1. Article 19 was amended to read: "Those who hunt wild animals not under key protection must apply for a Hunting License from the administrative department of forestry of the people's government at the county level. 5. Article 25 was amended to read: "Units and individuals who domesticate and breed wild animals under key protection must apply to the competent department of forestry administration of the people's government at or above the county level and fill in the Application Form for License for Domestication and Breeding of Wild Animals under Key State Protection to apply for a License for Domestication and Breeding.
