We must effectively enhance crisis awareness, fully estimate difficulties, seize opportunities, and take decisive measures to prevent the decline of food production, prevent farmers' income from wandering, ensure stable agricultural development, and ensure rural social stability.
It is of special significance to do a good job in agricultural and rural work in 2009. 1. Increase support and protection for agriculture

We will implement various national policies and measures to support oilseed production and strengthen the construction of high-quality soybean production bases in Northeast China and Inner Mongolia and "double-low" rapeseed production bases in the Yangtze River Basin. Formulate and implement a national woody oil industry development plan as soon as possible, focus on supporting the development of Camellia oleifera and other woody oil industries in suitable areas, and accelerate the cultivation and promotion of high-yield and excellent varieties. Stably develop cotton production and start the construction of cotton production bases in the Yangtze River Basin, Huanghuaihai and Hainan regions. Support advantageous production areas in developing sugar, potatoes, natural rubber and other crops, and actively promote the facility-based production of vegetables, fruits, tea, flowers and other horticultural products.
7. Accelerate the development of large-scale, standardized and healthy breeding of livestock and aquatic products. Take market early warning, reserve adjustment, increase insurance types, futures trading and other measures to stably develop the pig industry. Continue to implement the subsidy policy for improved pig breeds and fertile sows, and expand the implementation scope of the reward policy for pigs transferred out of major counties. Continue to implement policies such as subsidies for improved dairy cattle breeds and subsidies for raising high-quality reserve dairy cows, implement financial incentive policies for counties with large dairy production, and strive to support enterprises in building standardized milk stations to ensure the quality of milk sources. Increase investment in standardized scale livestock and poultry farm (community) projects, increase credit support, and implement policies such as land use for farms. 8. Strictly monitor the quality and safety of agricultural products throughout the process. 9. Strengthen regulation on the import and export of agricultural products. Improve efficient and flexible agricultural product import and export control mechanisms, coordinate domestic and foreign trade, and intensify communication and consultation among governments, associations, and enterprises. Expand the coverage of agricultural products export credit insurance and explore a risk prevention mechanism that combines export credit insurance with agricultural insurance and export credit. Implement preferential credit policies for the export of labor-intensive and technology-intensive agricultural products. Cultivate agricultural transnational business enterprises. 3. Strengthen the material support and service system for modern agriculture

25. Promote comprehensive rural reform. In accordance with the requirements of focusing on strengthening social management and public service functions and basically completing the reform tasks by 2012, we will continue to promote the reform of township institutions. Promote the reform of "township finance and county management" and strengthen the supervision of county and township finances over agricultural-related funds. Strive to use about three years to gradually establish a fund guarantee mechanism for the operation of village-level organizations with stable funds, standardized management, and strong guarantees. Summarize the pilot experience, improve relevant policies, expand the scope of pilot projects for financial rewards and subsidies for rural public welfare undertakings, and the central and provincial finances in pilot areas must increase pilot investment. 26. Enhance the vitality of county economic development. Adjust the fiscal revenue distribution pattern, increase general transfer payments to county and township finances, gradually increase the proportion of county-level finances in the distribution of financial resources below the provincial level, and explore the establishment of a basic financial guarantee system for county and township finances. Promote the reform of the fiscal system of counties (cities) directly managed by the province, and include all major grain, oil, cotton and pig production counties within the scope of the reform. We will steadily advance the pilot reform of expanding powers and strengthening counties, encourage qualified provinces to take the lead in reducing administrative levels, and explore a system in which provinces directly manage counties (cities) in accordance with the law. In accordance with the law, small towns with rapid economic development and strong population absorption capacity are given administrative authority in investment approval, industrial and commercial management, social security and other aspects. Support the development of township and village enterprises, increase investment in technological transformation, and promote industrial agglomeration and upgrading.
27. Actively explore rural markets. Support circulation enterprises to cooperate with production enterprises to establish regional rural commodity procurement alliances, use modern circulation methods to build and transform rural daily consumer goods circulation networks, expand the coverage of "farm stores", focus on improving distribution rates and unified settlement rates, and improve the rural consumption environment .
