The fee standard, which may be appropriately higher than the above standard for special economic zones, shall not exceed a maximum of 30% of the above standard.

Article 5 The fees for asset appraisal are generally based on the original book value, and assets with no original book value or not valued in the accounts may be calculated on the basis of the appraised value.

Article 6 The appraisal commissioned by companies, enterprises, other organizations and individuals abroad and in Hong Kong, Macao and Taiwan shall be determined by the appraisal institution with reference to the international practice and shall be charged with the equivalent amount of foreign exchange, which shall be settled in accordance with the provisions of the State Administration of Foreign Exchange.

Article 7 The asset appraisal institution may, in accordance with the degree of complexity of the appraisal project, the time requirements, the level of professional skills of the appraisal personnel, the quality of the appraisal work, etc., within the scope of the prescribed fees, and the commissioning unit to agree on the amount of fees. If the enterprise entrusts the appraisal and pays the fee, the appraisal organization may reduce the fee through mutual negotiation.

Article VIII of the asset appraisal fees to implement the principle of who commissions who pays. The commissioning party and the entrusted party shall sign a cooperation contract or agreement on asset appraisal project in accordance with the Interim Measures and the relevant state appraisal regulations, specifying the amount of appraisal project fee or billing method. Fifty percent of the appraisal fee may be received in advance, and the remainder shall be settled after the appraisal is confirmed.

Article IX The price departments at all levels shall strengthen the supervision and management of asset appraisal fees, and shall investigate and deal with any violation of the regulations on arbitrary fees in accordance with the "Chinese People's *** and the State Price Management Regulations" and the relevant regulations.

Article X of the specific implementation of the management of asset appraisal fees by the provinces, autonomous regions and municipalities directly under the Central Government price, state-owned assets management departments to develop and report to the State Price Bureau, the State Administration of State-owned assets for the record.
