Third, the standard score
The standard score is the basic qualification score for non-Shanghai students who enter Shanghai for employment and apply for Shanghai household registration. Non-Shanghai graduates who are employed in Shanghai and whose cumulative scores of various elements are higher than the standard score can apply for Shanghai household registration; if the score is lower than the standard score, they can apply for the "Shanghai Residence Permit" of talent category. The standard score is determined by the Office of the Joint Conference on Employment of Graduates of Universities and Colleges of Shanghai in accordance with the requirements of the municipal government to regulate the mechanical growth of the household population.

In previous years, non-Shanghai-born university undergraduates studying in Shanghai were basically able to keep their accounts in Shanghai. Now the situation is different, many graduates studying in Shanghai graduate school in Shanghai to settle in Shanghai is a problem, not to mention the general undergraduate." At present, China's regional differences, urban-rural differences, as well as the differences between large cities and small and medium-sized cities are still very obvious. For many people, a household registration such as Shanghai and other big cities is not only a kind of identity, more importantly, behind the real preferences, such as employment, labor insurance, medical care and so on. Therefore, non-Shanghai-born college students can hardly get around the threshold of household registration if they want to stay after graduation.
The standard score for settling down has been increasing year by year
In fact, since 2004, Shanghai has implemented a "scoring system" for non-city-born college graduates to enter Shanghai for employment. The applicant's cumulative score for each element (such as graduation institution, academic performance, computer level, awards and recognitions, and professional elements) is higher than the "standard score" before the applicant can apply for Shanghai household registration. Those with a score lower than the "standard score" can only apply for a Shanghai residence permit.
