However, due to the barrier of mountains, it was always accompanied by poverty and barbarism until the establishment of the county for more than 500 years in the 1970 s. At the same time, nature's uncanny workmanship has created mountains, ravines, numerous streams and abundant water energy in Baokang. Over the years, influenced by capital and technology, it has always been "green water flows freely, and people are worried in the mountains."
The wheel of time turned to the early 1970s, when the first wooden hydropower station was built in Baokang Indigenous Law. Although its installed capacity is only 40 kilowatts, people in mountainous areas have seen the dawn of developing hydropower to enrich the people and strengthen the county.
"If you want to change the mountainous area, start with a small power station" and "With electricity, you will be rich". People in mountainous areas are inspired by running electricity. Subsequently, Baokang successively built a number of small hydropower stations, but by the end of 1970s, the county's installed capacity was less than 2,000 kilowatts.
1983, just as Baokang people had a soft spot for small hydropower, the State Council decided to carry out rural electrification pilot county activities in 100 counties across the country. Baokang quickly seized this historic opportunity and immediately wrote a report to the provincial government and the Ministry of Water Resources, which was approved by the State Council to be included in the electrification pilot county.
In order to better develop hydropower, they adhered to the principles of overall planning, giving priority to development, making it easy first and then difficult, ensuring key points and stressing practical results, and focused on building backbone power stations such as Maqiao I, Maqiao III and Zhulinkou, and completed the erection of three high-voltage lines from Maqiao to Chengguan, Chengguan to Fangguan and Maqiao to Maliang at one stroke, so that the power supply construction was synchronized with the power grid construction.
Lack of funds is the biggest problem in hydropower construction. The policy of "using electricity to support electricity" and "using mines to supplement electricity" was issued in time in the county, that is, all power generation and power supply enterprises in the county took a certain proportion of their profits as funds, and mining enterprises extracted 3 yuan as funds for every kloc-0 ton of phosphate rock mined, and the two funds were used for small hydropower construction. The county party committee and the county government have also carried out extensive publicity and education activities of hard work and frugality throughout the county, requiring townships, towns and villages to bite the bullet and take a long-term view, and do everything possible to reduce other expenses and squeeze out funds to run electricity. In this way, since the establishment of the pilot county for seven years, the county has raised 56.7 million yuan to ensure the smooth progress of various projects.
Hard work and sweat have yielded fruitful results, and hydropower stations have mushroomed. By 1989, 82 hydropower stations have been built in the county, with installed capacity 17000 kw and high-voltage lines 1400 km. In June, 5438+February of the same year, the provincial government held the "Acceptance Meeting of Rural Electrification in Baokang County, Hubei Province" in Baokang, and considered that all indicators met the prescribed standards and passed the acceptance.
After the acceptance of rural electrification pilot counties, Baokang did not stop there, but used brand-new working ideas to guide the county's hydropower development, so that hydropower construction entered a new round of great development period. The county party committee and government issued a series of specific policies to encourage development and for-profit development in a timely manner, encouraging the state, collectives and individuals to jointly announce them, and clarifying who builds, owns, manages and benefits. Encourage powerful units in the county to use strong alliances, resources and funds to develop in various forms; Encourage people from all walks of life in the county to use various relationships and channels to introduce wholly-owned funds for development; Encourage joint capital development in the form of joint-stock system to benefit investors and form the same body of investment and interests; Encourage qualified power stations to increase their capital by auction, allow existing power stations to be auctioned at reasonable prices, and recover funds for the construction of new power stations. New ideas have brought great development, and backbone power stations in the county have emerged. 1998 the transitional bay power station, which has been completed and put into operation, has an installed capacity of 25,500 kilowatts, which can be said to be the best testimony of Baokang people's new concept of running electricity. 1997, when the project finally sprinted, the funds got stuck. The county party Committee and the government set their sights on the mountains and decided to "borrow chickens to hatch eggs." County Hydropower Development Company and Gezhouba Group Company signed a joint venture hydropower development agreement. Gezhouba Group invested 80 million yuan to establish Hubei Nanhe Industrial Development Co., Ltd., which ensured the smooth progress of the project. By 1998, the installed capacity of Baokang hydropower has doubled on the basis of 1989 electrification. Subsequently, using the same model, Siping Power Station with an installed capacity of 50,000 kilowatts was completed and put into operation in 2006, which doubled the installed capacity of hydropower in the county again. By 2008, the county has built small and medium-sized micro-power stations 102, with a total installed capacity of 176 9.79 million kilowatts and an annual power generation of 269 million kwh. As a result, Baokang entered the hydropower rural electrification construction county and became a veritable "hydropower county" in northwest Hubei.
"Water Dragon" dances to protect health and prosperity. The rapid development of hydropower provides power guarantee for the economic construction of Baokang, and also brings great changes to the life of Baokang people. Sufficient electricity has made unprecedented development in culture, education, sports, health, radio and television, improved the material and cultural living standards of people in mountainous areas and promoted great progress in social undertakings. Washing machines, air conditioners, refrigerators and other household appliances have entered the homes of ordinary people. The coverage rate of radio and television reached 96%, and the enrollment rate of school-age children reached 100%. Audio-visual teaching methods have entered primary and secondary schools in mountain villages, medical and health conditions have been gradually improved, the Internet has been widely used, and communication information has been popularized. The appearance of the county town has changed from the old appearance of "a steam lamp shines on the whole city" to the appearance of "a long street with a hundred enterprises and a thoroughfare of a thousand miles"
