Pollution, a heavy historical debt
In the provincial environmental protection bureau of the province's state of the environment bulletin, the Longjiang River is the province's 12 major waterways in the most seriously polluted waterways. It is understood that the Longjiang River water pollution, including enterprise point source pollution and agriculture, social life source pollution. It produces, both the reasons for the shortage of water resources, but also resource allocation system is not perfect and other deeper reasons.
---Industrial point source pollution. At present, the Longjiang River Basin water pollutant emissions are relatively large industrial enterprises, basically supporting the sewage treatment facilities. But the problem is that part of the enterprise in order to save the operating costs of sewage treatment facilities, find ways to let the pollution control facilities "running". On the other hand, due to the current resource allocation system is not perfect, the tax system is not designed reasonably and some other deep-rooted reasons, enterprises to implement clean production, comprehensive utilization of the will is not strong, so it is difficult to control pollution from the source.
-- Agricultural surface pollution. The current Longjiang River water bodies generally show eutrophication, the main eutrophic substances for nitrogen and phosphorus elements. The main input sources of these substances are animal husbandry and domestic sewage. For example, due to the widespread use of potassium dichromate as a disinfectant in the eel-farming industry, the heavy metal chromium has polluted the water quality in some places.
--- Domestic surface pollution. A large part of the reason why Longjiang Ni Pu and Dabei Creek's Ximenqiao section is seriously polluted is that this section of the river flows through the urban area and Yangxia Township, which has become a sewage ditch for more than 100,000 residents.
- Garbage pollution. A large amount of industrial and domestic garbage can be found along the Longjiang River at Qingsheng Avenue in the Rongqiao Development Zone, along the Taicheng Creek near Jingxiang Electronics and along the Dabei Creek, and some construction garbage has been found along the Tiger Creek.
---Water shortage. There is the Dongzhang Reservoir in the upper reaches of the Long River and the Zhamba Reservoir in the upper reaches of the Dabei Creek, and businesses along the banks also extract a large amount of surface runoff for their production activities. Therefore the natural runoff in the lower part of the Long River is very small. During the dry season, some sections of the river have basically no natural runoff, only sewage. In the future, if buried pipes are implemented to intercept sewage, the downstream runoff will be even smaller. Thus, even if all industrial discharges are stabilized to meet the standards, the absolute base of the pollutant discharge problem is still very large and will still have a large impact on the pollution load of the Dragon River.
-- Secondary pollution of river bottom mud. The riverbed substrate of the Great North Creek has been in a state of pollution accumulation for a long time, and is a potential, wide-ranging source of pollution.
"No. 1 motion", has begun to see results
In fact, the Longjiang River pollution problem has long attracted the attention of the local leaders concerned. As early as the beginning of 1999, the Fuqing Municipal People's Congress that the rectification of the Dragon River "one motion".
Currently 51 pollution point source, governance can be divided into four categories. First, there have been 35 units supporting the construction of 37 sets of pollution control facilities, including 20 sets of industrial wastewater treatment facilities, sewage treatment facilities 8 sets of domestic sewage treatment facilities, pig sewage treatment facilities 5 sets of medical sewage treatment facilities 4 sets of sewage treatment facilities, sewage treatment capacity of up to more than 30,000 tons per day. Secondly, Shunjin pig farm has been banned by the local government, Guanwang Chemical Fiber, Gabelli Beer, Fuming Pig Farm, Hualong Agricultural Farm has been shut down, ammonia plant, Hongsheng Ceramics has been closed down. Third, Dover, Excellence, Golden Eagle, Ocean 4 hotels agreed by the Fuqing Municipal Government, cancel the deadline for treatment tasks, but requires it to pay a certain amount of sewage treatment costs, its sewage to be sewage treatment plant was built after the unified treatment. However, the four hotels have not yet paid the fee to the relevant departments. Fourthly, there are 5 hotels which have not moved to build pollution control facilities, namely, Wannian Pig Farm, Fuqing Slaughterhouse, Royal Garden Hotel, Honglu Qiaolian Hotel and Chengfeng Furniture Co. In addition, Maoshan Plastics, Juxing Packaging, Green Star Homes, Fukushun Furniture and other 13 enterprises located in the Longjiang River Basin, although not included in the Fuqing Municipal Government's deadline management plan, but in the local environmental protection departments to urge, but also supporting the completion of the sewage treatment facilities. Min Du paper mill has also built a sewage pipe, its sewage is discharged through a special pipe to the Wanli reservoir outside the dam.
This year, the Fuqing municipal government will be included in the Dabei Creek along the seven industrial enterprises in the limited period of time to manage the program, Tiger Creek, Dabei Creek water environment as a focus of the work, and at the same time delineated a centralized drinking water source protection zone. The zoning program has been approved by the provincial government for implementation.

According to the local environmental protection department's program, in solving the problem of stock pollution, the main ideas are:
---buried pipe interception. Centralized treatment. The phenomenon of black odor in the waters of the Great Northern Creek began behind the golf driving range at Hongkuan Industrial Village. There are two main outfalls from the Hung Kuan Industrial Estate there, and the daily sewage discharge is estimated to be over 7,000 tons. Therefore, the Rongyuan Sewage Treatment Plant Phase I supporting pipe network should be extended to Hongkuan Industrial Village to intercept the industrial and domestic sewage from Hongkuan Industrial Village, Yangxia Industrial District, and the domestic sewage from Ximen slice of the urban area, and incorporate them into the Sewage Treatment Plant for unified treatment. Rongqiao Development Zone, Qing Sheng Avenue sewage trunk should be started as soon as possible, the construction of long-term sewage network should be considered to extend to the surrounding areas of Guanxi, that is, Hong Road under the Cao area. Jingyang Township, the new Xianjingyuan industrial district, is located in the east side of Fuxia Road, should be supported to improve the sewage network, and is located in the west side of Fuxia Road, Jingyang sewage pipe connected. The sewage pipe is only laid to the downstream of Ganchukou at present, and its connection with the sewage pipe network of Rongqiao Development Zone should be considered in the long-term construction.
---Strengthening the supervision of pollution point source. Recently, the environmental protection department has strengthened inspections of the operation of corporate pollution control facilities, especially by increasing unannounced spot checks at night, and has investigated and punished six companies that secretly discharged sewage. The environmental protection department hopes that the local party committee and government will do the important backing for them to strictly enforce the law, and the news media will strengthen public opinion supervision.
--- Efforts to control surface pollution. Several sections of the Longjiang River are rich nutrient pollution problems, so the environmental protection department will continue to urge industrial enterprises to use non-phosphorus detergents, suggesting that the industrial and commercial sector to increase the sale of phosphorus-containing detergents to investigate and deal with the behavior. Livestock pollution control must start from the reform of the development model, to realize the "integration of planting and raising", that is, to take the "pig - swamp - fruit (vegetables) - fishing - organic fertilizer "The road. The town (street) to do a good job of animal husbandry development planning, as soon as possible to delineate the animal husbandry prohibited area and the appropriate area. Serious pollution for a moment and difficult to manage pig farms, should be planned to be relocated or closed.
---Clean production. It is recommended that the economic and trade departments, in accordance with the requirements of the national "Cleaner Production Promotion Law", lead the organization of planning, science and technology, quality supervision, agriculture, construction, water conservancy, environmental protection and other departments, to develop local cleaner production to promote the planning, guidance to enterprises to improve the design, the use of cleaner energy and raw materials, the use of advanced process technology and equipment, to cut down on pollution at the source to improve the efficiency of resource utilization. At the same time, enterprises are urged to improve management and strengthen comprehensive utilization, especially in paper-making, dyeing and weaving and other enterprises with a large amount of sewage discharge must implement water reuse technology.
---Scientific scheduling of water resources. It is suggested that in the near future, we should consider the unified scheduling of several reservoirs located in the Longjiang River Basin, scientifically regulating the runoff in the river during the abundant, flat and dry water periods, and coordinating the proportion of water for production, domestic and ecological purposes, so as to ensure that a certain amount of runoff can be maintained in the river during the dry season and some basic aquatic ecosystems can be sustained. In the long term, we will consider diverting water from the low trunk canal tunnels or the Minjiang River Water Transfer Project to supplement the surface runoff from the Longjiang River or the Dabeixi River, so as to enhance the self-purification ability of the water body. Meanwhile, the relevant departments should strengthen supervision of enterprises that take water directly from rivers or pump groundwater to prevent wasting water resources.
-- River desilting and dredging and aeration and reoxygenation. Sludge swelling has been observed in many places in the Long River and Dabei Creek, with the sections of the river between Shengdi Bridge and Ximen Bridge and between Ximen Bridge and Nanmen Bridge being the most prominent. It is recommended that these two places be desilted and dredged in advance, and that unauthorized structures on both banks be removed to remove potential sources of pollution and keep the river open.
The phenomenon of black odor in rivers is mainly caused by low dissolved oxygen content in the river water. So there should be targeted aeration of the relevant sections of the river reoxygenation, elevate the water temperature of the bottom water body, increase dissolved oxygen, the formation of a parthenogenetic bacteria in the surface layer of the substrate is mainly the environment, and gradually stimulate the growth of aerobic bacterial flora, so as to increase the biomass of the river in a short period of time to reduce the organic pollutants in the water to improve the self-purification ability of the water body. It is recommended to build some dams on the Dabei Creek as well as the Longjiang River, using the natural height difference to draw the river water flow aeration.
---Implementation of centralized waste disposal. It is recommended that the Rongqiao Development Zone and the Jiangkuan Industrial Village choose appropriate locations as soon as possible as industrial waste disposal sites, clean up the existing piles of industrial waste along the main stream of the Longjiang River, Dabei Creek and Taicheng Creek, and strengthen the management of enterprises in the area, and promptly stop the behavior of random dumping of industrial waste. Yangxia Township and Ximen Area should set up a garbage transfer station to collect domestic garbage at regular intervals and send it to the treatment site for centralized treatment. It is recommended that the Urban Management and Law Enforcement Bureau and the relevant towns (streets) to strengthen supervision and inspection, and promptly investigate and deal with the behavior of dumping all kinds of garbage into the river.
--Strengthen the leadership, the town (street) departments together **** management. Environmental protection departments recommend that the local party committee and government continue to strengthen the leadership of the Longjiang River Basin pollution remediation work, and further clarify the tasks of the town (street), the functional departments, the implementation of the work of the target responsibility system, and regularly listen to the remediation work progress report, strengthen the organization and coordination, in order to form a synergistic force. At the same time, it is recommended to raise funds from various sources to ensure that inputs are in place so that the remediation work can be implemented as soon as possible.
