Chapter I General Provisions Article 1 In order to prevent and control radiation pollution, maintain environmental safety, safeguard human health, according to the "Chinese People's Republic of China *** and the State Environmental Protection Law", "Chinese People's Republic of China *** and the State Law on Prevention and Control of Radioactive Pollution," and other laws and administrative regulations, combined with the actual situation in this province, the formulation of these regulations. Article 2 These regulations shall apply to the administrative area of the province of ionizing radiation, electromagnetic radiation pollution prevention and control and its related supervision and management activities.

Electromagnetic radiation, mainly refers to the transmission of information in the electromagnetic wave emission, industrial, scientific research, medical and other activities using electromagnetic radiation facilities and equipment generated by radiation. Article radiation pollution prevention and control should adhere to the principle of prevention, prevention and control, strict management, safety first. Article 4 The people's governments at or above the county level shall incorporate the prevention and control of radiation pollution into the administrative region of environmental protection planning, the establishment of a sound regulatory mechanism for the prevention and control of radiation pollution, and increase financial investment to improve the prevention and control of radiation pollution. Article 5 The competent departments of environmental protection of the people's governments at or above the county level in accordance with the regulatory authority, the implementation of unified supervision and management of the prevention and control of radiation pollution in the administrative region.

(2) establish and improve the management system of radiation safety and protection, radiation work files and accounts, and equip with necessary radiation protection and emergency supplies;

(3) ) In accordance with the radiation protection principles of radiation practice justification, protection optimization, and personal dose equivalent limit, take necessary measures to ensure the safety of personnel and the environment;

(d) Training of staff in radiation safety and protection knowledge, and qualified by qualified institutions before taking up their duties;

(e) Organization of qualified institutions to carry out occupational health check-ups and personal dose monitoring. Establishment of personal dose files and health records;

(vi) submit annual self-assessment report on radiation safety and protection to the competent department for environmental protection. Article XI radiation sources, radiation sites and vehicles transporting radioactive substances should be set up obvious warning signs and Chinese warning instructions, and take effective radiation protection measures. Article 12 A unit that stops producing, selling or using radioisotopes and radiation devices shall submit an application for termination of radiation activities to the competent department for environmental protection that issues the radiation safety license before ceasing the relevant activities. Production, sale, use of radioisotopes need to terminate or partially terminate the relevant activities, shall be under the supervision of the competent department for environmental protection to dispose of or send to storage of radioactive substances. Article XVI of the use of nuclear technology, associated radioactive mineral resources development and utilization of units and spent fuel, radioactive substances carrier, shall establish a radiation monitoring system, the workplace and the surrounding environment monitoring or commissioned by qualified institutions to monitor, and regularly report the results of monitoring to the local environmental protection department.

Nuclear facilities operating units, uranium (thorium) mine development and utilization units should establish radiation monitoring system, the environment around the facility and outflow monitoring, and regularly report the results to the provincial environmental protection department. Chapter III Prevention and Control of Electromagnetic Radiation Pollution Article 17 The people's governments at or above the county level in the preparation and implementation of urban and rural construction planning, shall give full consideration to the impact of electromagnetic radiation facilities on residential areas, schools, kindergartens, hospitals, airports, and other sensitive targets of the electromagnetic environment, and based on the relevant national standards, rational arrangement of the functional areas and the layout of the construction. Article 18 The competent department of the unit engaged in electromagnetic radiation activities is responsible for electromagnetic radiation construction projects and equipment environmental impact report (table) of the pre-trial, and at the same time to strengthen the leadership and supervision of the work of electromagnetic radiation environmental protection of the unit to which it belongs.
