The former Department of Health, as a governmental functionary, has the functions of and performs duties related to health care, public **** hygiene, health supervision, and disease prevention.
Health and Family Planning Commission, also a government function. With the reform of the country's major ministry system, the former National Population and Family Planning Commission was merged with the Ministry of Health to form the National Health and Family Planning Commission. Since then, health and family planning departments from top to bottom in all provinces of the country have been merged into a single department that performs two functions, namely health and family planning.
The Health Bureau, is the authority of local hospitals at all levels. It has a number of functional departments such as the Office, the Medical Administration Division, the Health Education Institute, and the Health Protection Committee, which are in charge of food hygiene, the implementation of the Medical Practitioners Law, and the handling of medical accidents, among other things.
Main Functions
(1) To implement the Party and the State's guidelines, policies and laws, rules and regulations on health work; combined with the local reality, research and drafting of local laws, regulations and policies; research and formulation of local health development and reform of the relevant programs, work planning, policies and guiding opinions, and organize the implementation.
(2) according to the overall planning of the local national economy and social development, the preparation of local health development planning, regional health planning and annual work plan, and is responsible for the organization and implementation.
(3) is responsible for the development of infectious diseases and chronic non-communicable diseases prevention and control planning. Monitoring of communicable diseases in accordance with the law, the establishment of an early warning mechanism to prevent and control the outbreak and spread of epidemics; organization of national health education and promotion.
(d) is responsible for local public **** health emergencies and health-related emergencies of public **** emergency management; responsible for the establishment of the local pre-hospital emergency medical system and medical treatment system, and organizing and carrying out emergency medical rescue work.
(E) is responsible for the prevention and control of infectious diseases, public **** place health, drinking water sanitation, school health, occupational health and other related public **** health supervision and management. Research and monitoring of various types of closely related to the health of the population of major risks, disease-causing factors.
(F) is responsible for the local health care institutions at all levels and types of settings, medical services, medical services, the use of new technologies, large-scale medical equipment, health care practitioners and mother and child health care special technology, such as the implementation of licensing access and supervision and law enforcement. In accordance with the law to mobilize and organize citizens to donate blood, supervision and management of blood supply institutions and clinical blood safety.

(k) is responsible for the development of local health science and technology development planning, organizing local research on major health issues and key scientific research projects, and guide the transformation and promotion of scientific and technological achievements; responsible for the local health-related laboratories and their experimental activities related to population health and biosafety supervision.
(xii) is responsible for the development of local health personnel development planning; guidance, organization and development of health professional and technical appointment and qualification certification of the relevant work; is responsible for the development of health practitioners continue to educate and relevant professional training plans and programs, and organize the implementation.
(xiii) is responsible for the collection and release of local public **** health, medical services and other relevant health information and public information; organization of international exchanges and cooperation in the field of medicine and health.
(xiv) is responsible for the management of cadre health care bureau; in conjunction with the relevant departments *** with the management of medical insurance bureau.
(xv) is responsible for the relevant administrative reconsideration acceptance and administrative litigation response.
(xvi) undertake other matters assigned by the local government.
According to the Program for Institutional Reform and Functional Transformation of the State Council approved by the First Meeting of the Twelfth National People's Congress and the Circular of the State Council on the Establishment of Institutions (Guofa [2013] No. 14), the National Health and Family Planning Commission was established as a constituent department of the State Council.
The National Health and Family Planning Commission of the People's Republic of China*** and the State of China has 21 internal organizations, and manages the State Administration of Traditional Chinese Medicine and guides the operational work of the China Family Planning Association.
In March 2018, according to the institutional reform plan of the State Council approved at the first meeting of the 13th National People's Congress, the responsibilities of the National Health and Family Planning Commission were integrated to form the National Health and Health Commission of the People's Republic of China; the responsibilities of the National Health and Family Planning Commission's New Rural Cooperative Medical Care were integrated to form the People's Republic of China National Healthcare Security Bureau; no longer retain the National Health and Family Planning Commission.
Major Duties
(1) Responsible for drafting laws and regulations for the development of health and family planning and traditional Chinese medicine, formulating policies and plans, and formulating departmental regulations, standards and technical specifications. It is responsible for coordinating the promotion of reform of the medical and health system and medical protection, coordinating the planning of the allocation of resources for health and family planning services, and guiding the preparation and implementation of regional health and family planning plans.
(2) Responsible for formulating disease prevention and control planning, national immunization planning, intervention measures for public **** health problems that seriously endanger people's health and organizing their implementation, formulating a catalog of quarantine infectious diseases and monitoring of infectious diseases, health emergency response and emergency medical rescue plans, and plans for monitoring and risk assessment of public **** health emergencies, and organizing and guiding the preventive and control of public **** health emergencies and all types of Public **** health emergencies of medical and health rescue, release statutory reports of infectious disease epidemic information, public **** health emergencies emergency response information.
(3) is responsible for the development of occupational health, radiation hygiene, environmental health, school health, public **** place health, drinking water hygiene management norms, standards and policy measures within the scope of responsibility, and organizes the relevant monitoring, investigation, assessment and supervision, is responsible for the prevention and control of infectious diseases supervision. Organize and carry out food safety risk monitoring, assessment, according to law to develop and publish food safety standards, responsible for food, food additives and related products new raw materials, new varieties of safety review.
(4) Responsible for organizing the formulation and implementation of development plans and policies and measures for grass-roots health and family planning services, maternal and child health, guiding the construction of the national grass-roots health and family planning, maternal and child health service system, promoting the equalization of basic public *** health and family planning services, and improving the new mechanism for grass-roots level operation and the management system for rural doctors.
(5) Responsible for formulating and supervising the implementation of industry-wide management of medical institutions and medical services. It formulates norms and standards for medical institutions and their medical services, medical technology, medical quality, medical safety and the management of blood collection and supply institutions and organizes their implementation, formulates and implements, in conjunction with the relevant departments, the admission and qualification standards for health professionals and technicians, formulates and implements the rules and service norms for health professionals and technicians, and establishes a system of evaluation and supervision and management of medical services.
(F) is responsible for organizing and promoting the reform of public hospitals, establishing public welfare-oriented performance appraisal and evaluation of the operating mechanism, building a harmonious doctor-patient relationship, and proposing medical services and drug pricing policy.
(7) It is responsible for organizing the formulation of the national drug policy and the national essential drug system, organizing the formulation of the national essential drug catalog, formulating the management system for the procurement, distribution and use of the national essential drugs, proposing, in conjunction with the relevant departments, the incentive and supportive policies for the production of the drugs in the national essential drug catalog, proposing the pricing policy of the national essential drugs, and taking part in the formulation of the drug code.
(viii) Responsible for improving fertility policy, organizing the implementation of policies and measures to promote gender balance at birth, organizing the monitoring of family planning development dynamics, and proposing the release of family planning security early warning and forecasting information. It formulates management systems for family planning technical services and supervises their implementation. It formulates and organizes the implementation of policies and measures to promote eugenics and improve the quality of the birth population, promotes the implementation of family planning and reproductive health promotion programs, and reduces the number of people with birth defects.
(ix) Organizing the establishment of mechanisms for benefit orientation in family planning, support for families with special difficulties in family planning, and promoting the development of family planning families. It is responsible for coordinating and promoting the fulfillment of family planning-related duties by the relevant departments and mass organizations, establishing mechanisms for convergence with economic and social development policies, and proposing policies and measures for stabilizing low fertility levels.
(j) Formulating a family planning service management system for the floating population and organizing its implementation, and promoting the establishment of a working mechanism for health and family planning information***sharing and public***service for the floating population.
(k) Organizing and formulating national health and family planning personnel development planning, and guiding the construction of health and family planning personnel. Strengthen the training of general practitioners and other urgently needed and scarce professionals, and establish and improve the standardized training system for residents and specialists and guide its implementation.
(xii) Organization and formulation of health and family planning science and technology development planning, organization and implementation of health and family planning related scientific research projects. Participate in the formulation of medical education development planning, collaborative guidance institutions of medical education and family planning education, organization and implementation of post-graduation medical education and continuing medical education.
(xiii) Guiding local health and family planning work, improving the comprehensive supervision and law enforcement system, regulating law enforcement behavior, supervising and inspecting the implementation of laws, regulations and policy measures, and organizing the investigation and handling of major violations. It oversees the implementation of the one-vote veto system for family planning.
(xiv) Responsible for health and family planning publicity, health education, health promotion and informatization; organizes and implements statistical surveys in accordance with the law; participates in the construction of the national basic population information base. Organize and guide international exchanges and cooperation and foreign aid work, carry out exchanges and cooperation with Hong Kong, Macao and Taiwan.
(xv) guide the formulation of medium- and long-term development plan for traditional Chinese medicine, and integrated into the overall plan for the development of health and family planning and strategic objectives.
(xvi) Responsible for the medical care of the central health care recipients, the medical management of the cadres of the central departments, and the medical and health care of the important national conferences and major events.
(xvii) Undertaking the daily work of the National Patriotic Health Committee, the State Council Leading Group for Deepening the Reform of the Medical and Health Care System, and the State Council Working Committee for the Prevention and Control of AIDS.
(xviii) To undertake other matters assigned by the State Council.
