Related administrative departments in accordance with the division of responsibilities and related regulations, the supervision of bidding and tendering activities, investigate and deal with violations of law in bidding and tendering activities in accordance with the law, accepting complaints from bidders and other interested parties. Article 5 The bidding and tendering activities of projects that must be tendered in accordance with the law shall not be restricted by region or department. No unit or individual shall unlawfully restrict or exclude legal persons or other qualified organizations outside the region or system from participating in the bidding, and shall not unlawfully interfere in the bidding activities in any way.

(v) roads, bridges, subway and light rail transportation, sewage discharge and treatment, garbage disposal, underground pipelines, public **** parking lots and other urban facilities projects;

(vi) ecological environment protection projects;

(vii) municipal engineering projects such as water supply, power supply, gas supply, heat supply and other municipal engineering projects;

(viii) projects of science and technology, education, culture, health, social welfare, sports, tourism and other projects;

(j) other infrastructure and public utility projects. Article 7 The following engineering and construction projects using state-owned funds for investment, state financing and the use of funds from international organizations and foreign governments shall be subject to bidding if they meet the standards set forth in Article 9 of these Measures:

(1) projects using budgetary funds from all levels of the treasury;

(2) projects using a variety of special governmental funds for construction included in the treasury;

(3) projects using the own funds of state-owned enterprises and institutions, and the use of the funds of state-owned enterprises and institutions, and the use of their own funds; and (C) projects using the own funds of state-owned enterprises and institutions, and projects in which investors in state-owned assets actually have control;

(D) projects using funds raised by the issuance of bonds by the state;

(I) projects in which the state authorizes investment projects financed by the main body;

(xi) projects using funds from international organizations or foreign government assistance. Article 8 The following projects for the procurement of goods, services and franchises must be tendered if they meet the standards set forth in Article 9 of these Measures:

(1) surveys, designs, supervision, procurement of important equipment and materials, etc., related to engineering and construction projects in accordance with the provisions of Articles 6 and 7;

(2) the procurement of medical equipment and medicines for medical institutions;

(3) State-funded scientific research projects;

(4) Selection of the main investor of a government franchise project;

(5) Selection of the organizer of a government investment project;

(6) Selection of the right to operate facilities or products monopolized or controlled by the state, such as roads, water supply, electricity, etc.

Article 9 Construction projects, procurement of goods, services and franchises that conform to the scope of the provisions of Articles 6, 7 and 8 must be put out to tender if they meet one of the following criteria:
