Regulations on the Prevention and Control of Water Pollution in the Chaohu Lake Basin

Second Article These Regulations shall apply to water pollution prevention and control activities in the Chaohu Lake Basin.
The Chaohu Lake Basin referred to in these regulations, including the Chaohu Lake body, Chaohu City, Feixi County, Feidong County, Shucheng County, and Hefei City, Luyang District, Yaohai District, Shushan District, Baohu District of the entire administrative area, as well as Changfeng County, Lujiang County, Henshan County, Hexian County, Wuhui County, Yuesi County, Wuhu City, Hatue District, Lu'an City, Jinan City, Jin'an District of the administrative area of the water quality of the Chaohu Lake, the river, lakes, reservoirs, channels and other The catchment area of water bodies.
Article 3 The water environment of the Chaohu Lake basin to implement three-level protection. Chaohu Lake, Chaohu Lake shoreline extends one thousand meters inland, into the lake channel up to 10,000 meters and two hundred meters on both sides of the inland area for the first level of protection; Chaohu Lake shoreline extends one thousand to three thousand meters inland, into the lake channel up to 10,000 meters on both sides of the inland area of two hundred to one thousand meters in the range of the second level of protection; the other areas of third level of protection.

Article 5 The people's governments at or above the county level shall incorporate the prevention and control of water pollution in the Chaohu Lake Basin into the national economic and social development planning, and set up special funds for the prevention and control of water pollution.
People's governments at or above the county level shall take economic and technological measures conducive to the prevention and control of water pollution, to encourage and support the prevention and control of water pollution scientific and technological research and industrial development, and to encourage and guide the social forces to participate in the prevention and control of water pollution in Lake Chaohu.
The people's governments at or above the county level shall establish a public **** service platform, according to law, the Chaohu Lake Basin water environment quality, water pollutant discharge, water pollution emergencies, target responsibility, assessment and evaluation of water pollution prevention and control of public **** information.
The people's governments at all levels shall carry out environmental protection science education, publicize the knowledge of the prevention and control of water pollution in Chaohu Lake, and improve the public's awareness of environmental protection.
Article VI of the provincial people's government to establish the Chaohu Lake Basin water pollution prevention and control of the deliberative and coordinating mechanism, coordinating and resolving the Chaohu Lake Basin water pollution prevention and control of major issues.
Hefei Municipal People's Government of the Chaohu Lake Basin water environment quality is responsible for; according to the Chaohu Lake Basin Water Pollution Prevention and Control Plan, the preparation and organization and implementation of the Chaohu Lake Basin Water Pollution Prevention and Control Action Plan, to guide, coordinate, and supervise the people's governments of the counties under the jurisdiction of the people's government to carry out the duties of water pollution prevention and control.
Liu'an, Anqing, Wuhu, Maanshan Municipal People's Government and the county-level people's government shall be responsible for the administrative area of the Chaohu Lake Basin water quality; to ensure that the Chaohu Lake Basin out of the river cross-section of the water quality in line with the requirements of the water quality, the implementation of the cross-municipal and county administrative boundaries of upstream and downstream cross-section of the water quality of the handover of the responsibility system.
The township people's government shall assist the higher people's government and the relevant departments, strengthen the river into the lake intercepting sewage, dredging, cleaning, ecological restoration and other comprehensive remediation, the implementation of the establishment of garbage, sewage collection and disposal system and other agricultural and rural pollution control measures.
Article 7 The administrative department of environmental protection of the provincial people's government is responsible for the unified supervision and management of water pollution prevention and control in the Chaohu Lake Basin. People's governments at or above the county level, the administrative department of environmental protection for the administrative area of water pollution prevention and control of unified supervision and management.
Provincial Chaohu Lake Management Bureau is responsible for the supervision and management of water pollution prevention and control in the primary protection zone of the water environment, and to fulfill the provincial people's government to determine and Hefei Municipal People's Government entrusted with other duties.

The people's governments at or above the county level development and reform, economic and information technology, water administration, finance, land resources, transportation, housing and urban-rural construction, agriculture, fisheries, forestry, health, industry and commerce, tourism and other relevant departments within their respective areas of responsibility for the prevention and control of water pollution in the Chaohu Lake Basin to implement the supervision and management of.
Article 8 Any unit or individual has the obligation to protect the water environment of the Chaohu Lake Basin, and has the right to report pollution damage to the water environment. Article 9 The people's governments at or above the county level shall organize the implementation of the state formulated the Chaohu Lake Basin Water Pollution Prevention and Control Plan. Provincial Chaohu Lake Management Bureau shall, according to the Chaohu Lake Basin Water Pollution Prevention and Control Plan and action plan, the organization and implementation of water pollution prevention and control measures for the first level of protection of the water environment.
The formulation of economic and social development planning and various types of development and construction activities, should be consistent with national and local water pollution prevention and control of the Chaohu Lake basin planning.
Article 10 of the provincial people's government shall, in accordance with the needs of the Chaohu Lake Basin water pollution prevention and control, combined with the water environment of the Chaohu Lake Basin carrying capacity, the development of local water pollutant discharge standards that are more stringent than national standards.
Article XI of the provincial people's government, the administrative department of environmental protection shall, in conjunction with the relevant departments and the provincial Chaohu Lake Management Bureau, in accordance with the nationally-approved total amount of key pollutants discharged in the province, the total amount of water pollution control requirements of water functional areas, as well as the quality of the basin of the water environment and the prevention and control of water pollution needs to be formulated basin of the total amount of key water pollutants discharged control indicators, approved by the provincial people's government, and then decomposed and implemented to the The people's governments of cities and counties in the Chaohu Lake basin.
The administrative department of environmental protection of the provincial people's government shall regularly announce the fulfillment of the total emission control targets of key water pollutants in the municipalities and counties of the Chaohu Lake Basin.
For areas exceeding the total key water pollutant emission control targets, the administrative department for environmental protection of the relevant people's government shall suspend the approval of the environmental impact assessment documents for construction projects that add to the total amount of key water pollutant emissions.
Article 12 The preparation of land use planning, watershed construction, development and utilization planning and industry, agriculture, fisheries, animal husbandry, forestry, energy, water conservancy, transportation, urban construction, tourism, natural resources development of the relevant special planning, shall be carried out an environmental impact assessment, the preparation of the environmental impact of the chapter or description. The approval authority shall not approve the draft plan without the preparation of a chapter or description of the environmental impact.
New construction, expansion, alteration of direct or indirect discharge of pollutants into the water body of the construction projects and other water facilities, should be carried out environmental impact assessment, accompanied by environmental impact assessment documents. Failure to attach the environmental impact assessment documents, the approval authority shall not be approved.
Article XIII of the water pollution prevention and control facilities of the construction project shall be designed, constructed and put into use at the same time as the main project. Water pollution prevention and control facilities shall be accepted by the competent administrative department of environmental protection, acceptance failed, the construction project shall not be put into production or use.
Water pollutant treatment facilities should be maintained for normal use; demolition or idle water pollutant treatment facilities, should be reported to the people's governments at or above the county level for approval of the administrative department of environmental protection in advance.
Article XIV of the people's governments at or above the county level, the administrative department of environmental protection is responsible for monitoring the quality of the water environment. The monitoring of the quality of water resources in water function areas shall be undertaken by the competent department of water administration of the people's governments at or above the county level.
The provincial people's government, the administrative department of environmental protection shall plan and set up the water environment quality monitoring points, in the Chaohu Lake lake, in and out of Chaohu Lake river and across the municipal administrative boundary cross-section, the establishment of automatic water quality monitoring system.
Provincial Chaohu Lake Authority to undertake the Chaohu Lake body, the main access to Chaohu Lake rivers in and out of the lake cross-section of the water environment quality monitoring, monitoring results reported to the provincial people's government of the administrative department of environmental protection; provincial people's government of the administrative department of environmental protection will be informed of the results of the monitoring of the relevant municipal and county people's government of the administrative department of environmental protection, and uniformly issued.
Article 15 of the river water pollution prevention and control in and out of Chaohu Lake, the implementation of the river (section) long responsibility system. Article XVI of the Chaohu Lake Basin water environment protection implementation of the target responsibility system and assessment and evaluation system, the completion of water environmental protection objectives as the people's governments at all levels and their responsible persons assessment and evaluation of the content. Assessment and evaluation results shall be announced to the community.
People's governments at or above the county level shall regularly report to the people's government at the next level and the standing committee of the people's congress at the same level to prevent and control water pollution in the Chaohu Lake basin. Article 17 The water quality of the Chaohu Lake Basin applies the "surface water environmental quality standards". Chaohu Lake lake and Fengle River, Hangbu River, Baishitian River, Zhaohe River, Zhegao River, Yuxi River into the lake water quality is protected according to the Ⅲ water standards, South Interfluo River, fifteen miles of the River, Pai River into the lake water quality is protected according to the Ⅳ water standards.
Article 18 The provincial people's government development and reform, economic and information technology and other relevant departments, in conjunction with the administrative department of environmental protection, to draw up the Chaohu Lake Basin prohibited and restricted industries, product catalogs, reported to the provincial people's government for approval and implementation.
Limited elimination of backward processes and equipment that pollute the water environment of the Chaohu Lake Basin.
Article 19 The following acts are prohibited in the first, second and third level protection zones of the water environment:
(1) new chemical pulp and paper enterprises;
(2) new tannery, chemical industry, printing and dyeing, electroplating, brewing, cement, asbestos, glass and other serious water pollution of small-scale projects;
(3) the sale and use of phosphorus-containing detergent;
(4) other acts prohibited by laws and regulations. ) other behaviors prohibited by laws and regulations.
Strictly limited to the water environment in the third level of protection of new tanning, chemical, printing and dyeing, electroplating, brewing, cement, asbestos, glass and other large and medium-sized projects of serious water pollution; do need to build such projects, should be reported to the provincial people's government for approval by the administrative department of environmental protection in advance.
Article 20 of the water environment, in addition to the implementation of the first paragraph of Article 19 of the first two protected areas, but also prohibit the following acts:
(a) new construction, expansion of tannery, chemical, printing and dyeing, electroplating, brewing, cement, asbestos, glass, and other serious water pollution projects;
(b) new construction, expansion of centralized wastewater treatment facilities in addition to the outfall of sewage outfalls.
Article 21 In addition to the implementation of the first paragraph of Article 19 and the provisions of Article 20 of these Regulations, the following acts are also prohibited in the primary protection zone of the water environment:
(1) new construction, expansion of construction projects discharging water pollutants;
(2) transportation of highly toxic chemicals and other hazardous chemicals prohibited by the state;
(3) setting up highly toxic substances, hazardous chemical storage and conveyance facilities;
(iv) engaging in net-pen and net-box farming;
(v) utilizing mechanical snail suction, bottom trawling and other fishing operations;
(vi) setting up livestock and poultry farms.
The Hefei Municipal People's Government shall take measures to specify the deadline for the removal of existing production projects discharging water pollutants in the primary protection zone of the water environment.
Article 22 Discharge of water pollutants, shall not exceed the national or local regulations of water pollutant discharge standards and the total amount of key water pollutant discharge control indicators.
Discharge units shall be in accordance with relevant national and provincial regulations for the construction of standardized outfall, set up the name of the unit and the discharge of pollutants and the type, concentration and quantity of signboards, in the plant boundaries within the outfall, respectively, set up sewage sampling port.
Discharge units intermittent discharge of water pollutants should be discharged in accordance with the time approved by the administrative department of environmental protection. The time of discharge of water pollutants should be announced to the community.
New construction, alteration and expansion of sewage outfalls, shall be in accordance with the law by the competent administrative department of water agreed to by the competent administrative department of environmental protection for the approval of the environmental impact report on its construction projects.
Article 23 prohibits the following acts of discharging water pollutants:
(1) discharging through privately installed concealed pipes;
(2) discharging wastewater after it is diluted;
(3) discharging through rainwater pipes after rainwater and sewage pipes have been separated;
(4) transferring wastewater to be dumped illegally at a factory through transportation means such as tanker trucks, storage tanks or containers;
(5) discharging wastewater at a factory that is not under the control of the competent department for environmental protection. p>
(E) unauthorized changes in sewage treatment, discharge without the approved outfall.
Article 24 of the urban sewage should be centralized.
The people's governments at or above the county level shall organize housing and urban-rural construction, development and reform, environmental protection, water administration and other departments to prepare the construction of sewage treatment facilities in the administrative region.
People's governments at or above the county level, the competent administrative department of construction shall, in accordance with the construction of sewage treatment facilities planning, organizing the construction of centralized sewage treatment facilities and ancillary pipeline network, and to strengthen the supervision and management of centralized sewage treatment facilities operating units.
New centralized urban sewage treatment facilities should be synchronized with the construction of phosphorus denitrification facilities; existing centralized urban sewage treatment facilities do not have phosphorus denitrification facilities, should be added, the specific period of time by the provincial people's government of the environmental protection administrative department to determine.
Hefei City, various types of industrial parks are not supporting the construction of centralized sewage treatment facilities in the park, the competent administrative department of environmental protection shall not approve the environmental impact assessment of construction projects in the park, the construction unit shall not start construction.
Article 25 In Hefei City, public **** drainage facilities within the coverage area, the drainage households shall rainwater, sewage, respectively, discharged into the public **** rainwater, sewage network and its ancillary facilities; in addition to the roof of the roof of the public **** roof rainwater drainage system, balconies, terraces, drainpipes should be connected to the sewage pipe network.
In the area not covered by the public **** drainage facilities, drainage households should build their own sewage treatment facilities or self-built drainage network into the public **** drainage facilities.
Existing drainage facilities do not implement rainwater, sewage diversion, should be in accordance with the period and requirements of the drainage management agency for diversion of transformation; self-use drainage facilities and public **** drainage facilities connected to the pipeline by the drainage household is responsible for the construction.
Article 26 of the centralized sewage treatment facilities in cities and towns of the operating unit in accordance with state regulations to provide sewage treatment of sewage paid services to the discharger, sewage treatment fees, to ensure the normal operation of centralized sewage treatment facilities. Centralized sewage treatment facilities for the normal operation of insufficient funds, the local municipal and county people's governments shall make arrangements.
Sewage units and individuals in accordance with national and provincial regulations to pay sewage fees. Sewage treatment fees should be earmarked.
Article 27 of the centralized sewage treatment facilities in cities and towns to discharge sewage, shall meet the national and local regulations on the discharge of water pollutants and sewage discharged into urban sewers water quality standards.
Centralized wastewater treatment facilities operating unit of the catchment area of the sewage unit for sampling and testing of drainage water, the sewage unit shall provide facilities. Centralized sewage treatment facilities operating units found that the drainage water quality exceeds the discharge standards, shall promptly inform the sewage units, and report to the local administrative department of environmental protection.
Article 28 of the urban living garbage shall be classified collection, storage, transportation, centralized harmless treatment.
Construction of landfill sites for domestic waste shall be in accordance with the state-specified technical specifications to take measures to prevent seepage and leakage. Domestic waste landfill leachate should be discharged.
Article 29 The people's governments at or above the county level and their relevant departments shall strengthen the comprehensive improvement of the rural environment, and promote the resourceful and harmless treatment of waste; and gradually build facilities for the collection and treatment of rural domestic garbage and sewage, and implement centralized collection and separate treatment.
Article 30 The people's governments at or above the county level shall promote advanced and applicable agricultural production technologies such as soil testing and formula fertilization, precision fertilization, the use of slow-release fertilizers, and biological control of pests and diseases, organize the promotion of the use of highly efficient, low-toxicity and low-residue pesticides, provide guidance on the scientific use of chemical fertilizers and pesticides, adjust the structure of the agricultural industry, develop green eco-agriculture, carry out the construction of clean watersheds, and protect aquatic organisms and benthic organisms which are useful to water ecosystems. aquatic organisms and benthic organisms that are beneficial to the water ecosystem, and effectively control agricultural surface pollution.
Article 31 The administrative department of environmental protection of the people's governments at or above the county level shall, in conjunction with the agricultural sector, prepare a plan for the prevention and control of livestock and poultry breeding pollution, and specify the objectives and tasks of livestock and poultry breeding pollution prevention and control; and support the standardization of livestock and poultry farms and farming communities to carry out the reconstruction and pollution prevention and control facilities and renovation.
Livestock and poultry farms, farming communities should be based on the scale of farming and pollution prevention needs, the construction of appropriate livestock and poultry manure, sewage and rainwater diversion facilities, livestock and poultry manure, sewage storage facilities, organic fertilizer processing, biogas production, sewage treatment and other comprehensive utilization and harmless treatment facilities; or entrusted to other people on behalf of comprehensive utilization of livestock and poultry waste and harmless treatment, and to achieve the sewage discharge standards. The third part of the project is to provide a comprehensive utilization and harmless treatment facilities.
Article 32 The relevant departments of the people's governments at or above the county level shall rationally plan the development and utilization of aquatic resources, promote standardized aquaculture technology, and scientifically determine the scope, scale, varieties, density and mode of aquaculture in the watershed, to prevent and reduce aquaculture pollution of the water environment.
Aquaculture units and individuals should be engaged in the rational use of bait, drugs, to prevent pollution of the water environment and ecological damage.
Article 33 in the Chaohu Lake body of water tourism, water sports, water business and other development and utilization activities, shall not pollute the water quality. The relevant administrative department shall seek the views of the provincial Chaohu Lake Management Bureau before granting approval.
Ports and terminals shall set up sewage filth collection, transfer and treatment devices.
Ships entering the lake shall set up sewage filth storage devices, oil collection or oil-water separation device, shall not dump ship's garbage into the water or discharge ship residual oil, waste oil.
Article 34 schools, research institutes, medical institutions and other units of laboratories, testing laboratories, laboratories of hazardous waste liquids, shall be in accordance with the relevant provisions of the state and the province of separate collection, safe disposal.
Article 35 of the storage of liquid chemical raw materials, oil and other underground engineering facilities, shall take effective measures to prevent leakage.
Underground exploration, mining, engineering drainage, underground space and the development and utilization of underground hot water resources and other activities that may interfere with underground aquifers, shall take protective measures to prevent groundwater pollution. Article 36 The people's governments at or above the county level shall strengthen the protection and restoration of the ecological functions of the watershed, strengthen soil and water conservation, water conservation, and construct ecological protection zones and isolation zones. Take forest and wetland construction, ecological dredging, pond interception and other ecological treatment methods to reduce the total amount of nitrogen and phosphorus and other pollutants into the lake.
Water resource dispatching in the basin should maintain a reasonable flow of surface water, and maintain the natural purification capacity and ecological function of the water body.
Article 37 The provincial people's government shall scientifically plan and construct water transfer and diversion projects to accelerate the exchange of water bodies in Chaohu Lake and improve the water environment of Chaohu Lake.
Article 38 The people's governments at or above the county level shall organize the relevant departments to formulate and implement wetland protection planning, strengthen the construction and protection of wetland ecosystems, and enhance the wetland's ability to nourish water and purify water quality.
The use of wetland resources to engage in production and management or ecotourism activities shall be consistent with the wetland protection plan to protect the sustainable use of wetland resources.
The people's government of hefei city shall coordinate to determine the ecological construction layout around the nest lake, construction of ecological wetlands around the nest lake according to local conditions, to build the lakeshore buffer zone.
Article 39 The construction projects in the primary protection zone of the water environment shall not reduce the area of water or mudflat. For the construction of flood control, drought, water supply, ecological restoration of the water environment and other projects need to occupy, shall be scientifically demonstrated, the provincial people's government department in charge of water administration agreed to report to the provincial people's government for approval, and at the same time, the construction of an equivalent alternative project or other functional remedial measures.
In the water environment within the primary protection zone for the protection of the construction of wetlands around the lake, landscape forest belt around the lake, pollution control projects, etc., shall be examined by the provincial Chaohu Lake Authority, according to law, the relevant procedures.
Article 40 The people's governments at or above the county level shall formulate relevant policies to encourage and support scientific and technological research on water pollution prevention and control, promote advanced and applicable water pollution prevention and control technology, and actively carry out the development and application of cyanobacteria prevention and control technology, and promote the application of scientific and technological achievements in the protection of water ecology and environmental protection of the Chaohu Lake Basin.
Article 41 The provincial Chaohu Lake Management Bureau shall strengthen the monitoring of cyanobacteria in Chaohu Lake, and the monitoring results shall be reported to the competent administrative department for environmental protection of the provincial people's government.
The administrative department for environmental protection of the provincial people's government shall be responsible for the early warning and forecast of cyanobacteria in the lake body of Chaohu Lake; if any abnormality is found, it shall report to the provincial people's government in time and inform the local people's government concerned. The local people's government shall promptly organize the salvage of cyanobacteria in the lake body of Chaohu Lake and carry out harmless treatment to reduce the impact of cyanobacteria on the quality of the water environment of Chaohu Lake.
Article 42 The people's governments at or above the county level shall, in accordance with national regulations to carry out compulsory liability insurance for environmental pollution, sewage rights trading, the implementation of sewage treatment, harmless treatment of sludge, garbage collection and disposal of preferential policies, and the implementation of economic policies conducive to environmental protection. Article 43 If the people's governments at or above the county level, their competent administrative departments for environmental protection and other departments and agencies with supervisory and management responsibilities for environmental protection violate the provisions of these Regulations and engage in any of the following acts, the persons in charge and others directly responsible shall be given a demerit, a major demerit, or be demoted; and if serious consequences result, they shall be dismissed or expelled from the government, and their principals shall take the blame and resign; Constitutes a crime, shall be investigated for criminal responsibility:
(a) Failure to complete the key water pollutant emission total control targets;
(b) Failure to approve the environmental impact assessment documents in accordance with the law;
(c) Failure to plan and set up the monitoring of the quality of the water environment;
(d) Failure to publish the information on the quality of the water environment in accordance with the provisions of the law;
(e) The Serious pollution of the water environment of enterprises and institutions are not legally ordered to a limited period of time or not in accordance with the provisions of the order to close down, stop production;
(F) received reports of water pollution violations, not dealt with in a timely manner in accordance with the law;
(VII) failure to implement the administrative penalties in accordance with the provisions of the administrative penalty or other administrative measures taken in violation of the law;
(VIII) other abuses of power, neglect of duty, favoritism and malpractice.
Article 44 Anyone who violates the provisions of Paragraph 2 of Article 13 of these Regulations and does not use water pollutant treatment facilities normally, or dismantles or idles water pollutant treatment facilities without the approval of the competent administrative department for environmental protection, shall be ordered by the competent administrative department for environmental protection of the people's government at or above the county level to make corrections within a certain period of time, and shall be subject to a fine of three times of the amount of the sewage charges to be paid; and if the person refuses to make corrections, he/she may be subject to a fine of three times of the original amount of the penalty, beginning from the from the next day, the penalty may be imposed consecutively on a daily basis in accordance with the original amount of the penalty.
Article 45 Any of the following acts shall be ordered to be dismantled or closed by the people's government at or above the county level:
(1) In violation of the provisions of the first paragraph of Article 19, paragraph 1 (1) and (2) of these Regulations, a new chemical pulp and paper enterprise shall be constructed in the first-, second- and third-level protection zones of the water environment, or a new tannery, chemical industry, printing and dyeing, electroplating, brewing, cement, asbestos in the third-level protection zones of the water environment, Glass and other serious water pollution of small projects;

Article 46 Violation of the provisions of Article 19, paragraph 1, subparagraph 3 of these Regulations, in the water environment in the first, second and third level of protection of the sale of phosphorus-containing detergents, by the people's governments at or above the county level administrative department for industry and commerce ordered to make corrections, and impose a fine of 20,000 yuan.

In violation of the provisions of the fourth and fifth items of Article 21 of these Regulations, in the water environment primary protection zone engaged in net enclosure, net box farming, or the use of mechanical suction snail, bottom trawl fishing operations, the provincial Chaohu Lake Management Bureau shall order to stop the illegal behavior, and within a period of time to take measures to eliminate pollution, and impose a fine of 20,000 yuan or more than 100,000 yuan.
In violation of the provisions of the sixth paragraph of Article 21 of these Regulations, the establishment of livestock and poultry farms in the first level of protection of the water environment, the people's government at or above the county level shall order the demolition or closure.
Article 48 Violation of the provisions of the first paragraph of Article 22 of these Regulations, the discharge of water pollutants in excess of the national or local water pollutant discharge standards, or in excess of the total key water pollutant discharge control indicators, by the people's governments at or above the county level in accordance with the authority of the competent department of environmental protection administration shall order a limited period of time to cure, impose a fine of five times the amount of sewage charges payable; not limited period of time to cure, reported to the people's government with the approval of the people's government with the right of approval, shall be ordered to cease operation or close down.
Article 49 If any of the following acts is committed, the competent administrative department for environmental protection of the people's government at or above the county level shall order rectification within a certain period of time; if no rectification is made after the expiration of the period of time, a fine of 100,000 yuan shall be imposed:

Violation of the provisions of paragraph 4 of Article 22 of these Regulations, without the consent of the competent department of water administration, unauthorized construction of new outfalls in the river, alteration, expansion, the competent department of water administration of the people's government at or above the county level shall order to stop the illegal act, and the restoration of the original state within a period of time, and impose a fine of 100,000 yuan; overdue restoration of the original state, mandatory restoration of the original state, and the required cost shall be borne by the offenders, and impose a fine of 500,000 yuan.
Article 50 Violation of the provisions of Article 23 of these Regulations discharge of water pollutants, by the people's governments at or above the county level of the administrative department of environmental protection shall order rectification within a specified period of time or suspend production and impose a fine of one hundred thousand yuan; overdue rectification, the approval of the people's government of its own level, and shall be ordered to close.
Article 51 violation of the provisions of article 34 of these regulations, not in accordance with the relevant provisions of the state and province separate collection, safe disposal of laboratories, testing laboratories, laboratories generated by hazardous waste liquids, by the people's governments at or above the county level administrative department of environmental protection shall order to stop the illegal act, a limited period of time to take measures to eliminate pollution, and impose a fine of one hundred thousand yuan; overdue measures to take measures. the administrative department in charge of environmental protection may designate a unit that has the ability to treat the liquid to treat the liquid on behalf of the violator, and the required expenses shall be borne by the violator. Article 52 These Regulations shall come into force on December 1, 2014 .
