Chapter II Rehabilitation Measures of Beijing Municipality on Implementing the Law of the People's Republic of China on the Protection of Disabled Persons

Article 13 People's governments at all levels and relevant departments shall incorporate the rehabilitation of the disabled into the basic medical and health system and the primary medical and health service system, establish and improve a rehabilitation service system for the disabled based on community rehabilitation, with rehabilitation institutions as the backbone and families of the disabled as the support, and guarantee the rights of the disabled to enjoy rehabilitation services.

The municipal administrative departments of health, civil affairs, education, quality and technical supervision and the Federation of Disabled Persons shall formulate and improve the rehabilitation technology and service standards for disabled persons, implement standardized management, and ensure that disabled persons can obtain effective rehabilitation services.

Fourteenth community health service institutions should be equipped with basic rehabilitation facilities and professionals to carry out rehabilitation work in accordance with the set standards. Health and other relevant departments are responsible for the inspection, guidance and evaluation of community rehabilitation.

Civil affairs, population and family planning administrative departments and disabled persons' federations shall guide community service organizations, family planning service stations, community organizations for the disabled, disabled families and other social forces to provide community rehabilitation services for the disabled.

Article 15 The municipal, district and county people's governments shall organize the administrative departments such as health and disabled persons' federations to prepare the construction and development plan of rehabilitation institutions and set up public welfare rehabilitation institutions; Encourage and support social organizations and individuals to set up rehabilitation institutions for the disabled.

The administrative department of health shall guide medical institutions to set up rehabilitation medicine departments, and carry out rehabilitation medical treatment and training, personnel training, technical guidance and scientific research.

Educational institutions, welfare units and other institutions serving the disabled should create conditions to carry out rehabilitation training activities.

Sixteenth institutions engaged in rehabilitation work should have venues, equipment, facilities and professionals suitable for the development of rehabilitation services, and carry out rehabilitation services in accordance with the norms of rehabilitation technical services for the disabled.

Seventeenth public rehabilitation institutions, community health service institutions and other rehabilitation institutions shall give technical guidance, training and support to the disabled, their families and volunteers who implement family rehabilitation.

Eighteenth people's governments at all levels should create conditions to give priority to the rescue, treatment and rehabilitation of disabled children.

The administrative department of health shall incorporate the early monitoring, discovery, referral and intervention of children's disability into the three-level medical and health care network of cities, counties and primary health service institutions, and organize medical institutions to establish an early reporting system for children's disability.

Provide early screening, diagnosis, rehabilitation training, assistive device adaptation and other free rescue and rehabilitation services for disabled children aged 0 to 6.

Nineteenth municipal, district and county people's governments shall establish and improve the service system of assistive devices for the disabled, and support the research and development of assistive devices and industrial development.

The assistive devices service institutions for the disabled shall organize and carry out services such as evaluation, supply, distribution, maintenance, transformation and information consultation of assistive devices.

Twentieth Municipal People's Government shall, according to the relevant provisions of the state and the actual situation of this Municipality, determine the basic public health services provided free of charge to the disabled.

Medical rehabilitation services for the disabled are included in the scope of basic medical security in accordance with the relevant provisions of the state and this Municipality.

Disabled people receive basic rehabilitation services, configure and replace assistive devices, and enjoy assistance or subsidies in accordance with the relevant provisions of this Municipality.

A free system of essential drugs shall be implemented for patients with severe mental illness. The government will fully subsidize the part of the basic drug expenses paid by the basic medical insurance fund for patients with severe mental illness. The specific measures shall be formulated by the municipal public health administrative department in conjunction with the administrative departments of finance, human resources and social security, civil affairs, and the Municipal Disabled Persons' Federation.

Article 21 Health, civil affairs, education and other administrative departments and disabled persons' federations shall improve the training mechanism, adopt various forms to train all kinds of rehabilitation professionals, regularly provide technical training to those engaged in rehabilitation work, and encourage health professionals and social workers to engage in rehabilitation work for the disabled.

The administrative department of education shall guide all kinds of medical colleges and other relevant institutions to add rehabilitation courses, offer related majors, and carry out rehabilitation scientific research and teaching.
