Will you be fined for littering medical waste?

It will!

Medical waste

refers to the medical institutions in the medical, preventive, health care and other related activities, generated by the direct or indirect infectious, toxic and other hazardous waste. These wastes contain a large number of bacteria and viruses, and if they are not managed better, discarded randomly, and allowed to mix with domestic waste, they will pollute the environment, cause the spread of disease, and seriously jeopardize the physical and mental health of residents.

According to a report in Shenzhen Health Supervision on May 2, 2018, in June last year, law enforcement officers from Longhua District Health Supervision Office found during an inspection of a He Youxiu oral clinic in Minzhi Street that a trash can covered with a black plastic bag was placed in the clinic's second-floor disinfecting room cleaning room, which was full of medical wastes, such as medical cotton balls, and household wastes, such as adhesive tapes and shredded paper.

The clinic management said that the trash can is used to load the domestic garbage, the trash can medical cotton balls are clinic medical staff to patients for oral treatment after the use of discarded.

When asked how these "household garbage" is dealt with, they replied that they would let the cleaning aunts dispose of it and argued that it was not needles and the like, and that the medical cotton balls needed to be so troublesome.

In the end, the health supervision and law enforcement officers in accordance with the relevant provisions of the "Medical Waste Management Regulations" to be the clinic warning, and impose a fine of 7,500 yuan penalty decision.

Medical waste can not be casually discarded

China's "Regulations on the Management of Medical Waste," Article 14, prohibits any unit or individual transfer, trade in medical waste.

It is prohibited to discard medical waste during transportation; it is prohibited to dump or pile up medical waste in non-storage locations or mix medical waste with other waste and domestic garbage.

Article 47 stipulates that if a medical and health care institution or a centralized medical waste disposal unit has any of the following circumstances, it shall be ordered by the competent administrative department of health or the competent administrative department of environmental protection of the local people's government at or above the county level, in accordance with their respective duties, to make corrections within a certain period of time, be given a warning, and impose a fine of 5,000 yuan or more than 10,000 yuan; and if it fails to make corrections after the expiration of the period of time, be imposed a fine of 10,000 yuan or more than 30,000 yuan Fines; cause the spread of infectious diseases or environmental pollution accidents, by the original licensing department to suspend or revoke the license to practice or business license; constitutes a crime, shall be held criminally responsible:

(a) discard medical waste in the course of delivery, dumping, piling up of medical waste in a non-storage site or mixing of medical waste with other wastes and domestic garbage;

(b) Failure to implement the management system for the transfer of hazardous wastes;

(C) the medical waste to the units or individuals who have not obtained a business license to collect, transport, storage, disposal;

(D) the disposal of medical waste does not comply with the national provisions of the environmental protection, health standards, norms;

(E) in accordance with the provisions of these Regulations on sewage, infectious diseases patients Or suspected infectious disease patient excreta, strict disinfection, or does not meet the national emission standards, discharged into the sewage treatment system;

(F) the admission of infectious disease patients or suspected infectious disease patients generated by the living garbage, not in accordance with the management and disposal of medical waste.

From the above provisions, we can see that medical waste can not only not be thrown away, and can not be mixed with domestic garbage, but also not allowed to hand over to the unqualified medical waste disposal point acquisition and treatment.

And the above He Youxiu Dental Clinic, in clear violation of the relevant provisions of the Medical Waste Management Ordinance, not only mixed medical waste with domestic garbage, but also handed over to the cleaning aunts to deal with, and even in the face of law enforcement officials, argued that the garbage is not compared to the needle and so on, and will not cause pollution and harm.

Obviously, the staff of He Youxiu Dental Clinic, did not have a full understanding of the hazards of medical waste, leading to irregular collection and unreasonable treatment. Eventually, they were penalized by the relevant authorities for this.

Notes on medical waste disposal

Being a primary care doctor, medical waste can be generated every day. Therefore, the collection and treatment of medical waste and related knowledge is also very important and necessary. Today, the author will share the relevant knowledge of medical waste with you.

1

Life trash can

Usually, the trash can is covered with a black plastic bag and used to contain life trash. This includes masks, caps, disposable wipes, diapers, disposable sheets, gloves, plastic bags on the outside of medical equipment such as syringes and infusion sets, and medication containers that are not contaminated with patients' bodily fluids or blood.

2

Medical waste cans

Often, the cans are covered with yellow plastic bags, which are mainly used to contain medical waste, including all kinds of drainage tubes, emptied drainage bags, infusion sets, discarded infusion bags, disposable infusion needles with protection devices, discarded extracorporeal circulation and hemofiltration lines;

Injections that have been contaminated by blood or body fluids or have been used by staff for medical care operations. Syringes (without needles), gloves, masks, hats, towels, disposable sheets, etc. used by staff for medical care operations;

Sterilized cotton swabs, cotton balls, auxiliary materials, etc.

Medical equipment contaminated with chemicals, emptied and intact infusion bottles and medicine bottles.

3

Injurious Medical Waste Bucket (Yellow)

As the name suggests, it is the medical wastes that are prone to secondary injuries and cause injuries, including all kinds of exposed needles, blades, broken ampoules, broken glass vials, broken thermometers (mercury has been withdrawn) and so on, which have to be put into the yellow Sharps collection box to prevent secondary injuries.

China, due to the medical units below the county level, there is no medical waste disposal institutions, grass-roots doctors can be based on the "Regulations on the Disposal of Medical Waste," the provisions of Article 21: does not have the conditions of centralized disposal of medical waste of the rural areas, health care institutions should be in accordance with the requirements of the county people's government administrative department of health, the environmental protection department of the executive branch of the requirements of the people's government, their own on-site disposal of medical waste generated.

Disposal of medical waste, should meet the following basic requirements:

(a) after the use of disposable medical instruments and easily damaged medical waste, should be disinfected and disfigured;

(b) can be incinerated, it should be incinerated in a timely manner;

(c) can not be incinerated, disinfected and centralized landfill.

And medical institutions in cities and regions with the conditions should be standardized in accordance with the relevant provisions of the Regulations on the Disposal of Medical Waste.

Looking at the situation in recent years, the primary health care institutions of medical waste penalties, part of the reason, because of the primary health care institutions of waste disposal is not standardized, and the other part of the reason is the classification of the management is not standardized, and He Youxiu oral clinic belongs to the latter.

So it is recommended that fellow primary care doctors, in the course of their usual diagnostic and therapeutic activities, must develop good habits of garbage classification and disposal, and never pile up medical garbage with household garbage, and even more so, not to be discarded, especially the primary care doctors are most often in contact with with blood transfusion stickers, blood cotton swabs and cotton gauze balls with blood.
