of order for the supervision and management of power supply and use of electricity.
Local people's governments at or above the county level, public security, land resources, forestry, urban and rural planning and construction, transportation, energy and other relevant departments in accordance with their respective responsibilities, to do a good job in the protection of electric power facilities and the maintenance of order for the supply and use of electricity. Article 6 of the property rights of electric power facilities, the administrator shall, in accordance with the law to fulfill the obligation to protect the safety of electric power facilities and maintain a normal order of electricity supply and use, and accept the supervision of the relevant government departments and the community.
Any unit or individual has the obligation to protect electric power facilities, electric power facilities and damage to the normal order of power supply and use of behavior, the right to stop and report. Article 7 The local people's governments at all levels and their relevant departments, village (neighborhood) committees, and relevant enterprises shall organize and carry out the protection of electric power facilities, the maintenance of the order of supply and use of electricity and the use of electricity in accordance with the law, the safe use of electricity knowledge propaganda, education.
On the protection of electric power facilities and power supply and use of electricity in order to maintain the work of units and individuals who have made significant achievements, the local people's governments at or above the county level and the relevant departments shall be given recognition and rewards. Chapter II Electric Power Facilities Protection Article VIII electric power facilities, including power generation facilities, substation facilities, power line facilities and power trading facilities and their related auxiliary facilities. Article IX "Regulations on the Protection of Electric Power Facilities" on the scope of protection of electric power facilities have been stipulated, from its provisions.
The scope of protection of electric power trading facilities includes electric power trading venues and metering, quotation, information dissemination and other facilities related to electric power trading. Article 10 The protected area of electric power facilities includes the following areas:
(1) Protected area of overhead electric power lines: the area within the two parallel surfaces formed by the sidelines of the conductors extending horizontally outward and perpendicularly to the ground, and the sidelines of the conductors of all levels of voltage extending at the following distances in the general area:
1-10 kilovolts 5 meters
35-110 kilovolts 10 meters
154-330 kV 15 meters
500 kV AC, 500 kV DC 20 meters
800 kV DC, 1000 kV AC, 1100 kV DC 30 meters
In densely populated areas such as factories, mines, towns, etc., the areas of overhead power line protection zones may be slightly smaller than the above provisions. However, the distance of the extension of the sideline of the conductor of all levels of voltage shall not be less than the sum of the horizontal distance of the sideline of the conductor after the maximum calculation of the arc sag and the maximum calculation of the wind deflection and the safety distance from the building after the wind deflection.
(ii) power cable line protection zone: underground cable for cable lines on both sides of the ground stakes 0.75 meters within the formation of two parallel lines of the area; river cables are generally not less than 100 meters on both sides of the line (medium and small rivers are generally not less than 50 meters each) within the formation of two parallel lines of the waters.
(c) power generation facilities attached to the water, oil, coal, ash, heat, steam pipeline protection zone, refers to the power plant, substation outside the dedicated power pipeline on both sides of the outer horizontally extending 3 meters and perpendicular to the ground within the two parallel surfaces formed by the area.
(d) wind power generation protection zone, refers to the wind power generation equipment area to the outside horizontally extending 50 meters and perpendicular to the ground within the two parallel surfaces formed. Article XI of the local people's government at or above the county level, the power management department shall, in conjunction with the relevant departments, the power line along the township (town) people's government and the power facilities property rights owners, managers, and organizing the masses to establish a line protection team, to carry out line protection work to protect the safety of electric power facilities. Article XII of electric power facilities, property owners, managers shall establish and improve the safety management system, with specialized personnel on electric power facilities on a regular basis for inspection, maintenance, overhaul, and take effective measures to eliminate hidden dangers of electric power facilities. To jeopardize the safety of electric power facilities have the right to stop, and shall report to the relevant administrative departments.
Electric power facilities, property owners, managers of electric safety inspections should comply with relevant state secrecy provisions, shall not interfere with the normal production and life order of the power users. Article XIII of electric power facilities property owners, managers shall set up safety warning signs in the following locations:
(a) densely populated areas, areas of frequent personnel activities, as well as vehicles, machinery, frequent passage of overhead power line towers and power cable trench covers;
(b) transformer platforms on the power lines or fences;
(c) substation, converter station , switching station, cable terminal station enclosure (fence);
(d) the power facilities attached to the water, oil, coal, ash, heat, steam pipeline ditch (line);
(e) underwater cables, river cables through the ends of the water.
Setting safety warning signs should be in line with the relevant requirements of the urban and rural environment comprehensive management.
