(a) football, basketball, marathon, race and other sports activities.
(two) concerts, concerts, song and dance performances and other cultural performances.
(three) exhibitions, exhibitions and other economic and trade activities.
(four) garden, lantern festival, temple fair, flower show, fireworks party, float parade and other activities.
(five) talent recruitment, lottery sales and other activities.
These Provisions shall not apply to the activities of theaters, concert halls, parks, scenic spots, places of entertainment, hotels, schools and other organizations. Article 3 The safety management of large-scale mass activities shall follow the principles of safety first and prevention first, and adhere to the principles of responsibility of contractors and government supervision, and adhere to socialization, marketization and professional operation. Article 4 The people's governments at the city and county levels shall strengthen their leadership over the safety management of large-scale mass activities, establish a working mechanism of overall planning and coordination, and coordinate and solve major problems of large-scale mass activities in a timely manner. Fifth city and county people's government public security organs responsible for the safety supervision and management of large-scale mass activities.
City and county people's government emergency management, culture, radio and television, tourism and sports, housing and urban and rural construction, market supervision and management, health, transportation, urban management comprehensive law enforcement, fire rescue, meteorology and other relevant departments, in accordance with the provisions of laws, regulations and rules and their respective responsibilities, responsible for the safety supervision and management of large-scale mass activities. Article 6 The undertakers of large-scale mass activities are responsible for the safety of the activities they undertake, and the main person in charge is the person responsible for the safety of the activities. Seventh city and county people's governments and their relevant departments should take various forms to strengthen the publicity of laws, regulations and safety knowledge related to large-scale mass activities, and enhance citizens' safety awareness and safety prevention ability. Chapter II Responsibilities of Safety Work Article 8 The public security organs of the municipal and county people's governments shall be responsible for the safety supervision and management of large-scale mass activities within their respective administrative areas and perform the following duties:
(a) to accept and review the application for safety license for large-scale mass activities submitted by the undertaker according to law, and organize and inspect the implementation of safety license on site.
(two) to guide and supervise the organizer to formulate the activity safety work plan, formulate the activity safety supervision plan and the emergency plan for dealing with emergencies.
(three) before the event, organize on-site safety inspection, find hidden dangers and promptly order rectification.
(four) to supervise and manage the security service activities and guide the safety education and training of security personnel.
(five) in the process of holding activities, supervise and inspect the implementation of safety work, and promptly order rectification when finding potential safety hazards.
(six) investigate and deal with illegal and criminal activities according to law, and deal with emergencies that endanger social order and public safety. Ninth water supply, power supply, gas supply, communication and other units are responsible for the protection of water supply, power supply, gas supply, communication and other aspects of large-scale mass activities, and strengthen the safety inspection of pipelines and line facilities in the event site and surrounding areas.
The wires laid at the scene of large-scale mass activities shall be covered with insulating materials, and bridges or paths shall be erected on the wires in the passages. Article 10 The undertaker of large-scale mass activities shall perform the following safety responsibilities:
(a) to formulate and implement the safety work plan and safety responsibility system, determine the safety responsible person and manager, clarify the safety measures and the post responsibilities of safety personnel, and carry out safety publicity and education.
(two) equipped with professional security personnel and safety officers to meet the needs of the safety work of the activities, organize the implementation of the safety inspection of the activities, and timely rectify and eliminate the safety hazards.
(three) to ensure the safety of temporary facilities and buildings.
(four) according to the requirements of the public security organs, equipped with safety inspection equipment, to participate in the activities of personnel, goods and vehicles for safety inspection; The organizer has the right to refuse to enter the event site for those who refuse to accept the safety inspection.
(five) there are tickets for the event, according to the safety capacity of personnel and the designated area approved by the public security organ; If there is no ticket for the activity, the number of people shall be controlled according to the approved personnel safety capacity.
(6) Inform participants of the regulations and requirements on traffic control, on-site order, ticket sales, safety inspection, etc. through news media, posters, ticket endorsements, live broadcasts, etc.
(seven) to formulate emergency plans to deal with emergencies and organize drills; Implement emergency rescue measures such as medical security, food safety, fire fighting and emergency evacuation; Prevent crowded stampede accidents and organize drills in advance.
(eight) to maintain the order of the event site, stop the behavior that hinders the safety of the event in time, and report the illegal and criminal acts to the public security organ in time.
Encourage the undertaker to take out commercial insurance such as public liability insurance according to the content, scale and risk of the activity.
