Experience 1: The end-of-life car disposal model is based on who produces and who recycles

This model is favored by many countries. In European countries such as Germany, automobile manufacturers must Issue a certificate to ensure that the material recycling rate and availability rate of new cars that are about to be put on the market meet certain standards, otherwise you will not be able to obtain a market access license.

In Japan, automobile manufacturers must undertake certain recycling tasks. According to Japan's Automobile Recycling Law, automobile manufacturers are obliged to recycle and dispose of specified parts such as automobile residues and airbags. It is understood that large automobile manufacturers such as Toyota have set up special scrap car recycling departments to handle this work. In addition, the government will reward automobile manufacturers based on recycling performance to stimulate their interest in recycling.

An automobile expert from the FAW Group Technology Center said that currently, the vast majority of my country's automobile manufacturers are only responsible for production and do not care about recycling. In fact, recycling by automobile manufacturers is very convenient. Not only are they more familiar with the parts they produce and it is easier to disassemble, but they also have inherent advantages in remanufacturing parts.

Experience 2: Complete recycling regulations and effective operating procedures

Experts in the automobile industry believe that compared with the automobile recycling regulations in developed automobile countries such as Europe, the United States and Japan, my country’s relevant regulations and Standards are at least four or five years behind. Take Japan as an example. After the "Toshima Incident" in the 1990s, Japan began to include the disposal of scrapped cars in its agenda. Starting from January 1, 2005, a "Vehicle Recycling and Reuse Measures" specifically aimed at the recycling and treatment of scrapped vehicles was promulgated.

In this law, in addition to government agencies, non-governmental organizations such as the Automobile Recycling Promotion Center are also included in the management mechanism, achieving joint management in a complementary manner between the government and non-government. Most importantly, this law clarifies the scrap car disposal process, that is, the car owner - the acquisition company - the dismantling company - the crushing company - the final disposal company. The responsibilities and costs of the agencies responsible for each link are also explained in detail. In addition, an advanced electronic catalog system has been introduced in the actual recycling process to ensure that the entire process of automobile recycling is foolproof by labeling each vehicle.

Experience 3: A large number of scrapped car recycling companies

Whether it is the United States, Japan or Germany and other European countries, a large number of recycling companies are the basis for the effective processing of scrapped cars. In our country, the number of recycling companies is pitifully small.

It is understood that there are currently about 5,000 car dismantling companies in Japan, more than 4/5 of which are small recycling companies with a monthly dismantling volume of less than 50 units. There are more than 140 crushing companies and 180 crushers. Multiple units. In the United States, the numbers are staggeringly large. Currently, there are more than 10,000 scrap car dismantling companies in the United States, more than 20,000 parts remanufacturing companies, and more than 200 post-dismantling and shredding companies. In sharp contrast, there are less than 500 scrap car recycling companies in my country.

An automobile expert said that increasing the number of scrapped car recycling companies has become a task that the government must complete at this stage.
