Article 17 The people's governments of autonomous regions and municipalities with districts shall establish ecological function protection zones in important ecological function areas such as river headwaters areas, important water conservation areas, soil and water conservation key preventive protection zones and key supervision areas, important fishery waters as well as biodiversity-rich areas in their respective jurisdictions. The establishment of various types of ecological function protection zones shall be evaluated by the competent administrative departments for environmental protection at all levels in conjunction with the relevant departments to form evaluation committees, and reported to the people's governments at the same level for approval. Environmental protection, agriculture, forestry, water conservancy, land and resources and other relevant departments in accordance with their respective responsibilities, the management, protection and construction of ecological function reserve supervision.
Article 18 prohibits the testing of alien species and planting and stocking activities in ecologically sensitive areas. Genetically modified organisms before the environmental release shall take the necessary isolation safety management measures, set up signs. Environmental release of genetically modified organisms of the same kind in the place of origin of wildlife is strictly limited.
Article 19 The people's governments of autonomous regions shall coordinate the construction of centralized hazardous waste treatment facilities. The people's governments of cities in the districts shall construct facilities for the centralized treatment of urban sewage, harmless treatment of domestic garbage and medical waste. The people's governments at the county level shall construct urban sewage and domestic garbage harmless treatment facilities, and incorporate them into the annual plan of local social development. The people's governments of townships (towns) shall gradually build facilities for the harmless treatment of urban sewage and domestic garbage, and prevent the accumulation of waste from causing serious environmental pollution. People's governments at all levels and their relevant departments shall strengthen the construction of rural infrastructure and the comprehensive improvement of the rural environment, to protect and improve the quality of the rural living environment.
Article 20 Within the built-up areas of cities, the following acts are prohibited:
(1) carrying out construction operations that generate environmental noise pollution (except for emergency repair and rescue operations) in the midday and at night;
(2) during the period of high school and middle school exams, activities around the examination halls that generate or are likely to generate environmental noise pollution, affecting the environment of the exam;
(3) Waste oil and oily waste (including driving oil), discharged into sewers or dumped anywhere;
(4) in residential areas, institutions, schools, hospitals, sanatoriums and other environmentally sensitive areas to engage in cutting, hammering, open loading and unloading or piling up of cement, lime, pulverized coal, open spraying of paints, or slaughtering, processing of aquatic products, bio-fermentation, and other activities that generate environmental noise, dust, and malodor pollution. Paragraph (a) of the preceding paragraph (a) is due to the requirements of the production process or special circumstances require continuous construction operations, should be 5 days in advance to the location of the municipal and county environmental protection administrative departments to declare, with the location of the municipal and county environmental protection administrative departments of the certificate, and 2 days in advance of the announcement of the surrounding residents.
Article 21 prohibits in the urban built-up area of residential buildings, mainly residential complexes, new construction, expansion, alteration of the oil smoke pollution generated by the catering industry and the production of ambient noise, vibration pollution of the entertainment industry business premises. Prohibited in the urban built-up areas of residential buildings, mainly residential complexes, in the midday and night interior decoration and renovation construction of environmental noise pollution. Prohibit open-air barbecue of food in populated areas within the urban built-up area.
Article 22 prohibits the new construction, alteration and expansion of chitin, bone glue, bone (fish) powder, plastic products in populated areas, urban built-up areas or other environmentally sensitive areas, such as the production of malodor pollution project. Designated by the people's governments at or above the county level;
(4) Other areas requiring special protection as stipulated by laws and regulations.
Article 24 prohibits the establishment of new outfalls in the environmental functional zones of the near-shore waters of the first and second categories designated by the autonomous region and along the coast. Prohibit the construction of new, alteration and expansion of heavy pollution projects or discharge of toxic and harmful pollutants in the first and second category of near-shore marine environment functional areas and coastal projects and facilities.
Article 25 prohibits the use of seepage wells, seepage pits, fissures and caverns to discharge and dump wastewater containing toxic pollutants, sewage containing pathogens and other wastes.
Article 26 No sensitive buildings such as residential housing, kindergartens, schools and hospitals shall be constructed in the planning restriction zones delineated in accordance with the requirements of environmental protection and urban planning in the vicinity of large-scale electromagnetic radiation transmitting facilities or high-frequency equipments that are centrally used. Completed large-scale electromagnetic radiation facilities or high-frequency equipment, after monitoring the surrounding environmental pollution does exceed the national limit, effective protective measures should be taken. After taking measures still can not reach the national pollution control limits, the local people's government shall order it to move out and give appropriate compensation in accordance with relevant state regulations.
