According to the requirements of the Work Plan for Detection and Preventive Disinfection of Imported High-risk Non-cold Chain Container Cargoes, Technical Guidelines for the Preventive Disinfection and Protection of the Surface of the Inside of the Imported High-risk Non-cold Chain Containers and the Surface of the Outsourcing Packaging of the Cargoes Loaded with the Containers are hereby developed.

I. Scope of Application

This guideline is applicable to the preventive disinfection of high-frequency contact parts such as the outer packaging of goods in imported high-risk non-cold-chain containers from high-risk countries, the inner wall of the containers and the door handles, as well as the personal protection of the relevant practitioners. Excluding dangerous chemicals, food, feed and feed additives and other commodities not suitable for the implementation of disinfection, as well as commodities without external packaging or external packaging is easy to cause the penetration of disinfection solution.

Two, the basic principles

According to the characteristics of the disinfection object, choose a safe and effective disinfectant, and use spraying or wiping and other methods of preventive disinfection. When the conventional disinfection method cannot be operated under special environment such as low temperature, effective low-temperature disinfection technology should be adopted, and the disinfection effect must be confirmed.

Disinfection process should pay attention to quality control to ensure the effect of disinfection. Disinfection operations, disinfection work should be recorded in detail, including the date, location, disinfection object, disinfectant name, concentration and duration of action, disinfection equipment, disinfection method, disinfection operator, etc., if necessary, disinfection effect evaluation, relevant information and records should be retained for at least 2 years.

In principle, only one preventive disinfection should be carried out on the outer surface of imported high-risk non-cold chain containers and cargo packages, to avoid repeated disinfection, to avoid increasing unnecessary operation links and costs, and to affect logistics and market supply.

The management of operators should be strengthened, and operators should do a good job of personal protection.

Three, disinfection methods

Normal temperature disinfection methods.

1. Container. Container walls can be used for effective chlorine 500mg / L of chlorine disinfectant, 0.1% to 0.2% of peroxyacetic acid or other effective disinfectant can be used for object surface disinfection spray disinfection. Disinfection should ensure that the container walls are covered with disinfectant, disinfectant dosage of about 200mL / m2 ~ 300mL / m2, to achieve the disinfection effect of time before the next operation. Disinfection of the inner wall of the container shall be carried out in accordance with the relevant provisions of the Civil Aviation Administration of China.

2. The surface of the outer package of the goods. Chlorine disinfectant with effective chlorine 500mg/L, 0.1%-0.2% peroxyacetic acid or other effective disinfectants that can be used on the surface of the object can be used to disinfect by spraying or wiping. Disinfection of the surface of the outer packaging of goods should ensure that the six sides of the outer packaging disinfection, leaving no dead ends, disinfectant dosage of about 200mL / m2 ~ 300mL / m2, to achieve the disinfection effect of time before handling, loading and unloading and other operations.

Low-temperature disinfection method.

In the low-temperature environment, the above conventional disinfection methods can not be operated, should be used for effective low-temperature disinfection methods for disinfection. Can be used to reduce the freezing point of the method to ensure that the disinfectant does not freeze, spray or wipe disinfection at low temperatures; or low-temperature disinfection equipment for disinfection. All low-temperature disinfection methods must be in the corresponding low-temperature conditions to confirm the disinfection effect.

Four, personal protection

Pre-work protection preparation.

1. Establishment of health registration system for employees on duty. To do a good job of the staff within 14 days of the trip and health registration, the establishment of on-the-job staff health card, to grasp the flow of employees and physical condition. Encourage the vaccination of employees, it is recommended to carry out weekly nucleic acid testing of employees on duty, according to the epidemic situation and risk assessment, can increase the frequency of nucleic acid testing.

2. Daily health monitoring of employees. Strengthen the management of personnel access and health monitoring, the establishment of the health status of all employees and risk exposure information reporting system, the implementation of registration, temperature measurement, disinfection, check the health code and other preventive and control measures, the implementation of the "green code" on duty system.

3. Registration and management of outsiders. As far as possible to minimize the entry of outsiders into the production and operation areas, do need to enter, need to ask where the unit, health status, contact with people in the area of the epidemic, etc., through the registration, temperature measurement and other measures and in accordance with the requirements of good personal protection, before entering. Vehicles in and out of the door watchman, staff and drivers should avoid unnecessary contact.

4. Health on duty. Before going on duty to ensure good health, and to report health information to the production operator, take the initiative to accept the production operator's temperature test, if there is fever, dry cough, fatigue and other symptoms, immediately take the initiative to report, and seek medical attention in a timely manner.

5. Strengthen the prevention and control of knowledge propaganda. Carry out a variety of forms of health education, guide practitioners to master the new crown pneumonia and other respiratory infectious diseases prevention and control of related knowledge and skills, develop good hygiene habits, strengthen the sense of self-protection.

Personal protection after work.

1. Protective gear. Practitioners correctly wear masks and gloves during the work period, and wear overalls on duty. Work clothes to keep clean and tidy, regular cleaning, disinfection when necessary.

2. Pay attention to personal hygiene. Avoid touching the mouth, eyes and nose with unclean hands, and cover the mouth and nose with tissue paper or use the elbow arm to cover when sneezing or coughing.

3. Strengthen hand hygiene. After loading and unloading, maintenance and other contamination operations, to wash hands in a timely manner with hand sanitizer or soap under running water, or rub hands with quick-drying hand sanitizer.

4. Reduce gathering and close conversation. During breaks, employees should gather less among themselves and should maintain a social distance of at least 1 meter when talking to others. Reduce the number of trips to closed, airless public **** places and densely populated places.

5. Strengthen personal protection in the dining process. Before eating, you should choose a well-ventilated, clean and hygienic place to eat, and you should wash your hands or use a quick-drying hand sanitizer. When dining or paying, reduce face-to-face communication between personnel and choose non-direct contact payment methods. Leave as soon as possible after eating to minimize gathering and conversation.

6. Strengthen the hygiene management of work clothes and other personal protective equipment. Work clothes and other reusable personal protective equipment should be stored at a fixed location, managed by a person, and cleaned and disinfected on a regular basis. If there is any damage, it should be cleaned and disinfected or replaced in a timely manner.

Personal protection after leaving work.

1. Strengthen the dormitory and other indoor environment air circulation. When the temperature is suitable, the dormitory try to use natural ventilation, or use exhaust fans to enhance air circulation. If you use split air-conditioning, you should clean the air-conditioning before use, and open the door or window to ventilate for 20 to 30 minutes every 2 to 3 hours during use.

2. Keep the dormitory environment clean. Installation of anti-mosquito and anti-fly devices, timely cleaning of garbage and debris. Bathroom should be clean and tidy, to ensure that hand washing facilities are operating properly, and equipped with hand sanitizer and other hand washing supplies; pay attention to check the water seal of the U-tube of the sewer pipe, bathroom floor drain, etc., and replenish the water in time when water is lacking.

Special job requirements.

1. Loading and unloading workers. In the process of handling goods should be standardized throughout the mask and gloves, to avoid goods close to the face, hands touching the mouth and nose, to prevent contact with goods that may be contaminated by the new crown virus, etc.. If the mask or gloves break during handling, they should be replaced immediately.

2. Transportation drivers. In the process of transportation shall not open the container without authorization, can not open the goods packaging at will to directly contact the internal items. Vehicle in and out, the driver and entourage should avoid unnecessary contact with the gatekeeper watchman, staff. If there is any leakage of goods, the package should be reinforced in time, and the goods and the environment should be cleaned and sterilized.

3. Maintenance personnel. In the maintenance process should be standardized throughout the mask and gloves, to reduce direct contact with the inner wall of the container or cargo surface. When contact with leaking containers or cargo, hand hygiene should be carried out in a timely manner and reported to the competent authorities. If the repair process occurs during the glove breakage, it should be replaced immediately. Maintenance tools should be stored at a fixed point, managed by a person to prevent mixing, and regularly cleaned and disinfected.

V. Emergency Response Measures

1. Employees shall take the initiative to report to the unit and seek medical treatment in a timely manner in case of fever, dry cough, fatigue, nasal congestion, runny nose, sore throat, diarrhea, and other suspected symptoms during the time of going on duty. Avoid taking buses, subways and other public **** transportation as much as possible, and wear masks on the way to the hospital and in the hospital.

2. When contact with suspected or confirmed cases of pneumonia, employees should take the initiative to report to the unit in a timely manner and cooperate with the tracking of close contacts and epidemiological investigations.
