Guiding Opinions on Accelerating the Construction of Social Security System and Service System for Persons with Disabilities

The Opinions of the Central Government of the People's Republic of China on Promoting the Cause of Persons with Disabilities (Zhongfa [2008] No. 7) explicitly calls for the development of a sound social security system for persons with disabilities, the strengthening of the construction of a service system for persons with disabilities, the narrowing of the gap between the living conditions of persons with disabilities and the average level of society, the realization of the cause of persons with disabilities and the economic and social coordination to narrow the gap between the living conditions of persons with disabilities and the average level of society, and to realize the coordinated development of the cause of persons with disabilities and the economic society. In order to further implement the requirements of the CPC Central Committee and the State Council, accelerate the construction of social security system and service system for the disabled (hereinafter referred to as the "two systems"), the following guidance is proposed.
I. Significance, guiding principles and objectives and tasks
(I) Significance. China has more than 83 million people with disabilities, directly affecting 260 million family members. Since the reform and opening up, the social security and service situation of persons with disabilities has been significantly improved, but there are still problems such as incomplete system, narrow coverage, large differences between urban and rural areas, insufficient investment, and lack of service facilities and professional talent team, making it difficult to effectively solve the special difficulties and basic needs of persons with disabilities that they are most concerned about, most directly, and most realistically. Persons with disabilities are a large, distinctive and particularly difficult social group, and they are a priority group for social security and public **** services. Promoting the construction of the "two systems" for persons with disabilities is the core content of Document No. 7 of the China Development [2008], and is an inevitable requirement for further studying and practicing the scientific outlook on development, upholding social justice, safeguarding and improving people's livelihoods, and promoting coordinated economic and social development. It is a fundamental measure to help persons with disabilities improve their basic living conditions, promote their comprehensive development and realize the fruits of reform and development. At present, the country is accelerating the construction of a social security system covering urban and rural residents and the equalization of basic public **** services, all regions and relevant departments should fully understand the significance of the construction of the "two systems" for people with disabilities, and effectively enhance the sense of responsibility and urgency to make the construction of the "two systems" for people with disabilities as an important part of the overall construction of a small town and the construction of the "two systems" for people with disabilities. The construction of the "two systems" for persons with disabilities should be taken as an important and urgent task for the comprehensive construction of a moderately prosperous society and the building of a harmonious socialist society, and should be integrated into the overall economic and social development, with increased investment, accelerated promotion and effective implementation.
(ii) Guiding principles. Adhere to the people-oriented, promote the comprehensive development of persons with disabilities; adhere to the "two systems" for persons with disabilities and economic and social development level, basic, broad coverage, multi-level, sustainable; adhere to the "two systems" for persons with disabilities into the national social security and public **** service system, and to increase investment, accelerate and promote practical results. They insist on integrating the "two systems" for persons with disabilities into the country's overall social security and public ****service system and giving them priority development; they insist on combining government-led efforts with social participation, combining key guarantees with special assistance, and combining general and special institutional arrangements; they insist on taking a balanced approach, combining solutions to the current outstanding problems with the improvement of the system; they insist on the sharing of resources, and on full reliance on the existing public ****service system and guarantee system to serve persons with disabilities; they insist on classification and guidance, and on promoting balanced development in urban and rural areas. guidance, and promote balanced development in urban and rural areas; strengthen policy and theoretical research on social security and services for persons with disabilities, establish and improve laws, regulations and basic systems, and build a long-term mechanism for the construction of the "two systems" for persons with disabilities.
(3) Objectives. By 2015, the basic framework of the "two systems" for the disabled will be established, so that the basic needs of the disabled in terms of basic living, medical care, rehabilitation, education and employment will be systematically guaranteed, and the living conditions of the disabled will be further improved. By 2020, the "two systems" for persons with disabilities will be more complete, the level of protection and service capacity will have been substantially raised, persons with disabilities will have access to basic public **** services, and basic livelihood protection for all persons with disabilities will have been realized, as well as basic medical care and rehabilitation services for all persons with disabilities, and compulsory education will have been made universal for children and adolescents with disabilities, and the cultural and educational level of persons with disabilities will have been significantly raised. The level of cultural education for the disabled has been significantly raised, employment has become fuller, participation in society has become broader, and the level of well-being has generally been attained.
II. Improving the social security system for the disabled and raising the level of social security for the disabled
Improving the social security system for the disabled, incorporating the disabled into the social security system covering urban and rural residents, and providing them with priority protection and special assistance; studying and formulating social security policies and measures to address the special difficulties and needs of the disabled; and expanding the coverage of social security for the disabled and raising the social security entitlements of the disabled. social security treatment.
(1) Strengthening social assistance for the disabled. Persons with disabilities who meet the conditions for urban and rural subsistence insurance should be insured to the fullest extent possible, and adults with severe disabilities who rely on their parents or siblings for support to set up a separate household should be included in the scope of subsistence insurance in accordance with the regulations; for families of persons with disabilities who are still experiencing special difficulties in their lives after enjoying minimum subsistence insurance benefits, other measures should be taken to protect their basic lives; for families with multiple disabilities, the elderly and disabled as a whole, and other families with special difficulties and low-income families of persons with disabilities, temporary assistance should be implemented; for The urban and rural homeless and begging persons with disabilities who have no means of subsistence shall be given timely assistance and proper placement; qualified urban and rural poor persons with disabilities shall be included in the scope of medical assistance, and the standard of assistance shall be gradually raised; and rehabilitation assistance shall be implemented for the poor persons with disabilities.
Low-income families of persons with disabilities with housing difficulties are included in the urban housing security and urban and rural housing assistance systems. Priority is given to qualified families of persons with disabilities in difficulty in urban sheltered housing and rural dangerous housing reconstruction programs. Families of persons with disabilities who meet the conditions for urban low-rent housing are guaranteed as much as possible, and priority is given to arranging low-rent housing in kind. Priority is given to poor rural families with disabilities in the scope of housing subsidies, and resources are being consolidated to speed up the implementation of projects for the reconstruction of dilapidated housing for poor rural families with disabilities.
Free compulsory education for students with disabilities is being fully implemented; children of families with disabilities and students with disabilities from economically disadvantaged families who are enrolled in full-time undergraduate courses at ordinary colleges and universities, and students with disabilities who are enrolled in the first or second year of secondary vocational schools, should all be entitled to state scholarships; students with disabilities who are enrolled in vocational senior high school classes in special education schools should also be entitled to state scholarships; and the gradual introduction of free secondary vocational education for persons with disabilities is being implemented. (c) The gradual introduction of free secondary vocational education for persons with disabilities.
(ii) Implementing social insurance subsidies and benefits for the disabled. Government subsidies are given to eligible poor persons with disabilities to participate in social insurance in accordance with the regulations. Urban workers with disabilities are encouraged to participate in basic old-age pension, medical care, work injury, unemployment and maternity insurance in accordance with the regulations. Government subsidies are being implemented in accordance with the regulations for social insurance subsidies for persons with disabilities and for the payment of basic old-age insurance premiums by poor urban self-employed persons with disabilities, and government subsidies are being implemented for the participation of poor persons with disabilities in basic medical insurance for urban residents and in the new type of rural cooperative medical care, as well as for the participation of severely disabled persons in the new type of rural social old-age insurance for the individual contributions of those with disabilities in rural areas. Various types of enterprises are subsidizing basic pension insurance, basic medical insurance and unemployment insurance for the recruitment of eligible persons with disabilities who have difficulty in finding employment, in accordance with the regulations; eligible enterprises are being supported in applying for supplemental pension insurance and supplemental medical insurance for disabled workers. Rehabilitation medical programs for persons with disabilities that meet the regulations are gradually being included in the scope of payment for basic medical insurance, and the level of treatment is being steadily raised; vocational rehabilitation programs for workers' compensation insurance are being gradually increased.
(3) Efforts are being made to raise the level of social welfare for the disabled. Gradually raising the level of living assistance for low-income persons with disabilities; where possible, providing government subsidies for the fitting of basic assistive devices for persons with severe disabilities, the construction and renovation of barrier-free home environments for persons with disabilities, and day care, nursing care, and in-home services. All eligible persons with disabilities are included in the scope of support, and the conditions of support are being improved and the level of support raised. Implementing a comprehensive welfare policy for orphans and children with disabilities that emphasizes upbringing, rehabilitation, education, employment and housing; and supporting the free implementation of rescue rehabilitation for children with disabilities between the ages of 0 and 6. Improving the infrastructure of welfare institutions for the mentally ill. Implementing policies to reduce and exempt personal income tax for persons with disabilities. Implement property trusts and other protective measures for persons with disabilities who are incapable of civil behavior or who have limited civil behavior. To do a good job in the preferential treatment and resettlement of disabled and sick soldiers.
Three: Strengthening the construction of a service system for the disabled, and improving the capacity and level of services for the disabled
Strengthening the planning and institutional construction of a service system for the disabled, effectively integrating the resources of all parties, and coordinating the development of specialized services for the disabled, such as rehabilitation, education, employment, poverty alleviation, childcare, accessibility, culture and sports, and rights protection, in order to continuously expand the coverage of services for the disabled. It has formulated and improved standards for the construction, services, technology and performance assessment of service institutions for the disabled, improved the industry's management system and evaluation mechanism, and pushed forward the standardization and professionalization of the service system for the disabled, so as to comprehensively improve the capacity and level of services for the disabled.
(1) Improving the network of socialized rehabilitation services, and gradually realizing rehabilitation services for all persons with disabilities. Taking professional rehabilitation institutions as the backbone, communities as the foundation, and families as the support, and giving full play to the roles of medical institutions, urban community health service centers, village health offices, special education institutions, employment units for the disabled, and welfare institutions for the disabled, a socialized system of rehabilitation services for the disabled has been formed to carry out a comprehensive range of rehabilitation services such as rehabilitation medical care, functional training, fitting of auxiliary aids, psychological counselling, referrals to rehabilitation services, prevention of disabilities, popularization of knowledge, and consultation. Counseling, rehabilitation referrals, disability prevention, knowledge dissemination and consultation, and other rehabilitation services.
Strengthening the construction of professional rehabilitation institutions at the provincial, municipal and county levels; provincial and municipal professional rehabilitation institutions are to be constructed as demonstration windows, technical resource centers and talent cultivation bases for the rehabilitation of the disabled in their localities, and county rehabilitation institutions are to carry out the rehabilitation services needed by the disabled and provide guidance on community rehabilitation. Comprehensive service institutions for persons with disabilities in counties that have not established professional rehabilitation institutions should enrich their rehabilitation service functions, improve their service capacity, and play a radiation-driven role in urban and rural community rehabilitation. Vigorous efforts are being made to carry out community rehabilitation; urban community health service centers and township health centers are required to set up rehabilitation rooms in accordance with the demand for rehabilitation services, and to carry out such services as rehabilitation training, family hospital beds, referral and follow-up visits, training for relatives and health education. General hospitals above the second level that are in a position to do so have set up rehabilitation medicine departments to carry out rehabilitation treatment and training, personnel training, technical guidance, clinical research and other work. It has formulated and improved standards for the construction of professional rehabilitation institutions and rehabilitation technology standards for deaf children's language training, cerebral palsy, intellectual disability, autistic children's rehabilitation training, and the fitting of assistive devices, so as to promote the standardization of the construction of rehabilitation institutions, and to improve the relevance and effectiveness of rehabilitation services.
(2) Improving the education service system for the disabled, and continuously raising the level of education for the disabled. Implementing the Regulations on the Education of Persons with Disabilities, improving the compulsory education system for children and adolescents with disabilities, with special education schools as the backbone, and with classroom and special education classes as the mainstay; incorporating classroom work into the assessment of teachers' performance pay, and establishing and improving the support and guarantee system for children and adolescents with disabilities in classroom education. Compulsory education for children and adolescents with severe physical disabilities, severe intellectual disabilities, autism, cerebral palsy, and multiple disabilities is provided in the form of community education, home-schooling, and other forms of education; where possible, rehabilitation schools specializing in children and adolescents with severe disabilities may be organized. Relying on various types of rehabilitation institutions for children with disabilities, welfare institutions and pre-school education institutions, early intervention, early education and rehabilitation are being carried out for pre-school children with disabilities, and transfer and articulation services are being provided for children with disabilities to receive compulsory education. Relying on various types of education and training, cultural services and centralized employment institutions for the disabled, efforts are being made to eradicate illiteracy among young adults with disabilities.
Accelerating the development of higher secondary and post-secondary education, with vocational education as the main focus. Municipalities with conditions and special education schools are organizing senior secondary education for the disabled. The construction of secondary vocational schools and higher special education colleges (specialties) for the disabled is being strengthened, specialties are being broadened, enrollment is being expanded, and the quality of education is being improved. Special education schools and vocational schools are being promoted to run schools jointly, and resources such as vocational education and training bases are being promoted***. Encouraging special education schools (institutes), vocational schools and other education and training institutions at all levels to carry out multi-level vocational education and training for persons with disabilities, and establishing a mechanism for linking subsidized vocational training for persons with disabilities with the quality of the training and the one-time employment rate.
Rationally allocating special education resources, strengthening special education research, enhancing special education teacher training, accelerating special education informatization, promoting special education curriculum reform and innovation, and continuously improving the quality and level of special education. Strengthen the planning and construction of special education schools, and improve their operating conditions. Special education schools are giving full play to their roles in classroom education for children and youth with disabilities, community education, parent training, and the selection of itinerant teachers.
(3) Establishing and improving the network of employment services for the disabled, and promoting stable employment for the disabled. The Regulations on the Employment of Persons with Disabilities are being implemented, and policies to promote and protect the employment of persons with disabilities, such as proportional employment of persons with disabilities, tax incentives for units that place persons with disabilities, support for the self-employment of persons with disabilities, and preferential procurement by the government of the products or services of employers that concentrate on persons with disabilities are being implemented, and policies on the management of the collection and use of the Employment Guarantee Fund for the Disabled are being improved. Public welfare positions developed by the Government must be filled with qualified persons with disabilities in accordance with the regulations; employers recruiting workers with disabilities should, in accordance with the law, sign labor contracts or service agreements with them, provide working conditions and labor protection appropriate to their physical condition, and should not discriminate against persons with disabilities in terms of promotion, advancement, evaluation of titles, remuneration, social insurance, and livelihood benefits. Properly resolving labor disputes involving persons with disabilities, safeguarding the rights of persons with disabilities to labor and employment in accordance with the law, and effectively guaranteeing equal employment opportunities for persons with disabilities.
The employment service organization for the disabled is an important part of the public **** employment service organization. Strengthening the construction of provincial, municipal and county-level employment service agencies for the disabled, integrating them into the overall management of the public *** employment service system, and under the guidance and entrustment of the human resources and social security departments, integrally managing the labor and employment of the disabled, providing employers with supportive services, such as the release of employment information, and providing disabled persons with employment services, such as vocational guidance, vocational introductions, vocational adaptation assessments, and employment and unemployment registration; It carries out guidance and services for the management of blind massage; and guides and supports the assisted employment of the intellectually, mentally and severely physically disabled. Strengthening vocational skills appraisal for persons with disabilities. Carrying out standardized construction of employment service agencies for the disabled that unifies service targets, business processes, agency logos, personnel standards and service guidelines. Public **** employment service organizations have set up service windows and service projects for persons with disabilities, and provide employment services and employment assistance to persons with disabilities free of charge. The human resources market information network incorporates information on the employment of persons with disabilities and realizes resource ****sharing.
(d) Strengthening poverty-alleviation services for rural persons with disabilities, and promoting poverty alleviation for persons with disabilities. Relevant government departments should support poor rural persons with disabilities as key targets for poverty alleviation and development; rural financial institutions should provide accessible financial services to persons with disabilities; and farmers' professional cooperatives and various socialized service organizations in agriculture and rural areas should strengthen their support for persons with disabilities. They should give full play to the role of county- and township-level service bureaus for persons with disabilities, relying on the relevant government departments, rural financial institutions, professional farmers' cooperatives and various socialized service organizations in agriculture and rural areas to support rural persons with disabilities in engaging in various forms of production work, such as planting, breeding, handicrafts and home-based sideline industries, and to provide pre-production, production and post-production support services, and to help rural persons with disabilities to obtain poverty alleviation subsidized-interest loans to ensure that rural persons with disabilities can fully enjoy the benefits of various agricultural policies and policies. Persons with disabilities in rural areas fully enjoy the various policies on agricultural benefits and social security, and promote the effective convergence of poverty-alleviation and development policies for persons with disabilities and social security policies.
(v) Improving the system of child-care services for the disabled, and vigorously developing in-home assistance services for the disabled. A sound system of nursing care services for the disabled is being established with provincial-level or capital city nursing care service organizations as the model, municipalities with districts and counties with conditions as the backbone, township (street) and community day-care services as the mainstay, and in-home hospice care services as the foundation, to provide life care, vocational rehabilitation, assisted employment, and occupational therapy, agro-therapy, culture and sports for the mentally and intellectually disabled and other types of severely disabled persons, psychological counseling, recreation and other services. Provincial foster care service organizations are responsible for service demonstrations, business guidance and training in foster care throughout the province; municipal and county foster care service organizations in the districts provide basic and urgently-needed foster care services for the disabled, and provide guidance on day care and home hospice services. Townships (streets) and communities rely on community service facilities and welfare organizations to provide day-care and other services, and to support home care for persons with disabilities in a variety of ways. The "Sunshine Home" program is being implemented.
(6) Accelerating the construction of barrier-free facilities to facilitate the lives of persons with disabilities. The construction and management of barrier-free facilities are being strengthened, and the quality of barrier-free facilities is being improved. The housing and urban-rural construction departments revise and improve standards and norms related to accessibility, and accelerate the construction and renovation of barrier-free facilities on urban roads, public *** buildings, residential buildings, residential areas, and parks and green spaces. Departments of education, civil affairs, railways, transportation, and federations of the disabled formulate and improve accessibility standards for industries such as special education schools, welfare institutions, comprehensive service facilities for the disabled, railroad passenger stations, terminals, urban transportation facilities, and passenger terminal areas of civil airports, and supervise their implementation. Public **** transportation gradually improve barrier-free equipment.
Promoting the construction of information and communication accessibility, and raising awareness of accessibility throughout society. Relevant departments shall incorporate information and communication accessibility into information construction planning, formulate technical standards for information accessibility, and promote the Internet and cell phones, computers and other information accessibility practical technology and product research and development. Information accessibility measures should be adopted for the public disclosure of governmental information, and public ****service organizations should provide accessibility services such as voice and text prompts, Braille and sign language. The digitization of books and audio-visual resources shall be constructed to achieve information accessibility.
(vii) Developing cultural and sports services for the disabled, and enriching the spiritual and cultural life of the disabled. Persons with disabilities are encouraged to participate extensively in grass-roots cultural and sports activities; special education schools, specialized associations for persons with disabilities, and community-based organizations for persons with disabilities are to actively carry out mass cultural and sports activities for persons with disabilities; and key government cultural and sports projects, such as the Cultural Information Resource ****sharing, Mobile Stage Vehicle, and Fitness for All, are to have content that serves persons with disabilities. Strengthen the construction of cultural and artistic organizations and groups for the disabled at all levels, and encourage the participation of the disabled in cultural and artistic creation.
Libraries, museums, stadiums, mass art museums, cultural centers, township comprehensive cultural stations, community cultural centers (street cultural stations) and other public **** cultural and sports facilities are open to persons with disabilities free of charge, and facilities are provided for persons with disabilities to take part in cultural and sports activities; public **** libraries with the means to do so set up reading rooms for Braille and talking books for the blind. Braille publishing and cultural information construction are being strengthened, and support for the publication of Braille, talking books for the blind, books on the subject of persons with disabilities, and audio-visual products is being stepped up. Local radio and television stations are actively creating conditions for the opening of special programs and sign language programs for the disabled, and film and television works and programs should be subtitled.
(viii) Improving the legal service system for the disabled, and safeguarding the legitimate rights and interests of the disabled. A legal aid system for the disabled is being established, with legal services and legal aid provided by judicial administrative departments and legal aid organizations at all levels taking the lead, supplemented by legal aid provided by the relevant departments, federations of the disabled, and social forces. Coordination mechanisms for legal assistance for persons with disabilities have been established at all levels, the role of legal assistance workstations for persons with disabilities in federations of persons with disabilities at and above the county level has been brought into full play, and civil society organizations and institutions of higher learning have been encouraged and supported in their efforts to provide legal assistance to persons with disabilities in a variety of ways. Further improving the mechanism for letters and petitions from persons with disabilities, opening up channels for letters and petitions, and improving the mechanism for supervising and overseeing letters and petitions, as well as for dealing with emergencies in sudden-onset mass incidents. The Law of the People's Republic of China on the Protection of Persons with Disabilities and other laws and regulations have been incorporated into the State's legal literacy program, and society's awareness of safeguarding the rights and interests of persons with disabilities has been continuously enhanced.
Constructing a basic information management system for the disabled population and an information management platform for social security and services for the disabled, and realizing the exchange of data and the sharing of resources with the information platform for social security and public ****service management. Strengthening statistics on social security and services for the disabled, and carrying out dynamic monitoring and surveys on the basic situation of the disabled. A number of backbone service facilities are being built, expanded and remodeled, so that the layout of service facilities for persons with disabilities is reasonable, conditions are improving, and service capacity is being enhanced.
Four: Establishing and improving the institutional mechanism for the construction of a social security system and service system for the disabled
(1) Strengthening organizational leadership. Local governments at all levels should incorporate the construction of the "two systems" for people with disabilities into the overall planning of local national economic and social development, relevant special planning and annual plans, and all relevant departments and units should include the construction of the "two systems" for people with disabilities in their scope of responsibilities and target management. Governmental working committees for persons with disabilities at all levels must strengthen coordination, supervision and inspection; urban and rural grass-roots organizations must play a fundamental role in the construction of the "two systems" for persons with disabilities; social security and services for persons with disabilities must be included in community construction planning; and the implementation of policies and measures must be properly carried out in order to ensure that they are effective. The western region should focus on giving priority to solving the urgent needs of persons with disabilities for basic living, schooling and medical care; the central region should accelerate development and narrow the gap between social security and services for persons with disabilities and the average level of society; and the eastern region should build a comprehensive system, striving to make the capacity and level of protection and services match the needs of persons with disabilities, and taking the lead in realizing the institutionalization, specialization and standardization of social security and services for persons with disabilities. In accordance with the requirements of urban-rural integration, it is necessary to improve the protection system and service facilities for persons with disabilities in rural areas, and to accelerate the integration of social security for persons with disabilities in urban and rural areas and the equalization of services.
(2) Improving policies and regulations. The establishment of a stable financial guarantee mechanism, social security and public **** services for persons with disabilities through financial budgetary arrangements at all levels, social contributions, and individual and unit burdens and other channels, of which the financial input with the development of the national economy and the growth of fiscal revenues and gradually increase; increase the lottery public welfare funds for persons with disabilities, "the two systems" construction support. (c) Increasing support from lottery public welfare funds for the construction of the "two systems" for persons with disabilities. The construction of specialized service facilities for the rehabilitation, education, employment, childcare, culture and sports, and comprehensive services for persons with disabilities is being incorporated into urban and rural public welfare construction projects; priority is being given to arranging for them in terms of project formulation, planning, and land use for construction; investment is being increased, and support is being given in a focused manner, with a tilt towards central and western regions and rural areas. All types of civil organizations, enterprises, individuals and social capital are encouraged to participate in the development of the service industry for persons with disabilities, and are given support in terms of funding, venues and talents. Vigorously developing charitable endeavors for persons with disabilities.
Speeding up the training of specialists in rehabilitation, education, employment, child care, culture and sports, and social work for the disabled, incorporating them into national education and talent training programs, and encouraging institutions of higher learning to offer relevant courses. In accordance with the relevant national regulations, policies are being implemented to favor the wages and salaries of staff who work with the disabled. Through channels such as the National Science and Technology Support Program, the Natural Science Foundation, and the Philosophy and Social Science Foundation, support and encourage institutions of higher learning, scientific research institutes, enterprises and public institutions to research and develop, and popularize the application of, assistive technologies and products that serve persons with disabilities. Policies are formulated to encourage and support the development of assistive devices and other related industries.
Studying and formulating regulations on barrier-free construction, regulations on disability prevention and rehabilitation for the disabled, and regulations on social welfare, special labor rights and interests, and employment protection for the disabled; formulating national classification and grading standards for the disabled and supporting measures; and revising the Regulations on the Education of the Disabled.
(3) Strengthening publicity and guidance. Mobilizing all kinds of publicity resources, using all kinds of publicity methods, vigorously publicize the great importance attached by the CPC Central Committee and the State Council to the promotion of the cause of persons with disabilities, and publicize the significance of accelerating the construction of the "two systems" for persons with disabilities, as well as the policies and measures, advanced models, and new experiences and results, in order to create a good atmosphere for public opinion. Vigorously promote humanitarian thinking and the traditional virtues of the Chinese nation, carry out a variety of activities to help the disabled, establish a stable volunteer team, and cultivate good social customs.
(4) To give full play to the role of organizations of persons with disabilities. Disabled persons' federations at all levels are entrusted by the government to undertake and manage rehabilitation, employment, vocational education, child care and other services for the disabled, to do a good job of assessing and appraising disabilities and issuing second-generation disabled persons' certificates, to grasp the basic situation and basic data on social security and services for the disabled, to actively reflect to the government the special difficulties and needs of the disabled, and to assist the government in the formulation of relevant policies, regulations and plans, as well as in the management of the industry. Specialized associations for the disabled are given full play to their functions of representation, service and rights protection. Townships (streets), communities (villages) organizations of persons with disabilities and full-time members of associations of persons with disabilities to carry out in-depth surveys and mapping work, the establishment of the needs of persons with disabilities and security files, and do a good job of analyzing the needs of persons with disabilities and referrals to services, and to promote the implementation of various social security and service measures.
